When the consultants were asked to isolate or extract this
Peytonville /SouthRidge issue from the overall Southlake
Thoroughfare Planning Project, an initial concern or question was
what kind of influence would regional through traffic have on total
volume.
The best way to get that kind of information is to use a
state -of- the -art computer model of the Regional Traffic Network.
This is what we did- especially since we were going to "model" the
Southlake area anyway.
A major assumption was made regarding the roadway network used in
the model to carry the traffic generated by the projected
population and economic activity. That is the Major and Minor
arterials such as SH 114 and FM 1709, FM 1938, North Tarrant County
parkway (South of Southlake) and others either get built or
improved as planned. If they do not, significant volumes of
traffic will start moving to collectors and other more locally
oriented streets.
Based on that assumption and other inputs- the results of the model
show only low to moderate total volumes consistent with the type
and amount of local development. We can safely assume there will
be no large volumes of through traffic.
The computer model is regional in scope- it is more accurate in
projecting volumes for highways and major arterials where the
volumes are measure in tens of thousands - that is it has
limitations due to coarseness in looking at an isolated smaller
area and streets. Again, it is very helpful in this analysis in
ruling out a potential problem with huge volumes of through traffic.
For this analysis, we added to the computer information some
details we know about the immediate area that are not considered by
the computer model. Thus, we believe the year 2010 volumes to be
about 3,000 vehicles per day on North Peytonville, 2,000 vehicles
per day on south leg of Peytonville, and 4,000 vehicles per day on
SouthRidge. The break point is between 8,000 and 10,000 vehicles
per day.
We would add the caveat that, in a transportation planning frame of
reference, with such relatively low volumes, it is easy to be off
something like 10% in projecting traffic volumes from existing
development. In making traffic volume projections, we are making a
second major assumption, that the inputs to the volume projection
process regarding timing and type of development are accurate.

Southlake is projected to be fully developed (often referred to as
'at build -out') around the year 2040 based on a group of
assumptions that may or may not remain correct. The following
projected traffic volumes rely on those assumptions and the basic
assumption that the arterials get built. We can expect the
following traffic volumes 'at build -out'.
Thus, our basic planning recommendations are:
SouthRidge be a through street, as shown, from FM 1709 northward to
the intersection with Peytonville. The Northern portion of
SouthRidge could probably remain a two lane indefinitely. Because
of potential problems if arterials are not built as well as others,
we recommend that at least 64 feet of right of way be dedicated on
the remaining portion of SouthRidge.
Peytonville, north of the intersection with SouthRidge, be planned
to be able to accommodate four (4) lanes, with a minimum of 64' of
right of way, although 84' of right of way would be more desirable
in the event that the basic nature of local development changes and
there is considerable more north bound traffic.
Peytonville, south of the intersection be maintained as a two lane
collector. We do recommend that 64' of right of way be obtained,
where possible, through future dedications, in the event that a
future lane or lanes become necessary. Enough right of way should
be obtained (approximately 84') within about 300' of the
intersection with FM 1709 to allow for left and right turn lanes.
We recommend that traffic conditions at the intersection be
monitored to see if the following should be changes. That is the
intersection initially should be a four (4) way stop.
These recommendations do not get into design details as to how the
south portion of Peytonville might be somewhat improved. Such as
which trees can or cannot be saved forever. Those issues are being
studied and that information is forthcoming.

recorded in Volume , Page , Deed Records of Tarrant County,
Texas (D.R.T.C.T.) being all of that certain First Tract and Second Tract
conveyed to E.H. Morgan, Jr., by deed recorded in Volume 3752,
Page 18, D.R.T.C.T., being that certain called 1.83 acres Page 18,
to J.F. Kilpatrick, according to the deed recorded in Volume 6469,
Page 242, D.R.T.C.T., and being more particularly described by metes and
bounds in one tract as follows:
BEGINNING at a point in the North line of aforesaid E. H. Morgan, Jr.
First Tract, said rod also being the Southwest corner of Lot 13R,
Block 2, Trail Creek Addition, according to the plat recorded
in Volume 388-85, Page 30, P.R., T.Co., Tx. and the Southeast
corner of aforementioned Kilpatrick called 1.83 acres;
THENCE with a line common to said Lot 13R, Block 2 and North line
cf E. H. Morgan, Jr. First Tract, North 89 degrees 41 minutes 00 seconds East passing a
5/8 inch iron rod set at 449-91 /100 feet for the common corner of said Lot 13R
and Lot 12, Block 2, Trail Creek Addition according to the plat recorded in Volume
388-85, Page 30, D.R.T.C.T., passing a 1/2 inch pipe found in the West line of
Peytonville Road (County Road No. 3088) at 1155-35/100 feet and continuing
in all 1177-35/100 feet to a point for corner in Peytonville Road (County Road
No. 3088) for the common Northeast corner of said E. H. Morgan, Jr. First
Tract and herein described tract;
THENCE with the approximate centerline of Peytonville Road (County Road
No. 3088) and East lines of aforesaid E. H. Morgan, Jr. First and Second
Tracts South 00 degrees 02 minutes East 544-89/100 feet to a point for the
common Southeast corner of said Second Tract and herein described tract;
THENCE South 89 degrees 42 minutes West posssing a 5/8 inch iron rod found
in the West line of said Peytonville Road (County Road No. 3088) and
continuing with the common South line of said E. H. Morgan, Jr. Second
Tract and North line of Cross Timber Hills, Phase I, according to the plat
recorded in Volume 388-152, Page 63, P.R., T.Co., Tx., in all 1689-73/100
feet to a 5/8 inch iron rod found for the common Southwest corner of said

said Cross Timber Hills Addition, Phase I, said rod also being in the East
line of Lot 62, Block 4, Cross Timber Hills Addition, Phase IV, according
to the plat recorded in Volume 388-174, Page 57, P.R., T.Co., Tx.;
THENCE departing said Phase I and with a line common to the West lines of
aforesaid E. H. Morgan, Jr. First and Second Tracts and East line of said
Cross Timber Hills Addition, Phase IV, North 01 degree 22 minutes East
544-65/100 feet to a broken concrete monument found for the common
Northwest corner of said E. H. Morgan, Jr. First Tract and Southwest
corner of aforementioned Kilpatrick called 1.83 acres;
THENCE with a line common to said Cross Timber Hills Addition, Phase IV
and Kilpatrick called 1.83 acres, North 01 degree 01 minute East passing
the Northeast corner of said Phase IV at 158-81 /100 feet, and continuing
