MEMORANDUM
May 31, 2022
To: Shana Yelverton, City Manager
From: Ken Baker, AICP — Senior Director of Planning & Development Services
Subject: Item 9B — SCN22-0003 AT&T - Installation of a Small Cell Network Node
and Node Support Pole within the S. White Chapel Boulevard right of way
located near 611 S. White Chapel Blvd.
Action
Requested: Consider approval of SCN22-0003, an AT&T Small Cell Network Node on
property located at 611 S. White Chapel Blvd.
Background
Information: The purpose of this item is to seek City Council approval for the installation
of a small cell network node and node support pole (35 feet tall) located in
the S. White Chapel Blvd. right of way. The facility is designed to improve
wireless coverage and capacity in the vicinity. Network nodes and network
node support poles located within City right of way are regulated by
Ordinance No. 1178 — (Public Right -of Way Management Ordinance and
Design Manual). Ordinance 1178 indicates that a provider may not install
a new node support pole in a public right of way without City Council's
consent if a pole is located adjacent to a street or thoroughfare that is not
more than 50' wide and is adjacent to single family residential lots. The
proposed location of this pole on S. White Chapel Blvd. meets these criteria
and as such the provider must receive City Council approval prior to
installation.
The proposed cell node is to be placed on a new wooden utility pole on the
east side of S. White Chapel Blvd., just southeast of Feedstore BBQ.
Although the plans show the street number as 580, the actual location and
permit address is 611 S. White Chapel.
Ordinance No. 1178, Section 1.09 INSTALLATION IN MUNICIPAL
PARKS AND RESIDENTIAL AREAS

right-of-way without the City Council's discretionary, nondiscriminatory and
