CITY COUNCIL PRESENT: Mayor John Huffman, Mayor Pro Tern Chad Patton, Deputy

WORK SESSION:
1. CALL TO ORDER
Work Session was called to order by Mayor John Huffman 5:30pm.
2. INVOCATION: CLAYTON REED
Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of
allegiance to the United States and Texas Flags.
3. SOUTHLAKE CHAMBER OF COMMERCE UPDATES BY CLINT SNEAD
Chamber Board President Mark Guilbert provided an update, on behalf of Clint Snead,
on the work of the Southlake Chamber of Commerce.
4. SOUTHLAKE SISTER CITIES ARTWORK CONTEST WINNERS
Southlake Sister Cities President Katy Hintze announced the artwork contest winners for
the annual membership mugs.

5. TRAFFIC STUDY RECOMMENDATION FOR THE MUSTANG DRIVE
INDUSTRIAL SUBAREA
Director of Public Works Rob Cohen presented recommendations for a traffic study for
the industrial subarea near State Highway 26.

Mayor Huffman reviewed the items on the consent agenda.

Regular Session was called to order by Mayor Huffman at 6:05pm.
2A. EXECUTIVE SESSION
Mayor Huffman announced the City Council would go into Executive Session pursuant to
the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney. City Council adjourned for Executive Session at 6:05pm.
Executive Session began at 6:18pm and concluded at 6:52pm.

Mayor Huffman reconvened the meeting at 7:00pm.

Mayor Huffman announced the upcoming election dates for the Primary Election in
March, General Election in May, and the Uniform Election in November.

3B1. NATIONAL LAW ENFORCEMENT APPRECIATION DAY
City Manager Shana Yelverton introduced Assistant Police Chief Ashleigh Casey who
introduced the police officers who were present for National Law Enforcement
Appreciation Day.

Motion was made to approve Item 6A, ZA21-0093, Site Plan for Lonesome Dove Baptist
Church Addition on property described as Lot 1 R1 R, Block 1, Lonesome Dove Baptist
Church Addition, an addition to the City of Southlake, Tarrant County, Texas, and located
at 2380 Lonesome Dove Ave. (also called Lonesome Dove Rd.), Southlake, Texas.
Current Zoning: "CS" Community Service District, subject to Staff Report dated January
11, 2022, and Plat Review Summary No. 3, dated January 11, 2022, and noting the
following:
- Driveway Ord. No. 634, as amended, Section 5.2.d requires a minimum stacking
depth of 75'. A variance is requested to allow a stacking depth of approximately 40'
for all three driveways. A variance was approved with the previous site plan (ZA99-
009) to allow a stacking depth of ±40' on all three drives. (Note: Reapproval of the
variance is required since the existing use of the driveway is projected to increase
in actual or proposed daily design hour volume by 20% or more).
- Driveway Ord. No. 634, as amended, Section 5.1 requires a minimum throat width
of 24'. A variance is requested to allow the existing throat width of 17'4"for the center
driveway to remain. A variance to allow the 17'4" throat width was approved with the
previous site plan in 1999. (Note: Reapproval of the variance is required since the
existing use of the driveway is projected to increase in actual or proposed daily
design hour volume by 20% or more).
- Zoning Ord. No. 480, as amended, Section 33.19 requires a 5' sidewalk to be
constructed along Lonesome Dove Ave. at the time of construction. A variance is
requested to allow no sidewalk to be constructed along Lonesome Dove Ave. The
variance request is approved and noting that the applicant has shown a 10'
pedestrian access easement on the site plan to be dedicated.
