Item 9ACase No. SV22-0007 S T A F F R E P O R T July 26, 2022 CASE NO: SV22-0007 PROJECT: Consideration of a Visual Art Wall Mural for Lululemon -233 Grand Avenue EXECUTIVE SUMMARY: Lululemon is seeking approval of a visual art wall mural under the Southlake Town Square Master Sign Plan regulations to allow a painted mural sign for the new location for the Lululemon store at Southlake Town Square. The store is located at 233 Grand Avenue at the intersection of Grand Avenue and Civic Place. DETAILS: The applicant is proposing a painted lifestyle visual art wall mural sign on the north elevation of the building which is adjacent to the alleyway. A visual art wall mural sign is permitted if approved by City Council following a Sign Board recommendation. The wall mural is proposed to be painted with an exterior grade paint directly onto the north elevation wall. The application includes the 2 options below for consideration. Artwork Option #1 Artwork Option #2 Site Location -233 Grand Avenue Case No. SV22-0007 Existing North Elevation (Proposed location of the Mural) On June 9, 2022, the Sign Board considered the sign mural labeled “Artwork Option #1” (The Sign Board did not review “Artwork Option #2). The Sign Board recommended approval of the option #1 (4-2). Also, the Sign Board recommended the following: • meet with the Southlake Arts Council prior to the City Council meeting and present the proposed mural for feedback; • present Council an option which reduces the size of the mural; • provide Council close up images of the mural; • provide Council information on the maintenance of the mural by the existing tenant; and • provide Council information on removal of the mural by the tenant upon expiration of the lease. At the time of packet preparation, the applicant had not submitted the reduced option, close ups, and maintenance and removal information to staff. However, staff expects this information prior to the Council meeting. The Southlake Arts Council held a meeting on June 28, 2022 to discuss and make a recommendation on the mural. At this meeting, the artist presented Option 1 (the original concept presented to the Sign Board) and a new Option 2. The Southlake Arts Council recommended (6-0) the second mural option (Option 2) for the City Council consideration. The (draft) minutes from the Arts Council meeting are included in the packet. (ZA20-0069) April 20, 2021; City Council approved a sign for one (1) existing off-site V- shaped development sign located at E. SH 114 and Central Avenue for a 1-year period. (SV21-0002) April 20, 2021, City Council approved a variance for Whistle Britches to allow a mural wall sign and that is not located on the front façade entrance and Section 6, Materials, to allow a sign material type that is not listed in the Southlake Town Square Master Sign Plan. The applicant is proposing a mural sign lit by 3 wall lights on the west side of the building that is an exterior grade foil substrate applied directly to the brick wall. (SV21-0005) June 29, 2021; City Council approved variances to Sign Ordinance No. 704, as amended, and the Southlake Town Square (MSP) for EVO Entertainment (former Harkins Theater building) for several attached Case No. Attachment A SV22-0007 Page 2 building signs on the northwest, northeast, southeast, and southwest elevations of the building. The sign variance request includes the proposed total number of signs (exceeding the allowable signs per building), sign size, the number of signs on each façade, and sign types not listed in the Sign Ordinance No. 704, as amended, and the Southlake Town Square (MSP). The proposed attached signs are located on the existing building located at 1450 Plaza Place, Southlake. (SV21-0012) November 3, 2021, City Council approved a sign variance to Sign Ordinance No. 704, as amended, and the Southlake Town Square Master Sign Plan to allow two digital portal entry signs for T-Mobile store at Southlake Town Square. (SV21-0020) March 1, 2022, City Council approved a sign variance for Nike By Southlake that included a wall mural on the south façade along with two attached illuminated façade signs on the front and rear elevations, an illuminated pedestrian blade sign on the south façade, illuminated window signs (lifestyle image curtains) on the front west and the south façade, , graphic design rear window signs (east), and an internal illuminated specialty display window cabinet sign (internal) on the west elevation, in perpetuity, and should the window signs change, a new sign variance will be required. (SV21-0028) SIGN BOARD: June 9, 2022; Approved (4-2) subject to the Staff Report dated June 3, 2022; and noting the applicant’s willingness to bring an additional option reducing the size of the mural as described by the Chairman; also, noting the applicant’s willingness to bring to City Council, close ups of the images; conditioning the recommendation for approval on the maintenance by the existing tenant and removal by the tenant upon expiration of the lease; also recommending the applicant concurrently present this to the Southlake Arts Council for comment so that City Council can provide feedback, as well. Commissioner Dyche dissented as he did not prefer to add another mural in Southlake Town Square. Commission Springer dissented as the mural is too abstract and wanted further clarification of the design. SOUTHLAKE ARTS COUNCIL: June 28, 2022; A motion was made to recommend the second concept presented at the meeting for the proposed mural for Lululemon located at 233 Grand Avenue. The motion was passed 6-0. STAFF COMMENTS: City Council approval of the request does not eliminate the requirement for a sign application submittal prior to sign installation.
