Action Requested: Award the contract for the construction of the Pearson Pump Station residual control improvements to Red River Construction Co. in an amount not to exceed $1,700,000. Background Information: As the water provider, the City of Southlake is responsible for maintaining drinking water quality throughout the distribution system to all customers. Currently, the City purchases its water from the City of Fort Worth through a Wholesale Purchase Agreement and is at the outreach of their distribution system. The Water Division utilizes best practices to prevent water decay as it is delivered from Fort Worth to maintain optimal water quality throughout the distribution system. These include the use of mixing systems in all of Southlake's storage tanks, maximizing turnover in storage tanks, and frequent flushing of dead-end water mains. The Water Division can only prevent accelerated water decay but cannot currently increase the chloramine level of the water received from Fort Worth. The City of Southlake contracted with Freese and Nichols, Inc. (FNI) to conduct a water quality evaluation of the City's water distribution system. This evaluation would serve as the basis on how to address water quality issues experienced during low -demand periods and in locations furthest from the City's two delivery points from the City of Fort Worth. As part of the 2017 Water Quality Evaluation Report, recommendations were provided that include the installation of residual control systems at the Pearson Pump Station to mitigate these water quality issues. Due to Southlake's operation preference, this project seeks to install an on -site hypochlorite generation and injection system at Pearson Pump Station. This system will inject hypochlorite into the supply line that enters the two storage tanks at the Pearson Pump Station site. As a result, water quality will be maintained throughout the Page 1 of 3 Item 41 Financial Considerations: distribution system, ultimately having a positive impact on residents' health, assist with emergency preparedness, mitigate emergency flushing to reduce unnecessary water loss, and ensure the City maintains its "Superior" water rating by the Texas Commission on Environmental Quality (TCEQ). Solicitation of bids for this project began on October 3, 2021 and sealed bids were received and opened on November 19, 2021. The 2 bids received for this project are shown in below bid tabulation: Bidder Bid Amount Red River Construction Co. $ 1,670,000.00 Felix Construction Company $ 1,828,400.00 City staff and FNI have reviewed and scored two bids using best value criteria as described in the project manual. The evaluation criteria for this bid were the purchase price (50%); the reputation of the bidder including key personnel (15%); the reputation and quality of the bidder's goods or services (15%); the bidder's past relationship with the City (15%); and the bidder's responsiveness (10%). The evaluation of the proposals, qualifications, and references led to the recommendation of Red River Construction Co. for this project. The bid from Red River Construction Co. totaled $1,670,000 for anticipated work. Staff is requesting authorization for a total of $1,700,000 which includes a $30,000 contingency for construction expenses that may arise due to unforeseen field conditions. The anticipated start date of this project is Winter 2022. Funding for this award is budgeted as part of the approved Capital Improvement Program. Expenditures will not exceed available funds.
