MINUTES
MEMBERS PRESENT: Rick Stacy, President; Members: Scott Martin, Gary Fawks, and
Pamela Muller.
MEMBERS ABSENT: David Harris, W. Ralph Evans and Wayne Moffat.
STAFF PRESENT: Curtis E. Hawk, City Manager; Billy Campbell, Director of Public
Safety; and, Sandra L. LeGrand, City Secretary.
Agenda Item #1, Call to Order.
The Special Crime Control and Prevention Temporary Board meeting was called to order at
6:05 by Rick Stacy, President of the Temporary Board. Mr. Stacy stated this meeting is to
serve as the official canvass of the November 4, 1997 Special Election.
Agenda Item #2, CD Resolution No. 97-2, Canvassing the Returns and Declaring the
Results
Rick Stacy read into the record the caption of CD Resolution No. 97-2 as follows: "A
resolution of the temporary board of directors of the Southlake Crime Control and Prevention
District canvassing the Special Election held on November 4, 1997 and declaring the results of
the November 4, 1997 election held to authorize the creation of the Southlake Crime Control
and Prevention District and a local sales and use tax at a rate of one-half of one percent;
issuing an order declaring the district created; and providing an effective date."
The votes were cast as follows:
PROPOSITION NO. 1:
FOR: 735
AGAINST: 637

Mr. Stacy noted 1,375 votes were received.
Motion was made to accept CD Resolution No. 97-2, as presented.

Agenda Item #3, Approval of the Minutes of the September 16, 1997 Temporary Crime
Control and Prevention District Meeting
Motion was made to approve the minutes of the September 16, 1997, Temporary Crime
Control and Prevention District meeting as presented.

THE SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT
CANVASSING THE SPECIAL ELECTION HELD ON NOVEMBER 4, 1997
AND DECLARING THE RESULTS OF THE NOVEMBER 4, 1997
ELECTION HELD TO AUTHORIZE THE CREATION OF THE
SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT AND A
LOCAL SALES AND USE TAX AT A RATE OF ONE-HALF OF ONE
PERCENT; ISSUING AN ORDER DECLARING THE DISTRICT
CREATED; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE TEMPORARY BOARD OF DIRECTORS OF THE
CITY OF SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT,
SOUTHLAKE, TEXAS THAT:
Section 1.
At a special election held on November 4, 1997, the following propositions were
submitted to the voters:

Section 3.
,, The temporary board finds that the election results are favorable to the proposition to
create the district and therefore orders that the Southlake Crime Control and Prevention
District is hereby created and a one-half cent sales tax is hereby authorized.
Section 4.
This resolution shall be effective immediately upon and after its passage.
