Item 4G - MemoCITY OF SOUTHLAKE Item 4G MEMORANDUM (May 17, 2022) To: Shana Yelverton, City Manager From: Rob Cohen, Director of Public Works Subject: Approve an engineering services agreement with Halff Associates, Inc. (Halff) to provide engineering services to evaluate open space availability for citywide stormwater management in an amount not to exceed $127,842. Action Requested: Approve an engineering services agreement with Halff Associates, Inc. (Halff) to provide engineering services to evaluate open space availability for citywide stormwater management in an amount not to exceed $127,842. Background Information: Voters approved the issuance of bonds to acquire open space for passive parks and stormwater management. A third party engineering consultant familiar with leveraging passive parks as part of a stormwater management strategy will help identify prospective areas throughout the city through the creation of a stormwater model. The model will identify areas possessing attributes essential to serve as a regional stormwater detention facility while also identifying roadways prone to overtopping during rain events. A total of five (5) locations for detention and preservation will be further investigated. Conceptual mitigation options will be identified and accompanied by benefits/challenges, probable cost estimates and estimated returns on investments. Additional work will need to be undertaken to refine the concepts through development of a complete project package. The stormwater modeling will be performed on the following drainage basins: Drainage Basins for Analysis 1 Dove Creek 2 Hi ins Branch 3 Jones Branch 4 Kirkwood Branch 5 South Fork Kirkwood Branch 6 Timarron Creek Page 1 of 3 Item 4G 7 Tributary BB-5 8 Tributary BB-7 9 Tributary BB-8 10 Tributary BB-9 11 1 Unnamed Tributary 4 121 Unnamed Tributary to Kirkwood Branch 13 1 West Jones Branch This project supports the City's Parks, Recreation and Open Space Master Plan, Capital Improvements Program and Stormwater Master Plan. This will improve the quality of life for its citizens while preserving natural assets of the City. Financial Considerations: Funding for this agreement is budgeted as part of the approved Capital Improvement Program. This agreement is within the project budget. Strategic Link: These items link to the City's Strategy Map strategic focus areas of Safety & Security, Infrastructure, and Performance Management & Service Delivery. Expires 06-16.2Q23 Page 10 Attachment A The City of Southlake has requested Halff Associates, Inc. (Halff) to provide professional engineering services for Citywide 2D Rain -on -Mesh (ROM) hydrologic/hydraulic modeling and open space planning. This proposal includes the Study Objectives, Scope of Work, Exclusions, Project Fees and Schedule. Study Objectives 1. Assist City CIP Planning: Update existing Citywide 2D model to focus on riverine flood risk in support of watershed wide open space planning. Local floodplains will also be developed but the objective and focus are on riverine modeling to assess conceptual regional detention and open space planning. The local floodplain ROM analysis will be updated with the latest available terrain data capturing the last 10 years of development within the City. Scope of Work Below is the detailed scope of work per task. Task 1— 2D Rain -on -Mesh Analysis A. Terrain Preparation 1. Utilize 2019 TNRIS LiDAR data to develop a Digital Elevation Model (DEM) for the City. Process and mosaic DEM tiles as needed and create contour shapefiles. B. 2D Modeling Halff will update the 2020 Rain -on -Mesh hydraulic model using the latest version of HEC-RAS, which will include updating the terrain from 2009 data to 2019 TNRIS LiDAR and incorporating significant bridge/culvert crossings along all FEMA stream centerlines. Rainfall data, land use, manning's n-value layer, and boundary conditions will be based on the 2020 model. 2. Halff will incorporate up to fifty (50) bridge/culvert crossings that impact routing of flood waters during flood events. Halff will leverage several data sources listed below to input structure crossings within the hydraulic model. This scope assumes the level of detail from these sources will be sufficient for planning purposes. Field surveys to confirm as -built conditions are not included with this scope of work. Halff will perform field reconnaissance and collect field measurements for any structures not based on the sources below. • Previous Critical Drainage Structure Studies (various years) • 2016 NCTCOG CTP Study • 2020 Kirkwood Branch Watershed Study • TxDOT as -built plans • City as -built plans Open Space Planning Page 1 of 4 Attachment A Develop GIS floodplain mapping/depth grids based on the 2D ROM model results for the 2-, 10-, and 100-year storm events based on fully developed conditions. Flood depth boundaries will be limited to depths greater than 0.5'. Task 2 — Open Space/Regional Detention Assessment A. Conceptual Alternative Analysis Based on the results of the Citywide 2D ROM analysis, identify flooding hot spots along riverine areas including overtopped roads and flooded structures. The level of service for each roadway included in the ROM analysis will be determined based which storm event is passed by the structure without being overtopped. 2. Develop conceptual regional detention alternatives for up to five (5) locations to reduce flooding problems identified under Task 2.A.1. The conceptual regional detention options will be modeling using the 2D ROM model developed under Task 1. Halff will consider how the regional detention options are aligned with open space planning throughout the City. 3. Identify corridors for open space preservation based on the 100-year floodplain mapping results of the ROM analysis. 4. Summarize the benefits and challenges for each conceptual alternative including metrics on flood reduction. 5. Develop estimates of probable cost for each conceptual alternative. Task 3 — Project Management / Deliverables This scope includes the coordination and communication procedures to be implemented between the City of Southlake and Halff Associates in completion of this project. B. Project Coordination and Management 1. Conduct one (1) project kickoff meeting (Teams) with the City of Southlake. 2. Conduct bi-weekly coordination calls with the City of Southlake (up to 8 meetings). 3. Prepare monthly progress reports for City of Southlake identifying work accomplished, work to be done, and outstanding issues that need attention. C. Deliverables/Reporting Prepare a brief memorandum summarizing the procedures and results of the study including tables and figures. Halff will provide recommendations for regional detention and open space planning. The final memo will be subject to one review by the City. One (1) meeting (Teams) will be scheduled to discuss City comments. Deliver a digital copy of the final memo to the City of Southlake with technical data utilized in preparation of the study in digital format, including hydrologic and hydraulic models and a GIS geodatabase with floodplain mapping/depth grids. Open Space Planning Page 2 of 4 Attachment A Exclusions The following services are not included in the scope of work of this proposal. Halff Associates can provide estimated fees for these services, if needed. A. Field survey of existing bridge/culvert crossings or storm drain infrastructure. Open Space Planning Page 3 of 4 Attachment A Fees: The project will be a Lump Sum fee. Lump sum fee tasks will be billed monthly based on percentage of work that has been completed. A summary of the professional services fees by task is listed in the following table. FEE SUMMARY Task Description Total 1. 2D Rain -on -Mesh Analysis & Mapping $53,165 2. Conceptual Alternatives Analysis $50,885 3. Protect Management/Deliverables $23,792 TOTAL $127,842 Direct Costs for expenses such as mileage, copies, scans, etc. are included in the lump sum fees. Crhnrinln• Halff will complete the scope of work by September 30, 2022 based on the timeline provided below. • Halff to submit draft memo for City review — August 26tn • City to complete review and provide comments within 2 weeks of draft submittal — Sept 9tn • Halff will address City comments and submit final deliverables — Sept 30tn We appreciate the opportunity to be of service to the City of Southlake.
