FORUM SUMMARY:
Property Situation:
A request for SF-20A zoning for a 9-lot residential neighborhood of high -end luxury single-family
residences on a 5.4 acre site on White Chapel Blvd, just south of Highland St. This property is
currently owned by the Southlake Assemblies of God Church (dba New Day Church). They are
retaining enough land for their purposes and are selling the excess acreage.
Development Details:
Near Highland White Chapel, near the newly completed traffic circle. 5.4 acres total of land
used. Site has very good traffic flow; only access on to White Chapel. Proposed 9 minimum of
20,000 sq ft lots; a couple of lots 23,000-24,000 sq ft. Developed/build custom home builders.
2.5-3.5 million dollar homes.

Questions and Concerns:
Mark Bracker, 1105 Tina TO. — No issue with dev. Tough topography, drains into neighborhood
(lot 4).
1 What are you going to do during construction as well as after that prevents drainage into the
neighborhood?
2 Should we be concerned about drainage from our own neighborhood as well as your
neighborhood during heavy rain?
Al: when designed Chelsea neighborhood, large detention area designed to accommodate the
ultimate drainage from new development track. There is piping that goes along the eastern
boundary that will be designed and developed to gather water into piping and into detention
pond.
A2: We will do an analysis to make sure that the detention pod is not silted up over the years
and that the space can hold the needed volume of drainage water for the area. We will make
sure the pond has capacity. Erosion controls are better now than 10 years ago. Best Practices —
silt fence, birming, siltation traps — during construction.

3 Church had thought about expanding but the retention pond was sized to accommodate

4 Will the city validate infrastructure?
5 With adding an 8ft fence, does that mean you're replacing our 6ft fence? Which side will face
our property?
6 Time frame of start to finish?
7 will you be providing road hazard for any tire punctures during that 36 months.
8 will there be sidewalks?
Al: Drainage — mudding conditions — property has no vegetation holding soil down. We will put
in prevention, acceptance from free flowing water, transmit to detention pond. We are very
aware drainage is an issue.
A2: Privacy — no builder selected, or houses designed. Typically, 4,000-4,400 sq ft houses
spread over the property. I will take your concerns into consideration. Architectural control
process can allow me to try to influence builder/homeowner, but I cannot promise. I will try to
mitigate that. I will do what I can.
A3: On the city plans as medium density which is what we are totally complying with.
A4: All of the appropriate modeling has been and will be done.
A5: I won't do it without your permission but I would hope that you would allow me to replace it
and put the new fence on the property line. I will face the smooth side of the fence to you, and
put the silver post on our side and box them.
A& P&Z next week, city council in June, entitlements after 3-5 months. My hope is to start
development in late fall, November/December. Hope to start building homes in late spring,
April/May. Suspect high demand for the houses, take 18-24 months to build. Complete
neighborhood expected in 30-36 months.
A7: I shouldn't have any materials in your neighborhood.
A8: yes

10 What is the privacy plan for Lots 1/9?
Al: we built the retention pond to accommodate this property as well. The pond will be
evaluated for accommodation.
A2: 20,000-25,000 sq ft lots.
A3: probably going to add 8ft fence. I don't think lights will be a problem from vehicles.
A4: I am happy with an 8ft wood fence. In addition between lots 4/5 1 don't think we would have
a problem creating a landscape buffer.
A5: we can get over there and make some kind of arrangement on the fence, maybe a new
fence.
A6:
A7: We will send them to you and walk through them with you if you want.
A8: It will be in the back, not on your side of the lot.
A9: The traffic circle will help with the flow. The 4 lane road will function better than it does
today.
A10: Lot 1 could face White Chapel, but currently we hope to put and entire masonry wall on
White Chapel.

Al: It is currently community facility (church) and changing to Medium residential consistent with
surroundings.
A2: Currently Ag going to SM 20A.
A3: Using a storm water sewer in cul-de-sac. There will be a curb inlet into pipe to existing
detention pond. Drains in backyard of lots 9-5 to prevent runoff from draining across the other
lots and instead collected immediately. Design low to the drop drain inlet between 4/5; adding
burming to try to decrease flow; goal is to capture the water and take underground to detention
pond.
A4: We will be leveling not raising.

o Full sidewalk on our frontage road and in our neighborhood. Students could walk to the
9/10th school.
