Construction, LLC in an amount not to exceed $952,269.
Background
Information: Inadequate drainage has been a notable concern at the intersection
of N. Peytonville and Raven Bend Court. The intersection
experiences drainage issues during major rain events, causing runoff
to surface flow across the intersection. The storm runoff can quickly
overwhelm existing drainage facilities, with water reaching several
inches deep and posing a safety concern for the traveling public . In
FY 2020, design began for drainage improvements at this
intersection with the scope expanded to include improvements
upstream at Raven Bend Court to intercept excess surface runoff,
and downstream to accommodate the influx of stormwater. Some of
the improvements added to the scope include the addition of an
underground system for stormwater management, a concrete-lined
ditch to convey stormwater, waterline relocation and upsizing, and
pedestrian improvements, including a sidewalk to close an existing
gap.
Solicitation of bids for this project began on January 9, 2022, and
sealed bids were received and opened on February 11, 2022. The
three bids received for this project are shown in the bid tabulation
below:

City staff and Halff Associates, Inc. have reviewed and scored three
bids using best value criteria as described in the project manual. The

evaluation criteria for this bid was the purchase price (50%); the
reputation of the bidder including key personnel (15%); the
reputation and quality of the bidder’s goods or services (15%); the
bidder’s past relationship with the City (10%); and the bidder’s
responsiveness (10%). The evaluation of the proposals,
qualifications, and references led to the recommendation of HQS
Construction, LLC for this project.
The approved budget for this CIP project is $750,000.
Preconstruction expenses of $197,000 (design, materials testing,
and drainage easement acquisition) leave the available balance for
construction at $553,000. Scope changes to the original project, as
well as inflation increases, resulted in increased construction costs.
HQS was deemed to be the most responsive and responsible bidder
with a bid in an amount of $867,269, with the addition of $85,000 of
project contingency the total authorized amount for this agreement is
$952,369. With the approval of this agreement, the anticipated start
date is May 2022.
Financial
Considerations: The original project funding of $750,000 was approved as part of the
FY 2018 Capital Improvement Program. The scope additions of
$400,000 is available to be funded from residual stormwater funds.
The approval of this agreement will amend the total project budget
from the original $750,000 to a new total of $1,150,000.
