Subject: Approve Resolution No. 22-007 terminating the public
health emergency, related to COVID-19, Disaster
Declaration signed on March 18th, 2020.
Action
Requested: The purpose of this item is to seek City Council's approval of
Resolution No. 22-007, termination of the Public Health
Emergency, related to the COVID-19 Disaster Declaration
signed on March 18th, 2020, and amended on March 23rd
2020.
Tarrant County has terminated its declaration in relation to
the public health emergency in November of 2021 and
Denton County is expected to expire March 1, 2022.
Background
Information: On March 18th, 2020, Mayor Laura Hill signed a state of
disaster and public health emergency relating to the global
pandemic, COVID-19. This declaration was set with a 7-day
expiration. On March 23rd, 2020, Mayor Hill amended the
declaration and Mayor Hill and City Council approved
Resolution No. 20-015, allowing the declaration to remain in
place until terminated by order of the City Council.
Financial
Consideration: Disaster declarations in many cases are related to financial
funding through State and Federal resources. Currently, the
State of Texas and Governor Abbott, renew the State Disaster

Declaration, relating to COVID-19 monthly, which allows all
Texas counties and municipalities to utilize federal funds for
costs incurred due to the public health emergency, COVID-
19.

RESOLUTION NO. 22-007
WHEREAS, on March 23, 2020, the Mayor issued a First Amended Declaration of
Disaster and Public Health Emergency for the City of Southlake, Texas resulting from
evidence of local community spread during the outbreak of Coronavirus Disease 2019
(COVID-19), and in an effort respond quickly to prevent and alleviate the suffering of
people exposed to and those infected with the virus, as well as those that could potentially
be infected or impacted by COVID-19; and
WHEREAS, §418.108(b) of the Texas Government Code provides that a local state of
disaster may not be continued for a period in excess of seven days without the consent of
the governing body of the political subdivision; and
WHEREAS, on March 23, 2020, the City Council extended the First Amended
Declaration of Disaster and Public Health Emergency for the City of Southlake, Texas until
terminated by an order of the City Council; and
WHEREAS, the City Council's extension of the First Amended Declaration of Disaster
and Public Health Emergency provided that termination of the state of disaster would be
decided upon based on weekly review conducted by the City of Southlake City Manager
and Mayor; and
WHEREAS, the Mayor and City Manager of the City of Southlake have determined that
the conditions necessitating a declaration of a state of disaster no longer continue to exist.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS:
1. That the First Amended Declaration of Disaster and Public Health Emergency
proclaimed for the City of Southlake by the Mayor and extended by the City Council of
Southlake is terminated.
2. That the City's Emergency Management Plan shall no longer continue to be
implemented.
