CITY COUNCIL PRESENT: Mayor John Huffman, Mayor Pro Tern Chad Patton, Deputy

Work Session was called to order by Mayor John Huffman 5:30pm.
2. INVOCATION: CLAYTON REED
Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of
allegiance to the United States and Texas Flags.
3. SOUTHLAKE LANDSCAPE REIMBURSEMENT GRANT UPDATE
Director of Economic Development & Tourism Daniel Cortez provided an update
regarding the Southlake Landscape Reimbursement Grant program.
4. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN
AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION.
Mayor Huffman reviewed the items on the consent agenda.

1. CALL TO ORDER
Regular Session was called to order by Mayor Huffman at 5:40pm.
2A. EXECUTIVE SESSION
Mayor Huffman announced the City Council would go into Executive Session pursuant to
the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney. City Council adjourned for Executive Session at 5:40pm.
Executive Session began at 5:56pm and concluded at 6:27pm.

Mayor Huffman reconvened the meeting at 6:33pm.

4C. APPROVE AN ENCROACHMENT AND JOINT USE AGREEMENT FOR
CARROLL/1709 LTD. OUTDOOR PATIO WITHIN THE UTILITY EASEMENT

Motion was made to approve Item 6A, Ordinance No. 480-790, (ZA21-0086), 2nd
Reading, Zoning Change and Site Plan for Multi-Sport Training Facility on property
described as Tract 3B3, C.B. McDonald Survey, Abstract No. 1013, Southlake, Texas,
and portions of Lot 1, Block 1, Carroll ISD No. 6 Addition and Lot 4R, Legends at
Southlake, additions to the City of Southlake, Tarrant County, Texas, and located at 2311
Crooked Ln., 1085 S. Kimball Ave., and 2320 Dean Way, Southlake, Texas. Current
Zoning: "AG" Agricultural District, "S-P-1" Detailed Site Plan District, and "S-P-2"
Generalized Site Plan District. Proposed Zoning: "S-P-1" Detailed Site Plan District and

Lighting Ordinance No. 693
- Athletic Field Lighting: The athletic field lighting shall not exceed (2) 60-foot-tall
poles, (2) 50-foot-tall poles and (1) 40-foot-tall pole and the maximum illumination
on the playing field shall not exceed 65-foot candles (maximum 20-foot candles
allowed per Lighting Ord. No. 693).
- The maximum Kelvin temperature for the athletic field lights will be 5700K
(maximum 4300K allowed per Lighting Ord. No. 693).
- Intensity of luminance projected from one property to another is 2.37 (maximum
0.50 allowed per Lighting Ord. No. 693).
Landscape Ordinance 544-B
- Landscape Ord. No. 544-B —variance to interior landscape requirement to reduce
accent tree requirement to as shown on plan (28 required — 8 provided).
Also noting the following:
- Noting that a natural north boundary line as represented on exhibit number 2; this
will consist of minimum 4-inch caliper elms, on 24-foot centers; minimum 25-gallon
Nellie R. Stevens to fill in the gaps, and working with a landscape architect, as well
as staff, to administratively approve the landscape design.
- Staff will have the authority to manage the operating hours, per the applicant's
request.

Ave. and 601 Silicon Dr., Southlake, Texas. Current Zoning: "S-P-1" Detailed Site Plan
District. Proposed Zoning: "S-P-1" Detailed Site Plan District, subject to Staff Report dated
