Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of
allegiance to the United States and Texas Flags.
3. ANNUAL SOUTHLAKE YOUTH ACTION COMMISSION (SYAC) UPDATE
Assistant to the Community Services Director Milenka Lopez introduced a video
highlighting the Southlake Youth Action Commission’s activities and accomplishments
over the past year.

Operations Manager of Special Projects Robert Briggs provided an update on the
Southlake Sanctuary project.

matters. City Council adjourned for Executive Session at 6:26pm. Executive Session
began at 6:37pm and concluded at 7:30pm.

Assistant City Manager Alison Ortowski introduced Police Chief James Brandon who
recognized Southlake Police Officer Steven Werner, Southlake Police Sergeant Kevin
Diehl, off duty Arlington Police Officer Dillon Haven, Fire Engineer Kevin Barry, Fire Field
Training Officer (FTO) Russell Brown, Fire FTO Cody Pierson, Firefighter/Paramedic
Cory Teague, and Firefighter/Paramedic Ryan Steinkirchner for their role in quickly
initiating and performing CPR and other lifesaving measures to help a motorist involved
in a single car crash on State Highway 114 after experiencing a medical emergency on
April 6, 2022.

tenant’s lease space and to allow an existing non-conforming flat panel sign.
Noting that the applicant is only replacing the current sign copy/panel on the
existing sign.
- Item 9B - Approving the overall fencing, as presented, and noting, the applicant
has agreed to an 8-foot, board-on-board cedar fencing along the north and east
side, as noted this evening.

Zoning Change and Site Plan for Carnation Auto Spa (currently Krystal Clean Car Wash)
on property described as Lot 2, T. J. Thompson No. 1502 Addition, City of Southlake,
Tarrant County, Texas, and located at 955 Davis Blvd., Southlake, Texas. Current Zoning:
“C-3” General Commercial District. Requested Zoning: “S-P-1” Detailed Site Plan District.,
subject to Staff Report dated June 14, 2022, and Plan Review Summary No. 5, dated

- Approval of up to 17 self-service vacuums under two navy blue shade canopies

- Noting approval of the traffic circulation plan. Also providing the zoning
administrator the ability to allow the applicant to make administrative modifications
to the site if the stacking of vehicles ever results in the queuing of cars on Davis
Blvd.
- Noting that prior to final approval by the City on the improvements, the applicant
will verify that the operation of all vacuums on site operating at 100% capacity will
meet all City Noise ordinance requirements and provide documentation to the City.
Verification shall be provided by an acoustic engineer or other qualified
professional.
- The pergola adjacent vacuuming area must meet all accessory building standards
and regulations.
