Item 4S - MemoItem 4S Page 1 of 2 M E M O R A N D U M (April 5, 2022) To: Shana Yelverton, City Manager From: Rob Cohen, Director of Public Works Subject: Approve an Engineering Services Agreement with Baird, Hampton & Brown, Inc. (BHB) to provide engineering design services for erosion protection at the Big Bear Creek (BB -8) tributary near Independence Parkway in an amount not to exceed $75,000. Action Requested: Approve an Engineering Services Agreement with Baird, Hampton & Brown, Inc. (BHB) to provide engineering design services for erosion protection at the Big Bear Creek (BB-8) tributary near Independence Parkway in an amount not to exceed $75,000. Background Information: Channel stream erosion along Big Bear Creek is currently compromising a sanitary sewer manhole, a component of the City’s critical infrastructure. This site is located north of W. Continental Blvd. and west of S. White Chapel Blvd., near Independence Parkway, and within a drainage easement that integrates into Big Bear Creek BB–8 tributary segment. The sanitary sewer manhole is exposed due to adjacent stream flow, potentially compromising the integrity of the sanitary sewer system. The project will include design improvements to provide armoring protection to the sanitary sewer infrastructure that has become compromised. The desire is to implement permanent erosion control along the bank, restore the sanitary sewer manhole to its previous state, and protect the City’s critical infrastructure. In addition, the project will also prevent environmental impacts that may result from infrastructure failure. These improvements are based on recommendations assembled by Jones & Carter in the Preliminary Engineering Report titled V.2 Final Southlake Channel Erosion Control Improvements, dated February 10, 2022. The scope of services are design, surveying, preparing necessary plans and specifications, estimates, and construction phase services. The agreement also includes additional contingency of $12,207 for unforeseen changes to the project scope that would be Item 4S Page 2 of 2 deemed necessary. Special services identified within this agreement will require additional written authorization by the City. Financial Considerations: Funding for this agreement is budgeted as part of the approved Capital Improvement Program. This agreement is within the project budget. Strategic Link: These items link to the City’s Strategy Map strategic focus areas of Safety & Security, Infrastructure, and Performance Management & Service Delivery. It specifically relates to the City’s Corporate Objectives, C1: Achieve The Highest Standards Of Safety & Security, and F2: Invest To Provide & Maintain High Quality Public Assets. The Critical Business Outcome is, CBO3: Engage In Thoughtful Planning To Ensure Continued High Quality Development That Is Integrated Well Into The Current Built Environment. Citizen Input/ Board Review: None. Legal Review: The proposed agreement is a standard agreement that the City Attorney has reviewed and approved. Alternatives: The City Council may approve or deny the agreement. Supporting Documents: Attachment A: Engineering Services Agreement Staff Recommendation: Approve an Engineering Services Agreement with Baird, Hampton & Brown, Inc. (BHB) to provide engineering design services for erosion protection at the Big Bear Creek (BB-8) tributary near Independence Parkway in an amount not to exceed $75,000. This project proposes to implement several methods of permanent erosion control to restore the stream banks and manhole to their previous state. Erosion control methods may include an armored scour hole (possibly incorporating energy dissipaters), gabions or ScourLok, and Pyramat turf reinforcement mat. The project scope includes provisions for a geotechnical investigation and design recommendations for maintaining the channel banks near the exposed manhole based on soil conditions. A flood study has not been included in the design scope for this project. Existing hydraulic models and record plans will be utilized to assess the proposed erosion control solution viability and placement. A CLOMR/LOMR should not be needed and is also not included in the project scope. Provisions for a Section 404 Nationwide Permit evaluation are included in the scope for this project. The project is located within an existing drainage easement, therefore easement acquisition is not anticipated for this project and has been excluded from the scope. Due to the limited project’s size and scope, it is anticipated that the project may be advertised and bid in conjunction with another project to create a marketable bid package. To provide flexibility throughout this process and to adequately meet the needs of the City, we included construction administration services on an hourly as-needed basis for this contract. Engineer’s Opinion of Probable Construction Cost: Without the benefit if a survey, we’ve prepared a budgetary Opinion of Probable Construction Cost (OPCC); see Exhibit B. This estimate will be refined as the project moves forward to the concept report, preliminary plans, and final plans phases. Erosion Protection Improvements: Site Improvements $75,000 CONSTRUCTION TOTAL $75,000 March 16, 2022 | Page 3 Project Schedule: A detailed project schedule, which includes surveying, engineering, bidding, and construction is enclosed herewith; see Exhibit C.
