Green Scaping, LP in an amount not to exceed $2,001,857. Action Requested: Approve the construction contract award for the Kirkwood Boulevard Enhancements project to C. Green Scaping, LP in an amount not to exceed $2,001,857. Background Information: The Kirkwood Boulevard Enhancements project includes installing additional lighting, replacing existing, aging light fixtures, constructing a new sidewalk, and installing new irrigation and landscaping from State Highway 114 to Dove Road. These improvements are highlighted as part of the 2035 SH 115 Corridor Plan, as a Tier 1 improvement and part of the Mobility Master Plan. The City previously solicited bids for this project in September 2020. The City received five bids for this solicitation, ranging from $997,797 to $1,918,500. At the time, the Opinion of Probable Construction Cost (OPCC) was $1,368,411 and the majority of the competitive best value bids came in well above the OPCC. This prevented the project team from selecting a best value contractor, City Council subsequently rejected all bid proposals at the December 1, 2020 City Council meeting, and allocated additional funding in the FY 2022 CIP for construction of the project. Solicitation of bids for this project began on March 21, 2022. On April 4, 2022, the City received and opened one sealed bid as shown below: Bidder Bid Amount C. Green Scaping, LP $ 1,919,869.30 City staff and its design consultant, Parkhill, reviewed and scored the sole bidder's proposal under the best value criteria as described in the project manual. The evaluation criteria for this bid included the contract price (50%); reputation of the bidder including key personnel Page 1 of 2 Item 4E (15%); reputation and quality of the bidder's goods or services (15%); bidder's past relationship with the City (10%); and the bidder's responsiveness (10%). The evaluation of the proposal, qualifications, and references led to the recommendation of C. Green Scaping, LP for this project. C. Green Scaping, LP bid of $1,919,869.30 for anticipated work included a line item for $100,000 for owner contingency (5.5% of the construction costs). Staff is requesting authorization for a total of $2,001,857, which includes an additional $81,988 contingency for construction expenses that may arise due to unforeseen field conditions, for a total of $181,988 of construction contingency or 10% of the project construction cost. The anticipated start date of this project is June 2022 and the anticipated substantial completion date is December 2022. Financial Considerations: Funding for this award is budgeted as part of the approved Capital Improvement Program. The agreement is within the project budget.
