CITY COUNCIL PRESENT: Mayor John Huffman, Mayor Pro Tern Chad Patton, Deputy Mayor
Pro Tern Randy Williamson and Councilmembers Kathy Talley, Randy Robbins, Ronell Smith,
and Amy Torres-Lepp.
STAFF PRESENT: City Manager Shana Yelverton, Assistant City Manager Alison Ortowski,
Deputy Director of Public Relations Pilar Schank, Chief Financial Officer Sharen Jackson, Police
Chief James Brandon, Fire Chief Mike Starr, Director of Human Resources Stacey Black,
Director of Economic Development and Tourism Daniel Cortez, Senior Director of Planning and
Development Services Ken Baker, Director of Community Services Chris Tribble, Director of
Public Works Rob Cohen, Interim Director of Public Works Administration Lauren LaNeave, City
Attorney Allen Taylor, and City Secretary Amy Shelley.
WINTER WORKSHOP:
1. CALL TO ORDER
Winter Workshop was called to order by Mayor John Huffman at 3:33pm.
2. DISCUSSION: PERFORMANCE MANAGEMENT
2A. EMPLOYER OF CHOICE PHILOSOPHY
Director of Human Resources Stacey Black provided key information about Southlake's
employer of choice philosophy and the changing workforce environment.
2B. SOUTHLAKE STRATEGIC MANAGEMENT SYSTEM
Interim Director of Public Works Administration Lauren LaNeave provided the results of the
Critical Business Outcomes survey and guided a discussion about strategic priorities.
3. DISCUSSION: PARTNERSHIPS AND VOLUNTEERISM
3A. BOARD AND COMMISSIONS REVIEW
City Manager Shana Yelverton provided information about existing boards and commissions
and discussed several questions about how Council wishes to work with these boards.

Director of Community Services Chris Tribble provided a discussion about a potential chapel at
the Bob Jones Nature Center.
Director of Community Services Chris Tribble provided a discussion about the City owned
property located on Highland.
Councilmembers Kathy Talley and Ronell Smith provided an update on the Library Task Force.
