SUBJECT: Approve a matching fund request from the Carillon
Homeowner’s Association for erosion control improvements at
Lake Carillon, in an amount not to exceed $260,000
Action Requested: City Council approval of the SPDC matching funds request
from the Carillon Homeowner’s Association for erosion control
improvements at Lake Carillon, in an amount not to exceed
$260,000
Background
Information: Staff has been working with the Carillon HOA on their
proposed SPDC matching funds project to repair and improve
several areas along the shore of the City owned Lake Carillon
that has been damaged by erosion.
The HOA obtained recommendations from an engineer and
contractors to repair and improve these areas and presented
the proposal to staff.
Staff has reviewed the project along with the City’s third-party
engineer and recommends proceeding with a plan to repair,
stabilize and enhance the shore in several areas.
The total cost for the proposed project is $260,000, to be split
50/50 ($130,000 each) between Carillon HOA and the City.
Staff has reviewed the request from Carillon HOA and
recommends approval based on the request meeting the
criteria designated within the SPDC Matching Funds Policy.
The request was recommended for approval (5-0) by the
Parks and Recreation Board at the February 14, 2022
meeting. SPDC recommended for approval (6-0) at the March
1, 2022 meeting. City Council will consider the request April
5, 2022.

Financial
Considerations: The total anticipated project cost is estimated to be $260,000
to be split 50/50 ($130,000 each) between the Carillon HOA
and SPDC.
The current SPDC Matching Funds balance in the FY 2022
SPDC CIP is $285,075.
Approval of a matching funds request will assist with offsetting
capital costs of the project.
Strategic Link: The matching funds request is linked to the City’s Strategy
Map related to the focus areas of Quality Development and
Partnerships and Volunteerism and meets the corporate
objectives to provide attractive and unique spaces for
enjoyment of personal interests, collaborate with select
partners to implement service solutions, and invest to
provide and maintain high quality public assets..
