1. OVERVIEW
A. Budget: The Department of Economic Development has an approved budget of
$264,120 for FY 00-01. (See Tab #9 for details)
B. Staffing: Staffing for the department currently includes Greg Last, Director and
Stefanie Wagoner, Specialist. Part-time interns are hired periodically throughout a
typical year.
C. Mission: The current mission statement for the department is the following, subject to
revisions by City Council:
"The Department of Economic Development's mission is to help create a diversified,
vibrant and sustainable economy through attraction and support of business
enterprises meeting the vision and standards desired by City leaders."
D. Goals: Following are goals currently pursued by the Department.
• Provide desirable services for residents of the City.
• Develop and implement programs to retain and support existing businesses.
• Develop and implement programs to attract desired businesses.
• Develop and implement programs marketing the City.
• Develop and maintain accurate data and resources necessary to attract and support
businesses and for utilization by other City departments.
• Encourage, develop and nurture an environment receptive to appropriate business
development.
E. Programs: The following programs and work efforts will be described in more detail
throughout this summary.
i. Business Retention: Programs intended to enhance, support and retain existing
businesses in the City.
ii. Business Attraction: Programs intended to attract desired businesses.
iii. Marketing: Programs intended to promote the City overall and raise awareness
of opportunities in the City.
iv. Resource Development & Maintenance: The development and maintenance of
various resources needed to implement economic development programs or to
respond to community requests for information.
V. Community Support & Interaction: Programs intended to support the
community through presentations, briefings or as requested.
vi. Financial Analysis & Support: Development of tools necessary to evaluate
various financial aspects of proposed or existing developments and to represent
the financial picture of the City to outside parties.
vii. Initiatives: Programs related to specific issues where the Economic
Development staff might take an advocacy or leadership role.

2. BUSINESS RETENTION
(W A. Introduction: Several economic development publications cite research that notes the
best return for every dollar of economic development effort is in business retention
rather than other areas. Although Southlake is a fast-growing community, it is
increasingly more important that we support and retain the businesses that are
currently established in the City.
B. Purpose: Following are some of the purposes for work efforts in this category.
• Maintain the current non-residential tax base.
• Support businesses in the City so that they are prosperous and have good will
towards the City.
• Encourage growth of the existing businesses and expansion within the City.
C. Programs: Following are some of the programs intended to aid in business retention.
i. Existing: The following are ongoing programs.
• Development and distribution of the Shopping & Restaurant Guide to
increase patronage of Southlake retail businesses and restaurants.
Distribution will be both locally and in area hotels.
• Business Support Meetings, we are periodically asked to make a
presentation to a brokerage firm or other business to provide an overview
of the City. Typically this is part of a training program to support their
business.
• Resources for Retention: Shopping & Restaurant Guide, Business
Development Guide, Existing Business Database (See Section 5 for details)
ii. Potential: The following are potential programs.
• Business Manager's Roundtable, a format similar to our Commercial
Developer's Roundtable, allow manager's of Southlake businesses to meet
and discuss mutual topics of interest and possibly identify areas where the
city could provide assistance.
• Local Business Report at the beginning of each Council Meeting.
Basically allow 2-3 minutes for a local business to tell Council and citizens
about their business.

3. BUSINESS ATTRACTION
(W A. Introduction: A very important component in a growing city is the attraction of
businesses suited to the city, particularly those that generate significant tax revenues
for the city.
B. Purpose: Following are some of the purposes for work efforts in this category.
• Increase the non-residential tax base in the City.
• Provide a diversity of tax base generators among various types of land uses.
• Fulfill long-term aspirations for types of developments throughout the City.
• Job creation in the City.
• Over the long-term, create a city where people live and work in the same city,
thereby reducing commutes, more closely aligning business and residential
interests, and creating higher quality of life.
C. Programs: Following are some of the programs intended to aid in business attraction.
i. Existing: The following are ongoing programs.
• Commercial Developer's Roundtable, a roundtable meeting currently held
twice a year to provide information to commercial brokers and developers
and to discuss any topics of mutual interest to the group. These have been
attended consistently well in the past.
• Site Summary Packets: A detailed text and graphic summary of various
aspects of a particular site. This reference resource includes: general
location data, existing use summary, current zoning, adopted Land Use
Plan designation, plat status, current water and sewer availabilities,
LW conceptual water and sewer plans, drainage issues, and Master
Thoroughfare Plan designations.
• Broker -Net Internet Communication: An Internet based communication
program that allows immediate connection of prospects with brokers and
developers active in the Southlake market.
• Restaurant Survey & Report: A comprehensive survey on dining habits and
desires accompanied by demographic data on Southlake residents. The
Report will be used to attract desired restaurants.
• Broker Breakfasts: A periodic morning meeting with several commercial
brokers from a particular firm. A continental breakfast is provided during a
city presentation followed by specific questions or more detailed
discussions.
• Resources for Attraction: E.D. Website Information, Fast Facts,
Community Profile, Project Profiles, Site Availability Guide, Traffic Count
Report, Existing Business Database, Business Development Guide (See
Section 5 for details)

4. MARKETING
A. Introduction: It is important to maintain a consistent and persistent public
representation of the merits and opportunities of the City. Various approaches are
required to reach targeted people and types of businesses.
B. Purpose: Following are some of the purposes for work efforts in this category:
• Promote the general public's impression of the City.
• Raise the awareness of the City with brokers, developers and corporate real estate
managers, particularly as it relates to undeveloped land opportunities.
C. Prouams: Following are some of the programs intended to aid in marketing.
i. Existing: The following are ongoing programs.
a. Print Media:
• Regular advertising in the following publications: Dallas Business
Journal, The Business Press (Alliance Corridor and DFW issues),
Site Selection Magazine.
• Special publications advertising in the following: Plants Sites &
Parks, Greater Dallas Office Guide, Black's Guide 114 West
Corridor Map.
• Unique Event Advertising: An example would be the national
campaign distributing postcards congratulating Sabre and Maguire
Partners on the Sabre Corporate Campus project.
b. Trade Shows & Exhibits:
• North Texas Commercial Association of Realtors (NTCAR): We
man a booth at their annual event in Dallas.
• Southlake Chamber Business Expo: We manned a booth last year,
Expo was cancelled this year due to lack of adequate location.
• Heart of North Texas Conference. We man a booth in conjunction
with the Chamber of Commerce at the annual fall conference.
C. Lead Generation: We utilize the following for generation of leads.

• Professional assistance on the advertising copy.
b. Trade Shows & Exhibits:
• International Conference on Shopping Centers (ICSC) held in Las
Vegas every year. We are budgeted for a trade show appearance in
this fiscal year.
• National Association of Corporate Real Estate Executives
(NACORE). An expensive show to attend but probably a good
choice for future expansion of our efforts.
C. General Materials:
• Targeted Marketing Sheets: Summary marketing sheets specifically
intended to attract a certain segment or industry. (e.g. Corporate
Office, Office, Retail, Restaurants, Light Industrial)

5. RESOURCE DEVELOPMENT & MAINTENANCE
A. Introduction: Economic Development staff maintains and provides a variety of
information for the various entities requesting information on the City of Southlake
and its economic growth and development. Our goal is to promptly respond to each
and every informational request while providing the most accurate data available.
Entities requesting information include, but are not limited to, the following:
prospective businesses; existing businesses; media; development community (brokers,
developers, investors, consultants; researchers); chambers of commerce; utilities;
residents; staff; and economic development peers.
B. Purpose: Following are some of the purposes for work efforts in this category.
• Respond to the public's request for various types of information.
• Adequately respond to prospect's requests to aid in their evaluation of the
opportunities in Southlake.
• Support business retention and attraction programs.
• Periodically distribute Fast Facts to various publications and resources have
current and accurate information available. (Fast Facts annual distribution to 275
contacts.)
C. Programs: Following are some of the programs intended to aid in resource
development and maintenance.
i. Existing: The following are ongoing publications and resources, generally in
the order of most frequently requested or distributed.
• Econ. Dev. Website Information: Significant information is posted on the
Economic Development portion of the city's website. Most every
document and resource that we maintain is also available on the site.
• Fast Facts: A pamphlet that very briefly gives an overall impression of the
City. It provides an executive overview for quick study. It also provides a
tool for distribution to ensure a more accurate portrayal of City information
throughout all secondary information sources.
• Community Profile: A detailed summary of City information. Topics
covered include: City Administration, Demographics, Development
Resources, Education, Housing, Labor, Quality of Life, Transportation, and
Utilities.
• Project Profiles: A detailed summary of major development projects in the
City. Used extensively to provide information to the media, other cities
interested in our projects, and citizens.
• Traffic Count Report: Prepared by Planning and funded by Public Works.
This annual document is requested frequently by commercial prospects that
say it is one of the best resources a city can provide.
• Site Availability Guide: A detailed summary of all non-residential land
available for sale in the City. A recent update changed the format of the
data to include a database for all data and the inclusion of Arcview
generated graphics depicting the location of the subject tract. Used
extensively to provide prospects a summary of available land sites.

• Site Summary Packets: A detailed text and graphic summary of various
aspects of a particular site.
• Business Development Guide: A guide distributed to new or potential
businesses to help them in starting their business.
• Commercial Development Summary: A spreadsheet summarizing all
commercial developments in the City. Used as a reference and support
document for bond rating presentations.
• Existing Business Database: A detailed database of all businesses currently
operating in the City. Includes identification of home based businesses as
well as significant other information. Used frequently to identify
businesses at the request of residents, assist DPS with their planning, and to
provide appropriate notices to businesses when required.
• General Contacts Database: A significant database of all contacts
associated with the City. Used extensively on a daily basis for multiple
reasons. (e.g. to develop development contact lists for significant projects,
to send Fast Facts updates to all many organizations who maintain
information on cities, etc.)
ii. Potential: We are finding it more and more difficult to maintain adequate
information and do not propose the development of any additional resources at
this time. Following are some resources that are needed however.
• Labor Market Report: A study describing the labor available to serve the
Southlake market for commercial as well as corporate type users.
• Office Occupancy Report: A study of the various classes of office and the
trend related to occupancy.
• Office Absorption Report: A study of the various classes of office and an
analysis of the absorption rates for those products.
• Credit Rating Summary: A summary of the bond ratings for the City and
various comments attributed to these ratings.
• Building Activity Report: A summary of various building and development
activity indicators. Currently software in Building Services does not
accommodate the collection of this data.
• Travel Time Contour Map: A graphic display showing drive times to the
center of the city from various locations at various times.

6. COMMUNITY SUPPORT & INTERACTION
A. Introduction: An important aspect of economic development and growth in the
community is the ability to support community events and the overall welfare of the
community.
B. Purpose: Following are some of the purposes for work efforts in this category:
• Maintain a Southlake presence at multi -city organizations.
• Provide timely and accurate information for media contacts for further
dissemination to residents and other interested parties.
• Support the Chamber of Commerce and other organizations who provide services
to the business community.
• Support businesses with presentations as requested.
C. Programs: Following are some of the programs intended to aid in community support.
i. Existing: The following are ongoing programs.
• Metroport Cities Partnership: An organization of several area cities and
school districts with the goal of overall area economic growth and the
advocacy of transportation improvements in our region.
• Metroport Transportation Partnership: A subcommittee of the above
group, focus is on transportation. Makes recommendations for
transportation advocacy to the larger group.
• PowerPoint Presentation: A 30 slide presentation has been developed
providing an overview of various aspects of the City.
• Chamber of Commerce: Director Last attends all COC board meetings as
representative for the City. The E.D. Department prepares a COC Report
that is distributed to the COC Board of Directors, City Council, Planning
and Zoning Commission, SPIN Standing Committee and CISD Board of
Directors.
• News Releases and Media Packets: We develop news releases for approval
by the PIO to develop interest in the City and to provide accurate
information to media members for use in their articles. Recent releases
included the Restaurant Survey, SuperTarget, Sabre -Kirkwood Road
Closure, and development of the Shopping & Restaurant Guide.
• Information Packets: An example of this effort is the "Information
Summary" that was prepared for the Jellico Towne Crossing - SuperTarget
project. As soon as properties were under contract, this information was
distributed to Council, P&Z, the SPIN standing committee and media
representatives.
• Leadership Southlake: Staff has taken an active role in coordinating
speakers, organizing both city bus tours and city facility tours, and
generally assisting the Chamber with the Leadership Southlake program.
• Community Presentations: Various presentations given to business, civic or
citizen groups when requested. (e.g. Keynote speaker at COC luncheon,
lunch presentations to Northeast Tarrant County Chamber of Commerce
and Northeast Tarrant County Board of Realtors, training presentations for
H.S. Miller Realtors, etc.)

ii. Potential: The following are potential programs.
• Interactive Feedback Groups: Re-establish the Economic Development
Advisory Committee.
7. FINANCIAL ANALYSIS & SUPPORT
A. Introduction: Economic development in the City is clearly intended to enhance and
support the financial health of the City. Understanding the financial impacts of new
and existing developments is critical.
B. Purpose: Following are some of the purposes for work efforts in this category:
• Provide assistance and timely data to Finance to aid in budgetary projects and
analysis.
• Provide estimates of a proposed development's tax revenue to City Council.
• Support the City's credit rating interviews.
C. Programs: Following are some of the programs related to financial analysis.
i. Existing: The following are ongoing programs.
• Tax Revenue Estimation Spreadsheet: A spreadsheet developed to estimate
the tax revenues that will be received by the City and School District from
a commercial development.
• Credit Rating Presentations and Notebooks: Active role in coordinating the
information to be included in credit rating presentations.
• Budget Projections Spreadsheet: A spreadsheet intended to allow
projection of tax revenues from commercial developments over fiscal
years.
• Development Types Revenue Analysis: A spreadsheet intended to calculate
the different revenues generated by various types of development.
ii. Potential: The following are potential programs.
• Budget Projections Spreadsheet: A spreadsheet intended to estimate
revenues from commercial developments over two budget years. This
spreadsheet is complete with potential minor adjustments.
• Tax Revenue Estimation for Various Development Types: A spreadsheet
intended to calculate a typical tax revenue per acre for various types of
developments. Approximately 50% complete at this point.
• Fee Schedule Spreadsheet: A spreadsheet that allows a prospect or
developer to enter criteria and obtain an estimate of all development fees to
be paid to the City.

8. INITIATIVES
A. Introduction: Various opportunities exist over time to strategically pursue particular
(W projects for the economic health of the City. This area addresses the need to diligently
look for those opportunities and act as the catalyst for consideration of support by
management and City Council.
B. Purpose: Following are some of the purposes for work efforts in this category:
• Identify unique opportunities for advancement of a particular economic
opportunity for the greater good of the City.
C. Programs: Following are some of the programs intended to aid with initiatives.
i. Existing: The following are ongoing programs.
• Local Option Election Legislative Initiative (LOE): An issue of state-wide
importance that will allow Southlake residents to hold a LOE for wine
sales in the grocery stores. If successful, this would increase services to
residents, increase tax revenue, and allow the attraction of prospects who
otherwise will not come to Southlake.
• Infrastructure Advocacy: Still in its infancy, the purpose would be to
evaluate the economic benefits of a more strategic approach to Capital
Improvement Programming. A recent example is the need for an off -site
sanitary sewer line to serve future phases of Southlake Town Square.
ii. Proposed: There are currently no new initiatives being proposed.

variable 450' - 600' Right Of Way (Please refer to "State Highway 114
Construction Status" Exhibit).

a. The Kimball Avenue project, scheduled for completion March 2001,
is currently under construction with the Kimball interchange to
include "full diamond" access ramps.
b. The Carroll Avenue project is scheduled to begin construction in

i. Highland: "C2U" Collector 2-lane undivided in a 70' ROW.
ii. Kimball: "A5U" Arterial 5-lane undivided in a 94' ROW.

8. DRAINAGE (Please see attached Sewer Exhibits for contours)
A. Current Status: The site drains primarily in two directions. The northwest section
drains to the north. The rest of the site drains primarily to the northeast. There are a
series of stock ponds along a stream that drains to the northeast.
B. Future Requirements: A drainage study will be required with the first development
process. It is likely that detention will be required for the drainage that serves the
east half of the site. It is likely that a storm drain system will have to be constructed
to serve this site. Some or all of the existing stock ponds may be required to remain
due to wetlands status.

approximately 38 acres at the northwest corner of the
intersection of State Highway 114 and East Southlake
Boulevard (F.M. 1709). The project will have access to
Northwest Highway with the completion of a bridge and
highway extension planned by Texas Department of
Transportation, construction scheduled to begin in
January 2000.

FINANCIAL ISSUES: The Gateway Plaza project is estimated to have a construction value of
$30,000,000 for the main complex and $5,000,000 for all pad sites at the time of completion of the

• Master -planned, single-family subdivisions: The Hills of Monticello, a Master Planned

FINANCIAL ISSUES: Town Square lies within the boundaries of the recently established 408-acre
Tax Increment Reinvestment Zone No. 1. Planned projects to be financed by the tax increment

Summary of Accomplishments
2000 - Accomplishments
• Developed and produced City's first "Shopping & Restaurant Guide" highlighting all retail
businesses and restaurants in the city. Produced 4500 copies for distribution locally and in area
hotels for tourist attraction to Southlake businesses. (Sept.)
• Developed and distributed City's first "Restaurant Survey" to all residents and businesses soliciting
demographic data, dining profiles, and desired lists for food types and specific restaurants. Over
7,500 were distributed and close to 1,000 were received. (August)
• Purchased City's first professional trade show exhibit. Developed professional detachable graphics
for display. (Sept.)
• Recognized as runner-up for the 2000 Community Economic Development Award (CEDA)

Tax Abatement Policy
May 4, 1999
Section I. General Purpose and Objectives
A. The City of Southlake, Texas, is committed to the promotion and retention of high
quality development in all parts of the City; and to an on -going improvement in the quality of
life for its citizens. Insofar as these objectives are generally served by the enhancement and
expansion of the local economy, the City of Southlake will, on a case -by -case basis, give
consideration to providing tax abatements as stimulation for economic development in
Southlake. It is the policy of the City of Southlake that said consideration will be provided in
accordance with the criteria outlined in this document. Nothing herein shall imply or suggest
that the City of Southlake is under any obligation to provide tax abatement to any applicant. All
applicants shall by considered on a case -by -case basis.
Section II. Applicability
A. This tax abatement policy establishes guidelines and criteria for tax abatement programs
and agreements under the provisions of Chapter 312 of the Texas Tax Code.
Section III. Abatement Criteria
A. Any consideration for a tax abatement shall be reviewed by the City of Southlake City
Council. The review process will examine the "value added" terms of the project.
Considerations by the City Council shall be for new construction, whether it is a new facility or
an expansion of an existing building.
B. Specific considerations will include the degree to which the individual project furthers
the goals and objectives of the community, as well as the relative impact of the project, including
costs to the City for providing services, impact on the environment and the local housing market,
and required infrastructure.
C. Value and Term of Abatement. Abatement shall be granted effective with the execution
of the agreement. The amount of the abatement will be determined based on the merits of the
project, including, but not limited to, total capital investment, added employment, and average
annual salary. Abatement will be granted for a maximum of ten years. Abatement may be
granted only for the additional value of eligible property improvements made subsequent to and
listed in a tax abatement agreement.
1.) . For new businesses, the project must be reasonably expected to produce a minimum
added value of Ten Million Dollars ($10,000,000) in real and personal property improvements
within the City of Southlake, and create a minimum of 1,000 full-time jobs, with an average
annual total compensation of $50,000.

2.) For expansion or modernization of existing businesses, the project must be reasonably
expected to produce a minimum added value of Five Million Dollars ($5,000,000) in real and
personal property improvements within the City of Southlake, and create a minimum of 500 new
full time jobs with an average annual total compensation of $50,000.
D. Consideration will also be given for direct sales tax that is generated by the applicant.
Section IV. Recapture
A. If the terms of the tax abatement agreement are not met, the City Council has the right to
cancel or amend the abatement agreement. In the event of cancellation, the recapture of abated
taxes shall be limited to the year(s) in which the default occurred or continued.
Section V. Inspection and Financial Verification
A. The terms of the agreement shall include the City of Southlake's right to (1) review and
verify the applicant's financial statements in each year during the life of the agreement prior to
granting a tax abatement in any given year, and (2) conduct an on -site inspection of the project
in each year during the life of the abatement to verify compliance with the terms of the tax
abatement agreement.
Section VI. Evaluation
A. Upon completion of the construction of the facilities, the City shall no less than annually
(bW evaluate each project receiving abatement to insure compliance with the terms of the agreement.
Any incidents of non-compliance will be reported to all affected taxing units.
Section VII. Severability and Limitation
A. In the event that any section, clause, sentence, paragraph or any part of this Tax
Abatement Policy shall, for any reason, be adjudged by any court of competent jurisdiction to be
invalid, such invalidity shall not affect, impair, or invalidate the remainder of the guidelines and
criteria in this Tax Abatement Policy.
Section VIII. Expiration and Modification
A. This Tax Abatement Policy is effective upon the date of its adoption and will remain in
force for two years, at which time all reinvestment zones and tax abatement contracts created
pursuant to its provisions will be reviewed by the City Council to determine whether the goals of
the abatement program have been achieved. Based upon that review, the Tax Abatement Policy
may be modified, renewed or eliminated.
B. Prior to the date for review, as defined above, the Tax Abatement Policy may be
modified by a three fourths vote of the City Council, as provided for in Chapter 312 of the Texas
Tax Code.
