MEETING
OVERVIEW:
On October 4, 2021 the Southlake 2035 Corridor Planning Committee
held their thirty-fourth meeting. The Committee was sent a packet of
materials prior to the meeting that were to be discussed during the
session. A meeting agenda was posted, and the meeting time was
advertised on the City’s website. The following meeting report focuses on
discussion points made during the meeting by members of the
Committee, public and City staff. This report is neither verbatim nor does
it represent official meeting minutes; rather it serves to inform elected and
appointed officials, City staff, and the public of the issues and questions
raised by the Committee, City staff, and any attendees of the meeting.

ITEM #3 DISCUSSION – Review, discuss and make recommendations on the
proposed replatting of two residential lots into three single family residential lots
located at 315 and 325 Pine Street.
Staff presentation: Dennis Killough
• Platted in two lot configuration – “panhandle lot”
• Applicant proposes to re-subdivide lot to the east into two approx. 60,000 sq. ft.
lots and one 74,000 sq. ft. lot
• Zoning: SF-1A – Single Family Residential District
• Future Land Use: Low Density Residential and small portion in Medium Density
Residential
• Proposed conceptual plan – re-subdivide property to include additional 60,000
sq. ft. lot for a single-family home
o 325 Pine Dr. = 74,000 sq. ft.
o 315 Pine Dr. = 50,529 sq. ft.
o New 320 Pine Dr. = 60,000 sq. ft.
o Keep existing road and create new road to proposed 320 Pine Dr.
property
o Requesting road access easement
• Subdivision ordinance will require a variance to the panhandle lot configuration
for street frontage
o Subdivision ordinance requires all lots front on a public street for
residential development

Applicant presentation:
• Idea to have family all living close together
• Plans to tear down the house on 315 Pine Dr. and build a brand-new home
• Brother and his family will live in the home on 325 Pine Dr.
• Applicant and his family will live on the proposed 320 Pine Dr. lot
• One fence around the property
• Re-do landscaping on property
• The property itself is already a panhandle lot
Questions for applicant by the Committee:
Daniel Kubiak: How will the road flow close to the 315 Pine property?
Applicant: Propose to build a small access road through easement from one property
to the garage

Shawn McCaskill: Main cause of heartburn is the panhandle lot, but since it is an
existing panhandle lot, I’m not sure we can make you fix the problem… If the road that
Kubiak was discussing doesn’t work out, you might consider having access along the
south part of the property. Maybe make it a cul-du-sac, in essence and have access to
the two properties at the back instead of wrapping the road around the adjacent house
and property. This might help ease concerns with the panhandle lot situation.
Applicant: Yes, we took that in consideration when we first walked the property.
Daniel Kubiak: The use makes sense. We need to look down 30 and 40 years into the
future to make sure this development will be the cleanest and neat looking place as
possible.
Kathy Talley: From a Police and Fire standpoint, think about access to the property for
safety.
Amy Torres-Lepp: Biggest concern right now is we have a double stacking with two
homes, and if you put a third back there, I’m worried about the future of the property.
Would recommend looking at some design elements so they can feel more individual if
you will – for the future if they’re ever separated.
Chad Patton: Challenges - flag lot concept. The City recently lightened its zoning
ordinance with adding another dwelling on an existing property, so you might think
about that path instead of this concept. Might be tough to get this through P&Z with
what you have currently. Strongly encourage you to speak with staff about just adding
an additional dwelling.
