Action Requested: Approve the construction contract award for the FM 1709 Deceleration Right -Turn Lanes at Bryon Nelson Parkway and Southridge Lakes Parkway project to EARTC, LLC in an amount not to exceed $917,000. Background Information: The Southlake Boulevard (FM 1709) Deceleration Turn Lanes at Southridge Lakes Parkway and Byron Nelson Parkway were identified in the Southlake 2030 Mobility Master Plan as recommendations to alleviate specific traffic concerns along one of the most heavily transited roadways in the City. In its current configuration, traffic flow on FM 1709 is disrupted by motorists decelerating to make right turns onto Southridge Lakes Parkway and Byron Nelson Parkway. Increased traffic and the installation of medians along FM 1709 have warranted the construction of deceleration lanes for the intersections at Southridge Lakes Parkway and Byron Nelson Parkway. The additional turn lanes will require relocating existing traffic signal facilities at both intersections and upgrades to pedestrian facilities. This project aims to improve the safety, convenience, and efficiency of mobility along FM 1709. Solicitation of bids for this project began on April 10, 2022 and sealed bids were received and opened on May 12, 2022. The two bids received for this project are shown in below bid tabulation: Bidder Bid Amount EARTC, LLC $ 832,024.25 Ja oe Public Company $ 1,446,656.10 Page 1 of 3 Item 4C City staff and its design consultant, Kimley Horn and Associates, Inc. have reviewed and scored two bids using best value criteria as described in the project manual. The evaluation criteria for this bid were the contract price (50%); the reputation of the bidder including key personnel (15%); the reputation and quality of the bidder's goods or services (15%); the bidder's past relationship with the City (10%); and the bidder's responsiveness (10%). The evaluation of the proposals, qualifications, and references led to the recommendation of EARTC, LLC for this project. The bid from EARTC, LLC came in at $832,024.25 for anticipated work. Staff is requesting authorization for a total of $917,000 which includes a $84,975 contingency for construction expenses that may arise due to unforeseen field conditions. The City entered an Interlocal Agreement with Tarrant County, executed on September 21, 2021, where the County will reimburse $450,000 of the construction costs for the improvements of this project. The anticipated start date of this project is July 2022 and is estimated to take 10-12 months to complete. Financial Considerations: Funding for this award is provided as part of the approved Capital Improvement Program. Funding will also be provided through an Interlocal Agreement with Tarrant County from the 2006 Tarrant County Transportation Bond Program. The agreement is within the project budget.
