REGULAR SESSION WAS CALLED TO ORDER: 6:00 PM 2. PUBLIC FORUM: (This is the Public's opportunity to address the board about non -agenda items. During this proceeding, the Board will not discuss, consider or take action on any items presented. We respectfully ask that anyone stepping forward to speak during public forum limit remarks to three minutes or less.) The forum was opened. No one from the public was in attendance. The forum was closed. 3. CONSIDER 3A. APPROVE MINUTES FROM THE JULY 29, 2021 CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING APPROVED-(6 — 0) Discussion took place. • Question Asked: Clarification requested on the figure, $1,715,155 listed in the minutes from the July 27, 2021 CCPD meeting minutes. Questions were addressed by Assistant Chief Ashleigh Casey. Sharen Jackson will provide clarification at the next CCPD Board meeting. Motion: CCPD Board Member proposed a motion to approve the minutes from the July 29, 2021 CCPD Board meeting with follow-up confirming the FY22 Operating Budget Total Second: CCPD Board Member 3B. APPROVED-(6 — 0) Discussion took place. • Question Asked: Feedback requested about the International Academy listed within the 2020 annual report. Law Enforcement Association (ILEA) Leadership Questions were addressed by Assistant Chief Ashleigh Casey All new supervisors and current supervisors including the Command Staff are required by TCOLE to attend leadership training. The ILEA training academies and leadership programs provide a wider and deeper level of training for police supervisors, that far exceeds TCOLE requirements and the TCOLE basic training courses. Question Asked: Feedback requested on the Fire Department's current status of in -person station tours versus virtual station tours. Questions were addressed by Chief Mike Starr The fire department has fully re -opened for station in -person tours to the public. Motion: CCPD Board Member proposed a motion to approve the 2019-2020 CCPD Annual Report Second: CCPD Board Member APPROVE THE PURCHASE OF ITEMS INCLUDED IN THE FY22 APPROVED CCPD BUDGET APPROVED-(6 — 0) Assistant Chief Ashleigh Casey requested permission to spend FY22 CCPD approved funds to purchase the following in FY22: • CAD/RMS software replacement $ 62,000 • Watchguard in -car camera and body worn camera refresh and upgrade $100,915 The amount requested has decreased from when first presented to the Board. The police department decided to enter into a five-year lease agreement for the equipment. The amount for the remaining four-year lease will be $65,880 per year. • Ammunition $ 73,800 • Virtual training simulator $140,000 The TI simulator is an interactive environment with over 800 scenarios. It has five screens with front feed projectors and a fifth screen with a rear facing projector. The simulator will allow for more training at a more rapid rate with fewer people involved. Because the company can create and produce, the Department will be able to request and submit new scenarios. The simulator will be stored and used at the North Facility. Discussion took place. Question was addressed by Assistant Chief Ashleigh Casey Once a year with additional firearms trainings 2-3 times per year. • Question Asked: CCPD Board Member asked if there is a designated full-time trainer within the police department Question was addressed by Assistant Chief Ashleigh Casey Yes, we do have a full-time training coordinator who keeps up with TCOLE requirements and manages officer trainings. We also have additional trainers within the department, including all supervisors who train officers in addition to their full-time jobs. Motion: CCPD Board Member proposed a motion to approve the purchase of the four items listed in 3C Second: CCPD Board Member Public hearing closed. 4. DISCUSSION Request to maintain consistency, when providing dollar amounts, across CCPD related documents. Request for clarification on the difference of and purpose of budget estimates, budget amendments and actuals spent. Sharen Jackson will provide clarification at the next CCPD Board meeting. 4A. UPDATE ON CRIME CONTROL AND PREVENTION DISTRICT SALES TAX Discussion took place. Questions were addressed by Assistant Chief Ashleigh Casey Sharen Jackson will provide an update at the next CCPD Board meeting. 4B. UPDATE ON SCHOOL RESOURCE OFFICER PROGRAM AND L.E.A.D. SRO EDUCATION PROGRAM Discussion took place. Questions were addressed by Assistant Chief Casey There is currently 1 vacancy within the SROs. There are a total of 15 SROs including 1 Sergeant, 1 Corporal and 13 SROs. We have recently added Officer Adrian Wormley, who is an officer who retired after 20 years with the Euless Police Department. Officer Wormley is now the Durham Elementary School SRO.
