Re: Traffic Impact Analysis (TIA) Review
Lakeside Presbyterian Church — Southlake, Texas
At the request of the City of Southlake, Kimley-Horn has provided a review of the traffic impact analysis
performed for the Lakeside Presbyterian Church performed by Lambeth Engineering Associates
(01/24/2022). The church is located on the south side of Southlake Boulevard (FNl 1709), east of
Watermere Drive. The project consists of an expansion of the existing church to a final square footage
of approximately 24,500 square feet. The following provides a summary of our review of the TIA:
• Turning movement counts were collected in October 2021 at the site driveway during a
Wednesday peak period and Sunday peak period. At the time of the counts, the usable square
footage of the church was approximately 16,300 square feet with 246 seats. The expansion
currently under way will add an additional 8,205 square feet and 92 seats. At full build -out, the
church will be approximately 24,470 square feet with 338 seats.
• The previous TIA performed in 2014 appears to show that existing traffic counts resulted in 62
inbound trips during the peak hour on a Sunday. The counts from October 2021 show there
are approximately 47 inbound trips during the peak hour on a Sunday. The lower trip generation
in 2021 could be the result of members changes in habits due to COVID. However, we concur
that these volumes from 2021 are acceptable to use for the traffic impact analysis.
• We concur with the results of the roadway capacity analysis and the intersection capacity
analysis. All intersections are roadway segments within the study area are anticipated to
operate at LOS D or better at full build -out of the church.
• The TIA also reviewed the need for a right -turn auxiliary lane into the church driveway along
Southlake Boulevard. Based on the results of the 2014 traffic impact analysis, the City required
that a right -turn auxiliary lane be constructed based on the forecasted volumes. Based on the
January 2022 TIA, the volumes into the church driveway do not exceed TxDOT's threshold of
60 vehicles per hour during the weekday or the City's threshold of 100 vehicles per hour during
a Sunday. The projected right -turn volume is 77 vehicles per hour on a Sunday, which is 23
vehicles short of meeting the City's requirement. We concur that a right -turn auxiliary is not
warranted at the church driveway at full build -out.
