CITY STAFF PRESENT: Fire Chief; Bob Steele, Police Chief; Randy Martin, Water Superintendent; Wallace Cline, City Attorney; Bill Smith INVOCATION: Lloyd Latta The Minutes of the November 22,1982 City Council Meeting were approved as presented. MAYORS REPORT: John Grubb, a contractor who has been paid to in- stall and furnish street signs in Southlake, addressed Council in an effort to explain why it has taken him so long to meet his obligation. Mayor Pro Tem Latta gave a report on the progress to date in an attempt to work with City of Keller concern- ing widening of FM1709. He indicated the State Highway Department said the road will go to four lanes when money is available. A request, made by Gulf ZA 82-39 Oil Corporation and T.M.M. Inc. dba SPECIAL Majik Market for a Special Use Permit USE PERMI for the Sale of Off Premises Packaged DENIED Beer, was considered by Council. The GULF OIL property, described as being in the Samuel Freeman Survey, Abstract 525, .842 acres of land, is currently zoned Heavy Commercial. rr It was established that a tie -vote from the Planning and Zoning Commission resulted with no recommendation being made. Marty Cloin,.realestate manager for Gulf Oil, gave a presentation in behalf of Gulf Oil Corporation as did Steve Ginsberg, attorney. low rr Dwaine Sharp, manager for Majik Market, presented information as to the structure of the organization to Council. During the public hearing, the following comments were made: Lloyd Eubanks, 2711 Rolling Lane, rr opposed because of traffic, precedent and the youth of the community. Bob Taylor, 1020 Glade Road, Grapevin (a property owner) is in favor. He dl also presented letters from two property owners, both in favor. They include: James Winfrey, and Conner +�+ Lam. Larry Samartin, 1211 Timber Court, opposed. Doug Wilborn, pastor Lonesome Dove Baptist Church, opposed. Joe Sanders, 415 N. Shady Lane, oppos d, Mr. Marvin Darby, 110 South Kimball Avenue, opposed. Winonia Sanders, 415 Shady Lane, opposed. Mayor Sparger read a letter from Councilperson Bone, who was unable .w to attend the meeting. PAGE: 3 INDEX After extensive discussion, motion was made to deny the permit requested Latta Loris x x x on the grounds of increasing and magnifying traffic conditions. McCombs x x Motion was approved. A request was made by James Martin REQUEST asking for a variance to City FOR VARI Ordinance No. 278, concerning the ANCE TO 4 requirements for 75% masonary for ORDINANCE commercial structures. Mr. Martin NO. 278 made his request on the grounds that he was in the process of complying with building codes in order to obtain a building permit when the ordinance was passed. Mayor Sparger read a letter from City engineer, Eddie Cheatham, concerning the most current request for a build- ing permit. The letter stated that the plans were in compliance with building codes, except for minor modifications. Mr. James Martin was present and answered questions for the Council. Latta x x After discussion, motion was made Loris x x and approved to deny the request. McCombs x A report was given on the progress of the facilities project. The Department reports were discussed by Council. Approval was given for the purchase r Latta x x of a radar unit and camera for Loris x the Police Department as per FY83 TcCombs x x Budget.
