modifications for the Capital Grille located at 1201 E. SH 114 Suite 100, in
the Carroll Pointe retail development generally located at the southeast
corner E. SH 114 and N Carroll Ave.
6. Review, discuss and make recommendations on a proposed for a carwash
concept within the City of Southlake

MEETING
OVERVIEW:
On May 23, 2022 the Southlake 2035 Corridor Planning Committee held
their thirty-eight meeting. The Committee was sent a packet of materials
prior to the meeting that were to be discussed during the session. A
meeting agenda was posted, and the meeting time was advertised on the
City’s website. The following meeting report focuses on discussion points
made during the meeting by members of the Committee, public and City
staff. This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are
strongly encouraged to follow development cases through the process.

ITEM #3 DISCUSSION – Review, discuss and make recommendations on a
proposed restaurant located at 500 Reserve St., and generally located at the north
end of Town Square at the northwest corner of Reserve St. and Division St.

• This item is for a proposed restaurant at the corner of Reserve St. and Division
St. commonly referred to as 500 Reserve St.
• There are two proposed site plans for this property one site plan shows the
property over 6,000 sq. ft; the other site plan shows a little under 6,000 sq. ft.
• Future land use shows Town Center.
• The current zoning for the property is DT (downtown).
• Applicant is asking for a patio to be built on the side of the building which would
fall within the right-of-way. Applicant would have to enter an agreement with the
City for this patio due to the encroachment of the ROW.

Applicant presentation: Frank Bliss
• This restaurant is being built with the intentions of being a “front door” to
Southlake Town Center.
• The intention of the building is to be inviting to help bring consumers into the
Town Center.
• Parking for the restaurant will be split between in front of the building and the
nearby parking garage.
• The landscaping around the property will help brighten up the corner and help
the area look more visually appealing.
Questions for applicant by the Committee:
Q: What is the timeline is regards to construction?
A: The plan is to have the shell complete by the time Granite Building 2 has its
Certificate of Occupancy.
Q: What is the timeline regarding the tenant for this building?
A: We should have an answer by the end of this week.
Q: Are there safety plans in place for weather when it comes to the patio?
A: They are in talks to place movable screens around the patio for shading and proper
ventilation to help cool the patio.
Q: What is the pathway for consumers if they were to park in the parking garage?
A: There are many ways that will provide a clear path to the property.
Q: Will there be equipment screening on the roof of the restaurant to block the view
from those who will occupy the Granite building?

A: At this moment there is nothing planned but they are looking into potential solutions.
Q: Has Granite seen the architect designs, and have they stated whether they approve
of the designs?
A: Granite has stated they have no problems with the proposed designs.
