WORK SESSION: 1. CALL TO ORDER Work Session was called to order by Mayor John Huffman at 5:31 pm. 2. INVOCATION: CLAYTON REED Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of allegiance to the United States and Texas Flags. 3. LEADERSHIP SOUTHLAKE PRESENTATION Daniel Paschke provided a brief presentation on the achievements of the most recent Chamber of Commerce Leadership Southlake class. 4. PRESENTATION OF VOLUNTEER SERVICE AWARDS Senior Director of Human Resources Stacey Black presented the volunteer service awards to volunteers who met volunteer service requirements from April 1, 2021, to March 31, 2022. 5. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Mayor Huffman reviewed the items on the consent agenda. The minutes for the Regular Session will reflect that the City Council reviewed Item 9C following the Executive Session and after the Public Forum. The item was not rearranged on the agenda, the minutes reflect the times in which the speakers spoke. REGULAR SESSION: Immediately following the work session 1. CALL TO ORDER Regular Session was called to order by Mayor Huffman at 6:21 pm. 2A. EXECUTIVE SESSION Mayor Huffman announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation with city attorney. City Council adjourned for Executive Session at 6:21 pm. Executive Session began at 6:35pm and concluded at 7:10pm. 2B. RECONVENE Mayor Huffman reconvened the meeting at 8:19pm. 3. REPORTS: 3A. CONSIDER AND PROVIDE DIRECTION ON RECOMMENDATIONS FROM THE LIBRARY TASK FORCE REGARDING THE LOCATION, FACILITY CHARACTERISTICS, SERVICE OFFERINGS, AND COMPLEMENTARY MUNICIPAL USES FOR A NEW SOUTHLAKE PUBLIC LIBRARY. DIRECTIONS PROVIDED Mayor Huffman thanked the Library Task Force for their work on this project, and everyone who submitted an online comment card or engaged on social media or via email — there were more than 300 comments to review and consider. In addition, he thanked everyone who took the time to attend one of the Task Force meetings. All community engagement efforts were important to this process. Mayor Huffman introduced Senior Director of Human Resources Stacey Black who provided a presentation. Although not a public hearing, Mayor Huffman opened a public hearing at 7:50pm.
