©CITY OF SOUTHLAKE PARKS AND RECREATION BOARD MEETING MINUTES: FEBRUARY 14, 2022 LOCATION: THE MARQ SOUTHLAKE Legends Hall — Executive Board Room 285 Shady Oaks Drive Southlake, Texas 76092 TIME: 6:00 p.m. PARKS AND RECREATION BOARD MEMBERS PRESENT: Chairman Frances Scharli; Board Members Magdalena Battles, Chad Bedwell, Kevin Craddock, and Stacy Driscoll PARKS AND RECREATION BOARD MEMBERS ABSENT: Vice Chair Paul Venesky STAFF PRESENT: Director of Community Services Chris Tribble, Assistant to the Director Milenka Lopez, and Contract Administrator Junior Camacho REGULAR AGENDA 1. CALL TO ORDER Chair Frances Scharli called the regular Parks and Recreation Board meeting to order at 6:00 p.m. 2. CONSENT AGENDA 2A. APPROVE MINUTES FROM THE PARKS AND RECREATION BOARD MEETING HELD NOVEMBER 8, 2021 The minutes of the November 8, 2021 Parks and Recreation Board meeting were approved with no changes or corrections. 2B. ABSENCE OF PARKS AND RECREATION BOARD MEMBERS Park Board Vice Chair Paul Venesky and Member Magdalena Battles absences from the November 8, 2021 meeting were excused. Consent Agenda items are considered to be routine and are enacted with one motion by the Board. Motion: Craddock Second: Bedwell Ayes: Bedwell, Craddock, Driscoll, Scharli Nays: None Abstain: Battles Vote: 4-0 Motion carried. 3. PUBLIC FORUM Chair Scharli opened public forum at 6:01 p.m. Southlake resident Doreen Bruton,480 W. Highland St, Southlake was present and discussed concerns and opinions on the Equestrian Trail signage markers. Park Board heard the input and took the recommendations into consideration for future planning. There being no one else to address the Board, Chair Scharli closed Public Forum at 6:04 p.m. 4. REPORTS The Park Board received dashboard reports in their meeting packet for the Dragon Youth Baseball Association, Dragon Youth Football Association, Grapevine Southlake Soccer Association, Lady Dragon Lacrosse, Miracle League of Southlake, Southlake Carroll Lacrosse Association, and Southlake Girls Softball Association. Representatives from Southlake's youth athletic associations were present to respond to questions and comments from Park Board members concerning their organization's Dashboard report. Adam Butcher, Dragon Youth Baseball Association representative, 129 Welford Lane, Southlake. The association is interested in more space for practices in Spring 2022-2023. Tom Cormandi, Miracle League of Southlake Director of Operations, 1915 Big Bend Drive, Grapevine. Scott Sheehan, Southlake Carroll Lacrosse Association President, 830 Silverwood Drive, Southlake and Chris Pendergrass, Southlake Carroll Lacrosse Association Field Manager, 1001 Chimney Hill Trl, Southlake. David Cerami, Grapevine-Southlake Soccer Association representative, 111 Sam Bass Ridge Road, Southlake. Dragon Youth Football Association- No Representative present. The next athletic association reports will be presented at the February 2023 Parks and Recreation Board meeting. 5. CONSIDER 5A. RECOMMENDATION ON A PROPOSED SPDC MATCHING FUNDS REQUEST FROM THE CARILLON HOA FOR A LAKE CARILLON EROSION PROJECT Dircetor of Community Services Chris Tribble presented the details of the Carillon HOA matching funds request project at the meeting. Greg Farkas, Carillon Homeowners Association, 9001 Airport Freeway suite 450, North Richland Hills and Southlake resident Monil Shah, 916 Rhone Lane were present and available for questions. APPROVED A motion was made to recommend approval of the proposed SPDC matching funds request from the Carillon HOA for a Lake Carillon erosion project as presented. Motion: Craddock Second: Battles Ayes: Battles, Bedwell, Craddock, Driscoll, Scharli Nays: None Abstain: None Vote: 5-0 Motion carried. PARK AND RECREATION UPDATE Director of Community Services Chris Tribble presented the park and recreation update to the Board Members and was available to answer questions. 6B. MARCH 2O22 MEETING DATE Director of Community Services Chris Tribble presented item 66 for the Board to discuss potential dates in March to reschedule the March 14t' meeting date that falls during CISD spring break. 7.
