Hawk, City Manager FROM: Lou Ann Heath, Director of Finance SUBJECT: Authorizing City Manager to Execute Municipal Lease -Purchase Agreement for Computer Equipment The City Council approved a mid -year budget amendment in April 1996. Part of that amendment included $102,902 in General Fund expenditures for lease purchase of an IBM AS400. This budget amount is the purchase price of the equipment, pre -paid maintenance, and system software, plus three months lease payments, less the savings in maintenance on the old system. The gross proceeds of the lease are reflected as an other financing source of funds in the General Fund. The IBM AS400 mid range minicomputer will replace the City's current IBM System 36, which has served the City since 1985. It was the Finance Department's intention to replace the System 36 during the FY1996-97 fiscal year, however the equipment has developed a bad sector on one of the hard drives, causing enough concern that a mid -year replacement was proposed. The System 36 runs the financial programs of the City, including utility billing, cashier, accounting, payroll, and budgeting. The City will retain its current software, Cameo Software, and migrate the existing applications to the AS400 platform. The City's computer consultant, Brady LeBlanc, contacted several lease financing companies and requested rate proposals. The lowest rate proposed was from Government Capital Corporation, 5.55% on $98,126, with a monthly payment of $1,876.59. Please place this item on the Council agenda for June 4. Once approved, an order can be placed with IBM for the equipment and we can quickly move forward with this replacement. LAH LeBlanc & Associates, inc. One effect of these announcements is that the price of the AS/400 configuration recommended in Section 4.1 of the Information Systems Plan has been reduced. The price reduction is sufficient to allow the City to purchase a system with the same performance as outlined in Section 4.1 plus 64 Mbytes of additional memory, a CD-ROM, and maintenance on all items purchased (including the additional memory, CR-ROM, and second printer) , all for $2,076.00 less than originally proposed. I have attached a replacement for Section 4.1 of the Information Systems Plan which reflects the changes noted above. I also attached the AS/400 system configuration upon which my ),calculations were based. You will note that I included five years of pre -paid maintenance in the configuration. This saves the City twenty-seven percent on hardware maintenance and locks in maintenance prices for six years (the first year's maintenance is included in the purchase price). This configuration sheet should be attached to your purchase order to IBM. The total cost of the IBM AS/400 system, including five years per -paid maintenance and one years pre -paid System Support Line (800 number user telephone support) is $ 83,126.00. There is an additional expense of $15,000.00 for installation, setup, operator training, and migration of existing System/36 applications to the AS/400. The total cost of the system and support services is $98,126.00 (or $2,076 less than indicated in the original Information Systems Plan). I contacted the major providers of municipal financing to determine the cost of purchasing the system and services described above through a sixty -month installment purchase agreement. "Ihrse axnputets are obsolete and can no longer be economically upgraded as new parts are no longer available for them, and the cost of continued maintenance is becoming prohibitive. Tbe City's financial application software is also obsolete and will not run on any other manufacturer's computer. The only viabic path for migrating away from the City's obsolete fmancial software and hardware is to replace the System/36 with an IBM AS/400. The AS/400 is a safe, long-term investment in computer technology. IBM is committed to the AS/400 as its midrange computer family as shown by the fad that the product line has been upgraded and eVanded every year since its introduction. The AS/400 has become the worid's most popular midrange system with more than 400,000 systems installed and over 30,000 application software packages available from IBM and its more than 2,000 Business Partners. As a result, there are more municipal application packages available for the AS/400 than any other computer. The AS/400 offers the City an added benefit over other possible choices in that it will run System/36 and AS/400 software at the same time. This would allow the City to purchase an AS/400 and run its current System/36 application software on it until the City can purchase new application software. The Systenvf36 applications will run faster on the AS/400 and will not be constrained by the memory and disk limitations of the Sysbein/36. This approach makes the move to a new software vendor less painful. Since the old System/36 software is running on the same machine as the new software, the City's data files can be "converted in place". The new applications can be tested on the same terminal that old applications are running at — and at the same time. The AS/400 family includes four major models (each having numerous sub -models) spanning a broad range of performance. The smallest of these is the AS/400 Advanced Series model 200. The AS/400 model 200 is priced attractively and can be configured to meet the City's current requirements and be easily and economically expanded to meet future needs. The City should consider the ac u moon of an IBM AS/400 Advanced Series model 200 computer system configured as described below. Recommended Configuration The recommended configuration includes an AS/400 Advanced Series Model 9402-200 with a 6.1 RPR rated processor (Relative Performance Ratio - a measure of the processor's computing power as compared with other AS/4Ws), 128 Mbytes (million bytes) of internal high speed memory, 6 Gbytes (billion bytes) of high speed disk storage, a 7 Gbyte cartridge tape drive, three communications adapters, a Token -Ring network adapter, a Twinax adapter, an IBM ECS support line and modem, CD-ROM, a battery backed power supply, an 800 line per minute printer, and all of the necessary IBM system support software. A more detailed description of each ofthese components is provided below. Processor Thc; AS/400 suppcxts internal processor boards ranging in power from 2.5 RPR to 119.2 RPR. The 6.1 RPR processor has sufficient computing power to meet the City's immediate and near term needs. Memory The recommended AS/400 has been configured with 128 Mbytes of internal memory. This should be sufficient for the City's immediate and near term needs. "fhe AS/400's internal memory can be easily expanded to meet future needs. Disk Storage The recommended configuration includes 6 Gbytes of high speed disk storage. The AS 400's disk subsystem can be expanded to more than 50 Gbytes. Tape Drive The recommended configuration includes a 7.0 Gbyte 8214M cartridge tape drive for backup and data interchange fimctions. The entire contents of the recommended AS/400's disk drives can be backed up to a single 8MM tape cartridge. Comm The recommended configuration includes adaptors for three user supplied modems, a Token -Ring Local Area Network (for PCS), and dumb terminals. Printer The printer included with the recommended configuration supports multi -part forms and operates at a speed of 800 lines per minute. Software The system software licenses have been configured to provide support for the appropriate languages and compilers. System We and ExVwnsion The AS1400 design allovm for a system to be upgraded in place through the exchange of processor boards without changes to other components of the system such as disk and tape drives. The recommended configuration should support the City's current needs with room for growth without the addition of hardwire for at least the next two years. After two years it may become necessary to increase the system's disk capacity to allow for the storage of historic data. The 6.1 RPR processor can be exchanged for a more powerful version should the City wish to run other department applications on the AS/400 and/or the City's needs grow beyond the 6.1 RPR processor's capability. The recommended configuration can be expanded to meet the City's needs for many years to come. Its processor speed can be increased by a factor of 30, its internal memory by a factor of 20, and its disk capacity by a factor of 20. The monthly availability cost ofthe proposed AS/400 system is $ 1,897.05 (assuming the total cost was financed under an installment purchase agreement over a five-year period at 6.0 percer t interest). �-7 The City is currently paying $1,067.61 per month for maintenance of its Systemi36. The Systcm/36 would be surplusod and As maintenance cam -clod if the City were to purchase the proposed AS/400. The total $98,126.00 acquisition cost of the proposed AS/400 is not impacted by the discontinuance of Systeni/36 maintenance. However, the five-year projected budget impact of the proposed AS/400 acquisition is only 549,766.40 due to the elimination of the existing System/36 maintenance charges. The proposed AS/400 has ten times the throughput and capacity of the Systenv36 it replaces (plus two 800 line per minuet printers) but costs only $829.44 per month more (including maintenance) than the existing Systenv36 maintenance charge. Southlake Blvd. (F.M. 1709) and Pearson Lane, and being approximately 3.00 acres 1) The bid will be intended for both a steel tank and a concrete tank alternative. • 12 inch water main, being on the west side of N. Kimball Ave. that will extend north from Northwest Parkway East (S.H. 114) to E. Highland St., and being approximately 4,000 ft. • 12 inch water main, being on the west side of S. The staff proposes to submit a $500,000 grant request for the Bob Jones Park Phase I construction and land acquisition by June 28, 1996. Previous grant requests for this project have not been scored due to TPWD saying that the applications were incomplete. This application will be hand carried to Austin and all items verified before the deadline so that there is no miss communication about the application package contents. Per Subdivision Ordinance No. 483, a preliminary plat shall expire "...one year from the latest date of filing a Final Plat on a portion of said Preliminary Plat in the County Plat Records." Section 4.01(I)3 of the ordinance, however, allows the owner of a property to request up to a one-year extension of the expiration date of a preliminary plat upon written petition to City Council. Steve Yetts, Development Manager, Timarron, is requesting a one-year extension to the Ll eliminary plat of Timarron Addition, Villages E, F & G. The final plat of the Village G portion the preliminary plat was filed of record as Timarron Addition, Brenwyck, Phase 2, on March , 1995, and the final blat of the Village E portion of the preliminary plat was filed of record as marron Addition, Strathmore, on August 4, 1995. The Village F portion of the preliminary plat, erefore, would expire on August 3, 1996. Mr. Yetts is unsure that he will be able to file another final plat prior to the expiration date, and he is requesting that the expiration date be extended to August 3, 1997. That this ordinance shall be cumulative of all other ordinances of the City of Southlake, Texas, affecting zoning and shall not repeal any of the provisions of said ordinances except in those instances where provisions of those ordinances are in direct conflict with the provisions of this ordinance. That the terms and provisions of this ordinance shall be deemed to be severable and that if the validity of the zoning affecting any portion of the tract or tracts of land described herein shall be declared to be invalid, the same shall not affect the validity of the zoning of the balance of said tract or tracts of land described herein. Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this ordinance shall be fined not more than Two Thousand Dollars ($2,000.00) for each offense. Each day that a violation is permitted to exist shall constitute a separate offense. Section 8. The recommendations set forth in that study "are intended as a guide for decisions on zoning within the Corridor Overlay Zone" (Page 26). It further anticipates that an "update of the Comprehensive Land Use Plan will incorporate these recommendations in the evaluation of future land uses near the corridors" (Page 26). The Land Use Recommendation Exhibit shown in the study (Page 28) suggests that the south side of Southlake Boulevard between Kimball and Carroll be limited to office Vining. Retail is recommended only at the intersections of FM1709 & Kimball, and M1709 & Carroll. The plan before you suggests we ignore the ordinance. By allowing the restaurant pad site in the proposed concept plan, we will be "spot" zoning a C2 use in an area clearly recommended for office uses. Simply because Council has yet to update the Land Use Plan as the study recommends does not justify approving a C2 use in this area. For the above reasons, I am opposed to the zone change being requested for this site. That this ordinance shall be cumulative of all other ordinances of the City of Southlake, Texas, affecting zoning and shall not repeal any of the provisions of said ordinances except in those instances where provisions of those ordinances are in direct conflict with the provisions of this ordinance. That the terms and provisions of this ordinance shall be deemed to be severable and that if the validity of the zoning affecting any portion of the tract or tracts of land described herein shall be declared to be invalid, the same shall not affect the validity of the zoning of the balance of said tract or tracts of land described herein. Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this ordinance shall be fined not more than Two Thousand Dollars ($2,000.00) for each offense. Each day that a violation is permitted to exist shall constitute a separate offense. Section 8. Hawk, City Manager FROM: Lou Ann Heath, Director of Finance SUBJECT: STATUS OF SPDC FUNDLNG Attached you will find three financial reports for the Southlake Parks Development Corporation. The first, "Recap of Projects to Date and Remaining Projects as of May 23, 1996", reflects revenue bond proceeds, interest earnings, and actual expenditures to date. The initial three year budget proposed $3.97 million in expenditures for three projects: 1) expansion and improvements to Bicentennial Park; 2) joint use gymnasium at the Carroll Middle School; and 3) purchase of land adjacent to the Corps of Engineers property on the north side of the City (Bob Jones Park). The SPDC has issued $3.58 million in revenue bonds in support of these projects and earned $159,594 interest. There has been $3.25 million expended to date. Noted on the Recap are projects that have exceeded their original estimate, the excess currently totaling $400,000. The Recap provides a total of the remaining projects that the SPDC has committed to completing, including Phase II of the Bicentennial Park expansion and land purchase and additional land at Bob Jones Park. These remaining projects total $1,205,650. There is $489,000 currently available for these projects. In order to fund the $716,748 balance of these projects, the SPDC may issue additional revenue bonds, and may use excess funds in the SPDC Operating Fund. The SPDC Board has previously approved a reserve policy for the SPDC Operating Fund. This policy states that at a minimum, 15 % of the current year's budgeted sales tax revenues will be retained in the Operating Fund as a reserve. Based upon the Fiscal Year 1995-96 sales tax budget of $670,500, 15 % translates to a reserve of $101,000, leaving $527,000 available for project appropriation. This calculation is detailed on the bottom half of the second page of financial information provided, "Southlake Parks Development Corporation FY1995-96 Operating Budget Report as of May 23, 1996". Note that an The appropriation of the $527,000 from the SPDC Operating Fund will not fund the balance of the previously approved projects. The remaining alternative for the SPDC is to issue additional sales tax revenue bonds. SPDC's financial advisor, First Southwest Co., indicates that no more than an additional $750,000 in revenue bonds could be issued now, based on the past 12 months sales tax collections. However, as sales tax increases, the amount of revenue bonds that could be issued would also increase. The SPDC will be required to refund, or call, prior to August 1997 $1 million in Subordinate Lien Revenue Bonds issued in November 1994. It would be fiscally prudent to combine this refunding with the additional revenue bonds, minimizing issue costs. 'urtis E. The numbers on this plan have not been updated with current estimates or actual expenditures to date. There are a number of additional projects listed on the "Recap of Projects". Cost estimates are not presented, however the projects are shown to acknowledge projects that the SPDC, Joint Use Committee, and the City Council have discussed. This is = an exhaustive list (for example, it does not include the implementation of the Trail Master Plan), and there may be several other items that need to be included. As the City's sales tax grows, more direct funding and bond funding of projects will be available. Earlier this date, Ms. Robert was traveling west in the 3200 block of W. FM 1709 and was stopped at the traffic light at the intersection of Pearson. Ms. Robert described the traffic as heavy and congested. Upon receiving a green signal, Ms. Robert turned north onto Pearson and was cut off by a surveying truck that had obviously used the "closed" traffic lanes to cut ahead of he traffic stuck at the traffic signal. This truck's intrusion into the traffic flow frightened Ms. Robert but luckily no collision resulted. Officer Van Wakefield was traveling south on Pearson at the time, and not only noticed the altercation, but immediately stopped the intruding vehicle. Ms. Robert stated, "'There are so many times that we all ask; Where is a cop when you need one? And, sometimes the cop is right there when you need them, but are too busy to notice or take action." Although not a Southlake citizen, Ms. Robert lives on the border of Keller and Southlake and again wishes to extend her appreciation to our police department and particularly Officer Wakefield. When told that we appreciate the time she took for making the call, and after being informed that most people will only take time to call in a complaint, Ms. Robert stated, "I've never seen Southlake Police Officers act in an manner other than Professional."
