Background
Information:
Channel stream erosion along Gateway Lakes Park is currently
compromising City's infrastructure as a result of exposure along the
banks. In 2019, the City removed the pedestrian bridge connecting
the trail due to the significant erosion exposing the bridge's
substructure and compromising its structural integrity. The project at
Southlake Glen aims to protect existing public infrastructure by
constructing a spillway and gabion channel armoring to address the
significant erosion along the stream banks. This project will also
incorporate a pedestrian bridge to re -connect the trail and allow a
continuous path through the park. This project is required to prevent
damage to downstream public and private land and public facilities.
Solicitation of bids for this project began on April 10, 2022 and sealed
bids were received and opened on May 13, 2022. The five bids
received for this project are shown in below bid tabulation:

City staff and its design consultant, Teague Nall and Perkins, Inc.
have reviewed and scored five bids using best value criteria as

described in the project manual. The evaluation criteria for this bid
were the contract price (50%); the reputation of the bidder including
key personnel (15%); the reputation and quality of the bidder's goods
or services (15%); the bidder's past relationship with the City (10%);
and the bidder's responsiveness (10%). Humphrey & Morton
Construction Company, Inc. excelled over the lowest bid based on
the following:
• Excellent reputation with other municipalities and entities that
provided high scores and remarks;
• Provided a complete statement qualifications and relevant
project experience similar to this project.
Based on the evaluation of proposals, qualifications, and references
led to the recommendation of Humphrey & Morton Construction
Company, Inc. for this project.
The bid from Humphrey & Morton Construction Company, Inc. came
in at $541,414 for anticipated work. Staff is requesting authorization
for a total of $640,000 which includes a $98,586 contingency for
construction expenses that may arise due to unforeseen field
conditions. The anticipated start date of this project is July 2022 and
is estimated to take 10-12 months to complete.
Financial
Considerations: Funding for this award is budgeted as part of the approved Capital
Improvement Program. The agreement is within the project budgets.
