3. Review, discuss and make recommendations on a site plan for the
construction of two 2-family residential units on 2 residential lots (for a total
of 4 residential units) located at 400 & 420 Briarwood Dr.
4. Review, discuss and make recommendations on redevelopment of the
Texaco gas station, convenience store and car wash located at 110 W.
Southlake Blvd. for a new QuikTrip gas station and convenience store
generally located at the northwest corner of W. Southlake Boulevard and N.
White Chapel Blvd.
5. Review, discuss and make recommendations on a proposed zoning change
to allow an approximately 7,000 square foot research laboratory as an
accessory use to accompany the corporate office use located at 425 S.
Kimball Ave.
6. Review, discuss and make recommendations on a proposed zoning change
to allow a commercial catering kitchen as a permitted use for the property
located at 1800 E. SH 114.
7. Review, discuss and make recommendations on the development of
approximately 5 acres of land for retail, restaurant and office development
located at 2300 E. SH 114, 411 N. Kimball Ave. and 328 Shady Ln.,
generally located on the north side of E. SH 114, between N. Kimball Av e.
and Shady Ln.

MEETING
OVERVIEW:
On December 15, 2021 the Southlake 2035 Corridor Planning Committee
held their thirty-fifth meeting. The Committee was sent a packet of
materials prior to the meeting that were to be discussed during the
session. A meeting agenda was posted, and the meeting time was
advertised on the City’s website. The following meeting report focuses on
discussion points made during the meeting by members of the
Committee, public and City staff. This report is neither verbatim nor does
it represent official meeting minutes; rather it serves to inform elected and
appointed officials, City staff, and the public of the issues and questions
raised by the Committee, City staff, and any attendees of the meeting.

ITEM #6 DISCUSSION – Review, discuss and make recommendations on a
proposed zoning change to allow a commercial catering kitchen as a permitted use
for the property located at 1800 E. SH 114.
Staff presentation: Dennis Killough
• Existing building was previously a corporate office for EPI, which was a
commercial kitchen equipment and headquarters
• New owner for the building and doing cosmetic changes – the previous owner
had a demonstration kitchen on property and left that equipment behind and is
functional
• Purpose of request is to add S-P-1 zoning and allowing a commercial catering
kitchen to occupy the building (relocation)
• Zoning: B1
• Future Land Use: Mixed Use
• Optional Land Use Classification – medical wellness overlay with potential to
accommodate culinary and specialty retail uses, subject to traffic impact along
SH 114
• Changes to the building – addition of stucco and architectural awnings
(administratively approved through permitting)
o Would like to include an additional wall structure to the building in the
future
Questions for staff by the Committee:
Shawn McCaskill: Technically this would involve a zoning change, it will still be B1 but
add the permitted use for commercial catering kitchen?
Dennis Killough: That is correct. They are wanting to retain all the permitted uses
under B1 and add commercial kitchen use
Applicant presentation: Richard Williams and Ted Bilsky
• The catering kitchen has outgrown the current space they operate in
o Operations will not change after the move
• No increase to traffic patterns
Questions for applicant by the Committee:
Amy Torres-Lepp: Love the concept. Fine with the zoning change and special use.
Like the conceptual drawings and renderings, makes it feel more modern.
Michael Springer: Vent hoods and everything in place?
Applicant: Yes, vent hoods are in place. We are basically walking into 60% of the
commercial equipment in place – ovens, dishwashing machines, walk in refrigerators,
etc. We are walking into major savings.

Frances Scharli: Where will you place the garbage? Hoping it would be concealed.
Applicant: That exact comment came up from staff last week. We are looking at ways
to address that. There are some loading docks on the backside or the building, so we
are looking at ways to tuck in a dumpster enclosure somewhere in there.
