Carillon has already seen multiple iterations and owners. The current economic climate is similar to what it was in 2008 when Carillon did not go forward. Interest rates and inflation are on the rise, and GDP looks like it might slow in the next few years, which means we could have an economic recession. We know what happened last time, there is uncertainty there, and the Carillon facility does depend heavily on economic factors. • Need to design a facility that is forward -thinking, adaptable, and flexible and will be relevant for the next 50 years. Concern about mixed retail and if it will continue to be relevant in the next 50 years with online shopping and habits changed by COVID, it might not do everything it's designed to do. • Autonomy might be a concern; the City owns one property and does not own one property. It's being gifted, but there may be potential restrictions, for instance, the parking structure. Recognizes that Carillon wants to see a lot of green space, but not certain that it is right for all patrons. There should be enough surface parking available to accommodate young families and older families. • Does the City have a right to surface parking? Does the City have to uphold the developer's vision if it conflicts with the goals of the City? • Are there exclusivity rights within the development that would limit what the Library could offer, for example, a coffee shop or cooking/demonstration kitchen? Will it conflict with retail and cause a problem for the Library? • Does the Library Task Force or Library Board have any input into the covenants and restrictions and uses prior to it being signed by City Council? • Will the City own the building after the land is donated? • Public feedback shows that everyone seems to want a library close to them. • Has experienced how difficult it can be to get to the Library in Town Square. Concerned that hearing about a parking structure and retail, are we going to end up in a situation like we are in now, where it is difficult to find a parking space? Difficulty in parking would be a big deterrent. • Library Task Force used the ten criteria to evaluate the sites, and Carillon came out on top. No perfect situation, but supports the Task Force's recommendation based on criteria to place in Carillon Parc. • Concerned that some of the residents directly adjacent to Parkwood might have concerns about the Library at Parkwood. • The growth of the City is north of 114, and the population will be more balanced in the future. • Question about how much land will be set aside for the Library and performing arts center. • Both are great choices; if had to pick today, would choose Carillion, but parking is a real concern. • Concerns about a two-story Library. • Concerns about pedestrian and bike access from the south side to the north side. There is limited safe access across 114 and 1709.
