EXECUTIVE
SUMMARY: Hart Gaugler and Associates is requesting approval of a Plat Revision for Lot 1,
Block 1, Multi-Sport Training Facility Addition, being a revision of Tract 3B3, C.
B. McDonald Survey, Abstract No. 1013, Southlake, Tarrant County, Texas, and
the future Lot 1R2, Block 1, Carroll ISD No. 6 Addit ion, being a portion Lot 1,
Block 1, Carroll ISD No. 6 Addition, an addition to the City of Southlake, Tarrant
County, Texas, and located at 2311 Crooked Ln. and 1085 S. Kimball Ave.,
Southlake, Texas. Current Zoning: “S-P-1” Detailed Site Plan District. SPIN
Neighborhood #8.
DETAILS: On January 4, 2022, City Council approved a Zoning Change and Site Plan under
Case No. ZA21-0086 for a multi-sport training facility on approximately 3.8663
acres. The purpose of this request is to create a platted lot in conformance with
the approved “S-P-1” Zoning and Site Plan.
The plat includes a portion of the lot currently platted as Lot 1, Block 1, Carroll
ISD No. 6 Addition. A Plat Revision for Lots 1R1 and 1R2, Block 1, Carroll ISD
No. 6 Addition to create a separate lot that can be combined with Tract 3B3, C.
B. McDonald Survey, Abstract No.1013 at 2311 Crooked Ln. is being processed
separately as Case No. ZA22-0001.
A separate Plat Revision for Lots 4R1 and 4R2, Legends at Southlake to create
an approximately 0.1858 acre platted lot for the entry driveway to the multi-sport
facility from Dean Way as shown on the approved Site Plan is being processed
as Case No. ZA22-0002.

LAND USE CATEGORY: Industrial and Public/Semi-Public
CURRENT ZONING: “S-P-1” Generalized Site Plan District.
HISTORY: The following is a history of Tract 3B3, C. B. McDonald Survey, Abstract
No. 1013 to the best of our knowledge and belief:
- The property at 2311 Crooked Ln. was annexed into the City in 1957.
- The “AG” Agricultural Zoning was placed on the property with the
adoption of Zoning Ordinance No. 161 and the Official Zoning Map in
1969.
- The previous residence and accessory buildings were demolished in
2021.
- A Zoning Change and Site Plan for the Multi-Sport Facility was
approved January 4, 2022. The Site Plan for the Multi-Sport Facility
showed a portion of Lot 4R, Legends at Southlake to be designated
as a separate lot for the entry driveway from Dean Way to the facility
(ZA21-0086).
The following is a history of the portion of the lot that is to be platted as
Lot 1R2, Block 1, Carroll ISD No. 6 Addition prior to being platted as Lot
1, Block 1, Multi-Sport Addition to the best of our knowledge and belief:
- City Council approved the zoning and site plan for Dragon Stadium on
March 7, 2000 (ZA99-132).
- A final plat Lot 1, Block 1 and Lot 1, Block 2, Carroll ISD No. 6 Addition
was approved on February 3, 2000 and filed January 29-2001 (ZA99-
133).
- City Council approved a revised zoning and site plan for Dragon Stadium
on March 18, 2003 to accommodate games for the Dallas Burn soccer
team (ZA03-005).
- City Council approved a revised zoning and site plan for Dragon Stadium
on Sept. 2, 2003 to remove the requirements for a bufferyard and a
screening device on the west side of the property adjacent to Mr.
Kaposta’s property (ZA03-057).
- City Council approved a zoning change and site plan from “S-P-1”
Detailed Site Plan District to “S-P-1” Detailed Site Plan District to add
1,600 seats to the home side of the stadium and to repave a portion of
the existing parking lot, adding approximately 137 spaces. Also approved
were additions to the concessions and restrooms and the construction of

a new Disaster Recovery Center, which added approximately 4,350
square feet of floor area at the site on January 10, 2010. (ZA09-057).
- City Council approved a zoning change and site plan from “S-P-1”
Detailed Site Plan District to “S-P-1” Detailed Site Plan District to allow
pavement for 18 additional bus parking spaces and the addition of an
approximately 1,200 square foot storage building for tire storage at
Dragon Stadium on May 15, 2018 (ZA18-032).
- City Council approved a zoning change and site plan from “S-P-1”
Detailed Site Plan District to “S-P-1” Detailed Site Plan District to allow
the construction of two (2) restrooms (approximately 215 s.f.) to the home
side of Dragon Stadium on January 7, 2020 (ZA19-0067).
- City Council approved a zoning change and site plan from “S-P-1”
Detailed Site Plan District to “S-P-1” Detailed Site Plan District to adjust
the boundary of the existing "S-P-1" zoning district so that a portion of the
property can be combined with the proposed site for a multi-sports facility
at 2311 Crooked Ln. (Case No. ZA21-0086) on January 4, 2022 (ZA21-
0069).
CITIZEN INPUT: A SPIN meeting for the multi-sport facility was held on July 27, 2021.

A 2035 Corridor Planning Committee meeting for the multi-sport facility

1. The plat must conform to the underlying zoning on the property.
2. This plat cannot be recorded until the plat revisions being processed as Case Nos. ZA22-0001
and ZA22-0002 have been approved and recorded with the County. Once those plats have been
recorded, fill in all blanks in the owner’s preamble and dedication, legal description, on the face
of the plat and in the title block (see below) with their recording information.
Please make the following changes per Subdivision Ord. No. 483, as amended, Section 3.06, which
requires that all requirements of Section 3.01 and 3.03 be satisfied for submittal of a plat revision:
3. Place the City case number ZA22-0003" in the lower right-hand corner of the plat.
4. Please change the new lot number and addition to Lot 1, Block 1, Multi-Sport Training Facility
Addition in the title block, owner’s dedication and on the face of the plat.
5. Revise the title block as follows:
a. Revise the title block to add the following language right after Lot 1, Block 1, Multi-
Sport Training Facility Addition:
“Being a revision of Lot 1R2, Block 1, Carroll ISD No. 6 Addition, an addition to the
City of Southlake, Tarrant County Texas as recorded in Instrument Number
_______, Official Public Records, Tarrant County, Texas, and all of a tract of land
described in the deed to JMDJMD, LLC as recorded in Instrument Number
D220323053, Official Public Records, Tarrant County Texas”
b. Revise the courthouse filing note as follows:
“Filed as Instrument # , Date .”
6. Revise the standard approval block for a plat revision on the plat per appendix 9.

7. With regard to the legal description:
a. In the fourth call after the beginning call, it should read …to a ¾ inch iron pipe found
for the most southerly southwest corner of Lot 1R2, same being the most westerly
northwest corner of said Lot 1R1…”
8. The following change is needed in the “owner’s” dedication and notary:
a. Revise the owner’s preamble and dedication and notary to conform to the standard
format as shown in Appendix 2 (below) to read:
“Whereas, JMDJMD, LLC, acting by and through the undersigned, it duly authorized
agent, is the sole owner…”
“That, JMDJMD, LLC, by and through the undersigned, its duly authorized agent, does
hereby adopt this plat designating the hereinabove described property as Lot 1, Block
1, Multi-Sport Training Facility Addition, an addition to the City of Southlake…”
b. Per Subdivision Ordinance No. 483, as amended, Section 3.06.C, move the
statement “This plat does not alter or remove existing deed restrictions or
covenants, if any, on this property” from the notes to the end of the owner’s
dedication right before “There are no liens against this property.”

9. Dedicate easements as needed per approved construction plans for the multi-sport facility.The
following changes are needed with regard to adjacent properties within 200'.
a. Change the Lot number on the property to the east to Lot 1R1, Block 1, Carroll ISD
No. 6 Addition and fill in the instrument number once the plat for Lots 1R1 and 1R2,
Block 1, Carroll ISD No. 6 Addition has been recorded (ZA22-0001).
10. It appears that this property lies within the 65 LDN D/FW Regional Airport Overlay Zone. Please
provide the Avigation Easement and Release as shown in Appendix 3 (attached) on the face of
the plat. The Avigation Easement and Release should be executed on subsequent plats to be
filed in the County Plat Record. The approved multi-sport facility is compatible with the Airport
Compatible Land Use Zoning Ordinance No. 479 with no noise level reduction required.
11. Per Subdivision Ordinance No. 483, as amended, Section 5.06, a 5’ sidewalk is required to be
constructed along Crooked Ln. at the time of construction of the development. The approved
Zoning Change and Site Plan for the multi-sport facility (ZA21-0086) includes a review comment
to show and label the required 5’ sidewalk along Crooked Ln. on the plans and the applicant
agreed to provide the 5’ sidewalk at the time of construction.
