Yelverton, City Manager From: Michael Starr, Fire Chief Subject: Approve Resolution No. 22-003 authorizing the acceptance of the Disaster Debris Management Plan created by Tetra Tech, provided by grant funding through North Central Texas Council of Governments and Texas Commission on Environmental Quality. Action Requested: The purpose of this item is to seek City Council's approval of Resolution No. 22-003 authorizing the acceptance the Disaster Debris Management Plan created by the selected contractor Tetra Tech. This project was funded through grant funds provided by the North Central Texas Council of Governments and the Texas Commission on Environmental Quality. Background Information: On January 21 st 2020, the Office of Emergency Management proposed Resolution No. 20-002 authorizing the filing of a grant application with the North Central Texas Council of Governments and Texas Commission on Environmental Quality for the creation of a City Disaster Debris Plan. On April 17th, 2020, The City signed an interlocal agreement with the North Central Texas Council of Government to receive grant funding for the requested project. • The awarded amount of the grant was $65,000.00 In May of 2021, Tetra Tech, the selected contractor for the project, completed the draft of the Disaster Debris Management Plan for review to the City of Southlake. The 4G- 1 City Council Meeting Meeting Date — February 1, 2022 Page 2 of 4 Emergency Preparedness Matrix team approved the plan for implementation On August 25th, 2021, the Office of Emergency Management presented the completed Disaster Debris Plan to the North Central Texas Council of Governments, and it was accepted by the Resource Conversation Committee. Staff Recommendation: Staff recommends approval of Resolution No. 22-003 as proposed. 4G-4 City Council Meeting Meeting Date — February 1, 2022 Page 4 of 4 RESOLUTION NO. 22-003 A RESOLUTION OF THE CITY OF SOUTHLAKE ACCEPTING THE DISASTER DEBRIS MANAGEMENT PLAN CREATED BY TETRA TECH PROVIDED BY GRANT FUNDING THROUGH THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS AND THE TEXAS COMMISSON ON ENVIRONMENTAL QUALITY Whereas, the City of Southlake approved Resolution No. 20-002 on the 21st day of January 2020, authorizing the filing of a grant application with the North Central Texas Council of Governments for a Regional Solid Waste Grant program; and, Whereas, the North Central Texas Council of Governments and the City of Southlake signed an interlocal agreement on the 171h day of April 2020, to receive grant funding awarded for the City of Southlake Disaster Debris Management Plan; and, Whereas, the Disaster Debris Management Plan was completed in May of 2021 by Tetra Tech, and was given to the City of Southlake for review; and, Whereas, on August 25th, 2021, the Southlake Office of Emergency Management presented the Disaster Debris Management Plan to the North Central Texas Council of Governments, and it was accepted by the Resource Conservation Committee. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All the findings in the preamble are found to be true and correct and the City Council does hereby incorporate said findings into the body of this resolution as if copied in its entirety. Section 2. The City of Southlake, Texas, accepts the Disaster Debris Management Plan. Section 3. This resolution is hereby effective upon passage and approval by the City Council.
