In October of 2015 we had a meeting at the City with 3 NuStar representatives, City staff, myself and Joe Wright. The
purpose of the meeting was to discuss an entrance to the NuStar terminal from Brumlow Ave. The request came from
Joe Wright, because NuStar was lining up their tanker trucks on Southwestern Street waiting to get into the terminal.
There was not enough stacking on the terminal property.
The route discussed would look something similar to the attached aerial and there was discussion about building a
dedicated turn lane from Brumlow, to prevent backups on Brumlow. All of these improvements at NuStar's expense,
because they do not have adequate stacking on their property.
Clay Goar was the senior representative and he was your typical oil company employee, no small town like Southlake
was going to push NuStar around. Ralph Wimp is the NuStar rep that shows up at your meetings and he was also in this
meeting and Aften Weaver.
Clay Goar told us they did not have the money budgeted and that it would take them 6 to 8 months to design and build
the road once they had funding. Clay or Aften was going to report back to the City with an update. They were not going
back to corporate to request approval, it was left with us, that is was a matter of time, but the new access would be
built.
Bob Price left the City, so 1 year later, Kyle Hogue calls me looking for the NuStar contacts and the meeting info in order
to pick the project back up again, hence the email I am forwarding to you. I don't know where it went after that and of
course Kyle is no longer with the City.
The significance of all this, is NuStar can take 50% of their traffic out of the Mustang/SH 26 intersection. And they could
avoid the southbound approach which has the median and the tight radius issues, as defined in the Lee traffic study.
This access from Brumlow could be temporary until the improvements to the entire area have been completed or if the
City desires, it could be a permanent access road.
