Subject: Proposed Public Library Options - Preliminary Initial Traffic Review, Southlake, Texas
At the City of Southlake's direction, Kimley-Horn and Associates, Inc. reviewed three locations, identified
by the City of Southlake Library Task Force, for an initial review of ingress/egress. This document is not
a formal traffic impact analysis (taking traffic counts, analyzing intersections, determining site access and
off -site infrastructure improvements), which will likely need to be performed for the location that is
chosen. This was a review of existing information and information provided by the Library Task Force
Site Evaluation Report dated May 26, 2022. All four figures included in this memorandum are from the
Library Task Force Site Evaluation Report.
The public library is expected to be approximately 30,000 square feet with the potential of an additional
15,000-30,000 square foot performing arts center. The three locations (see Figure 1) identified by the
Library Task Force include the Parkwood Drive property, Bicentennial Park, and within the proposed
Carillon Parc development.
The City of Southlake's library hours are expected to be from 10:OOAM — 8:OOPM Monday -Friday, 10:00
AM — 6:00 PM Saturday, and closed on Sundays. The performing arts center would have separate hours
and anticipated to be in use during the late afternoon or early evening. Since the library opens after the
AM rush hour, only the PM rush hour was considered for the review. A 30,000 square foot library
typically generates 245 PM peak hour trips (118 entry, 127 exit) based on ITE's Trip Generation Manual.
A performing arts center is not identified in ITE's Trip Generation Manual; however, Kimley-Horn
reviewed two similar land uses (Church on a Sunday and movie theater on a Saturday) that have trip
generation data based on the number of seats. Both land uses used similar rates for the PM peak hour
of approximately 0.5 vehicles per seat. Based on conversations with the Library Task Force, it is
anticipated that the performing arts center would house 300 visitor seats. Assuming 0.5 vehicles per
seat, it is assumed that there will be approximately 150 vehicles entering during a fully occupied
performance.
Though the library and performing arts center will be in the same building, they will likely have different
peaks. We have assumed the library will have a peak traffic on a weekday during the PM rush hour while
we anticipate the performing arts center to have more of a weekend peak traffic event in the evening.

The Parkwood property site is located at Byron Nelson Parkway and Parkwood Drive one block south of
Southlake Blvd (FM 1709). The site is across from Rockenbaugh Elementary School. Based on the City
of Southlake's 2018 Traffic Count Report, Byron Nelson had approximately 4,370 vehicles per day in
2017. The General Concept Plan is provided in Figure 2.

• The general concept plan proposes good site access —two driveways along the street easement
on the north side and two driveways along Byron Nelson Parkway.
• Byron Nelson Parkway has existing sidewalk on both sides of the street in the vicinity of the
property.
• The street easement parallels Southlake Boulevard (FM 1709) and can be accessed from Byron
Nelson Boulevard from the east or Parkwood Drive from the west.
• During the school PM rush hour, Byron Nelson was observed to be congested. The additional
access along the street easement will help library visitors avoid the school traffic.
Recommendations (if site is chosen)
• If the Parkwood site is selected, a further traffic study for site access and off -site improvements
should be performed.
• Consider constructing a southbound right -turn lane along Byron Nelson Parkway at the street
easement so traffic does not queue to Southlake Blvd (FM 1709). This may require right-of-way
acquisition and sidewalk improvements. The right -turn lane may impact the driveway to the west
of Byron Nelson.
• Consider constructing a southbound right -turn lane at one of the proposed site driveways along
Byron Nelson.
• Provide an enhanced pedestrian crossing (e.g., rectangular rapid flashing beacon) to cross
Byron Nelson between the school and the library (exact location of crosswalk to be confirmed
with traffic study).
• If the existing Parkwood Center is used for overflow parking, construct sidewalk between
overflow parking to proposed library.
• Consider constructing a sidewalk on the north side of Parkwood Drive and on the south side of
the street easement.
• Monitor the intersection of Byron Nelson Parkway at Zena Rucker Road for a future traffic signal.

The Bicentennial Park property site is located at White Chapel Boulevard and Unity Way one block north
of Southlake Blvd (FM 1709). The site is just to the east of a large sports complex. Based on the City of
Southlake's 2018 Traffic Count Report, White Chapel Boulevard had approximately 20,000 vehicles per
day in 2017. White Chapel Boulevard has been under construction for a couple of years and will open as
a 4-lane divided roadway. It is expected that traffic will increase along White Chapel once construction is
complete. The General Concept Plan is provided in Figure 3.

Site Observations
• The preliminary concept plan only shows one driveway access off of Unity Way. This is an
existing driveway that is one lane in each direction.
• Unity Way is one lane in each direction (with a raised median) except at the intersection of White
Chapel where eastbound is widened to two lanes.
• During sport events, traffic along Unity Way could be high and cause traffic queues.
• Staff for the water tower access and Parks and Recreation Department will continue to use the
existing driveway off of Unity Way and gravel driveway off White Chapel Boulevard. This may
include traffic with heavy industrial equipment.
Recommendations (if site is chosen)
• If the Bicentennial Park site is selected, a further traffic study for site access and off -site
improvements should be performed.
• Widen the existing southbound driveway approach to Unity Way to allow two lanes out (left turn
lane and right turn lane) and one lane in.
• Provide another driveway access from White Chapel Boulevard. This may be a new driveway or
may be shared with the existing gravel driveway. If the driveway is combined with the existing

gravel driveway, the adjacency to the City utilities would need to be reviewed and appropriate
setbacks maintained. This would also require additional security improvements surrounding the
water tower to keep visitors a safe distance away from the tower.
• Monitor the intersection of White Chapel Boulevard at Unity Way/Emerald Boulevard for future
traffic signal.
• Provide an enhanced pedestrian crosswalk at Unity Way and White Chapel Boulevard to provide
pedestrian access from the residential side.
• Construct an additional westbound lane between White Chapel and the existing driveway to
prevent queues from backing onto White Chapel Boulevard. This may require additional site
improvements such as a retaining wall due to grading on the site.
CARILLON PARC SITE
The Carillon Parc property site is located at White Chapel Boulevard and State Highway 114 westbound
frontage road. The library site would be in the pink area in the southeast corner which is included in a
larger development which includes townhomes, retail, restaurants and office space. There was a traffic
impact analysis completed for this site in 2018 which provided off -site recommendations. The General
Concept Plan is provided in Figure 4.

Carillon Parc Traffic Impact Analysis (2018) Recommendations
• The southern driveway connection from White Chapel Boulevard to the commercial part of the
site should be constructed with 2 westbound outbound lanes, a southbound left -turn deceleration
lane, and a northbound right -turn deceleration lane.
• The driveway connection to State Highway 114 Westbound Frontage Road should be
constructed with a westbound right -turn deceleration lane.
Recommendations (if site is chosen)
• Assuming the library gets developed before the rest of the Carillon Parc development, the
driveway access from SH 114 Westbound Frontage Road should be constructed along with the
right -turn deceleration lane in conjunction with the library.
• Assuming the library gets developed before the rest of the Carillon Parc development, consider
a secondary access point from White Chapel Boulevard in the interim so that access is not just
limited to the SH 114 Westbound Frontage Road.
• Assuming the library gets developed before the rest of the Carillon Parc development, consider
building a temporary surface parking for the library in the interim until rest of the site is
developed.
