Action
Requested: Authorize expenditures with TK Elevator Corporation (TK Elevator)
for preventative and corrective maintenance services of elevators in
all City facilities in an amount not to exceed $125,000.
Background
Information: The City of Southlake contracts with TK Elevator to complete
preventative and corrective maintenance services of elevators in all
City facilities. The maintenance of these elevators is necessary to
remain within ADA-compliance and to ensure the City maintains
inspection quality through the Texas Department of Licensing and
Regulation.
Historically, these preventative and corrective maintenance
services have not exceeded $50,000. This fiscal year we are
expecting to exceed that threshold due to repairs to the Southlake
Town Square parking garage elevators already completed and
additional repairs needed (shown on table below).
Kite Realty Group (formerly known as RPAI Southwest
Management) reimburses the City for 91.75% of the maintenance
expenses associated with the Town Square parking garages.
Financial
Considerations: The City's purchasing policy for these services are met through a
government purchasing agreement OMNIA Partners, Public Sector.
OMNIA Partners is the nation's largest and most experienced

procurement. TK Elevator was selected through a rigorous RFP
process and selection committee.

The average repair on an elevator is $9,000, and due to historical
spending, staff is requesting authorization up to $125,000 in FY
2022. Funding for these services is available in the FY 2022
Facilities Operating Budget. Expenditures will not exceed budgeted
funds.

1. The lead agency prepares a competitive solicitation,
incorporating language to make the agreement
accessible nationally to agencies in states that allow
intergovernmental (i.e. "piggyback") contract usage.
2. The lead agency issues the solicitation and any required
addenda, amendments and notifications, and conducts
a pre -proposal meeting to address any questions
from suppliers and to discuss the national cooperative

agency and answer questions regarding the national

3. Interested suppliers respond to the solicitation.
4. The lead agency evaluates the responses, negotiates the
