PROJECT: Specific Use Permit for Run4Elise
EXECUTIVE
SUMMARY: David and Lori Cerami are requesting approval of a Specific Use Permit for a
Mass Gathering on property described as Lot 1, Block 1, Gateway Church — 114
Campus, an addition to the City of Southlake, Tarrant County, Texas, located at
700 Blessed Way, Southlake, Texas. SPIN Neighborhood #4.
DETAILS: The request is for approval of a specific use permit to allow continuation of the
annual 5K / 1 Mile Run4Elise fundraising event for up to a 10 year period. The
original event was approved and held in 2018 for a 3 year period, allowing 3
annual events. The proposed continuation of the event is within the same scope
of the original event and generally located at the Gateway Church campus, 700
Blessed Way; bounded by SH 114 Westbound Frontage Road, Blessed Way, E.
Kirkwood Blvd., and Grace Lane.
Run4Elise 5K/1 Mile, supports the Swim4Elise (S4E) Mission of promoting water
safety through community outreach. $10,000 in College and Swim Camp
Scholarships will be awarded, along with recognition of lifeguard certifications
sponsored by the Foundation. In addition to scholarships for swimming and Red
Cross lifeguard certifications, funds raise from allow the Swim4Elise Foundation
to provide FREE water safety education to over 4000+ kids in North Texas
daycare classrooms each summer. The inaugural Run4Elise was held on
Saturday, April 8, 2017 at Dragon Stadium hosting 1,000 people with 100+
volunteers.
The following is an overview of the applicant's request:
• The 2022 event is scheduled for Saturday, May 14, 2022; 5 AM — 11:30 AM
(includes set-up and tear down).
o Set up, 5-7 AM
o Scholarship Recognition, 7:15 AM
o Invocation and Anthem, 7:40 AM
0 1 Mile Fun Run/Walk, 8:00 AM
0 5 K Run, 9:00 AM
o Race Awards, 9:30 AM
o Clean up, 10 -11 AM
• On -site EMT and off -duty police officers are planned for safety purposes.
• Attendance anticipated is approximately 600 — 800 for 2022.
• Portable restrooms and trash management will be provided.
• The applicant is requesting a 10-year approval period.

CURRENT ZONING: "NR-PUD" Non -Residential Planned Unit Development District
HISTORY: - This event was first held April 2017 at Dragon Stadium.
In March 2017, City Council approved a similar event at this location
for Rescue Her. The Rescue Her SUP obtained a 3-year approval
period. (ZA17-008)
February 6, 2018; City Council approved the Run4Elise event subject
to adherence to the conditions outlined in the staff report and
applicant's narrative and the SUP will be approved for a period of
three (3) years. Expired after the 2020 event (ZA17-104).
PLANNING AND
ZONING COMMISSION: February 17, 2022; Approved (6-0) subject to the Staff Report dated
February 11, 2022 and includes the approval of the event for 10 years.
STAFF COMMENTS: The Planning & Zoning Commission and City Council shall consider the
following in determining whether to grant a Specific Use Permit for a mass
gathering event according to the Comprehensive Zoning Ordinance No.
480, Section 45.14c, as amended:
Whether there is convenient and safe access for the ingress and
egress of pedestrians and vehicular traffic;
2. Whether sufficient traffic control personnel is proposed to insure
safety to all members of the traveling public, including pedestrians,
along all public roadways in the proximity of the mass gathering and/or
along which the public is likely to travel to reach the mass gathering
areas shall be provided;
3. Whether the mass gathering area is well drained and so arranged to
provide sufficient space for persons assembled, vehicles, sanitary
facilities, and appurtenant equipment;
4. Whether sufficient illumination will be provided at night to protect the
safety of the persons assembled;
5. Whether adequate parking areas, including disabled persons' parking
spaces, shall be provided for persons arriving by vehicular means. If
the promoter proposes to utilize temporary off -site parking, then the

promoter the mass gathering event the off -site temporary parking
area will not be utilized for purposes other than the mass gathering
event; and
6. Whether adequate provisions have been made for food supply,
medical assistance, garbage disposal, water supply, parking,
sanitation and toilet facilities, vermin control, and safety.
The City Council may establish specific conditions depending upon the
nature of the proposed event and traffic, health and safety issues
according to Ordinance 480, Section 45.14.a, as amended.
Due to the limited scope of the event no staff review summary has been
provided for this proposal.
If a multi -year approval is granted, the applicant will be required to submit
a site plan and scope of the event every year for staff approval at least 30
days prior to the event.

RESOLUTION NO. 22-005
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
MASS GATHERING FOR RUN4ELISE 5K / 1 MILE EVENT LOCATED
AT 700 BLESSED WAY ON PROPERTY DESCRIBED AS LOT 1,
BLOCK 1, GATEWAY CHURCH — 114 CAMPUS, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON
THE APPROVED SITE PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering for Run4Elise 5K / 1 Mile Event has
been requested by a person or corporation having a proprietary interest in the property zoned as "NR-
PUD" Non -Residential Planned Unit Development District; and,
WHEREAS, in accordance with the requirements of Section 45.14 of the City's Comprehensive
Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite
notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering for Run4Elise 5K / 1 Mile Event, on
property within the City of Southlake, Texas, being located at 700 Blessed Way, Southlake, Texas and
being described as Lot 1, Block 1, Gateway Church — 114 Campus, an addition to the City of Southlake,
Tarrant County, Texas, more fully and completely described in Exhibit "A", and as depicted on the
approved Site Plan attached hereto and incorporated herein as Exhibit "B" and providing an effective
date, subject to the provisions contained in the comprehensive zoning ordinance and the restrictions
set forth herein. The following specific requirements and special conditions shall be applicable to the
granting of this Specific Use Permit:

SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
