STAFF PRESENT: Assistant City Manager Alison Orlowski, Fire Chief Michael Starr, Police Chief James Brandon, Chief Financial Officer/Board Treasurer Sharen Jackson, PD Admin./CCPD Secretary Diana Green, Stacey Black, HR. Director and Lauren LaNeave, Assistant to the City Manager 1. CALL TO ORDER: 6:00 PM 2. PUBLIC FORUM: (This Is the Public's opportunity to address the board about non -agenda items. During this proceeding, the Board will not discuss, consider or take action on any items presented. We respectfully ask that anyone stepping forward to speak during public forum limit remarks to three minutes or less.) Forum opened. No one was present to address the Board. Forum closed. 3. CONSIDER 3A. APPROVE MINUTES FROM THE MAY 14, 2019 CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING APPROVED 4-0 Two spelling errors were pointed out. The word Call under 2. needs to be changed to Called and the word Form under 4B. needs to be changed to Forum. The spelling errors was noted for correction. Motion: David Barnes proposed a motion to approve the minutes from the July 30, 2019 CCPD Board meeting with corrections. Second: Eric Lannen Ayes: 4 Nays: 0 3B. SELECTION OF CRIME CONTROL BOARD DISTRICT OFFICERS. APPROVED 4-0 A concern of member conflict was brought up and addressed. Discussion took place. Motion: Frank Powers proposed a motion to re -nominate and elect the current officers to serve for another year. DISCUSSION OF THE 2019 EMPLOYEE ENGAGEMENT SURVEY RESULTS Stacey Black reviewed the results of the 2019 employee engagement survey using a Power Point presentation. She informed the Board that a survey has been taken every two years since 2013. Stacey stated that with an estimated 500 employees it is the City's desire to find out how to make its employee's experience better. The survey is not benefit nor compensation driven. Discussion took place. No action taken. Questions were addressed by Stacey Black. 4B. DISCUSSION OF THE 2019 CITIZEN SURVEY RESULTS Lauren LaNeave reviewed the results of the 2019 Citizen Survey. She informed the Board that the survey is conducted every other year and that it is open to all Southlake residents. It is conducted in order to bridge the gap between the City and the Community. The survey focuses heavily on performance measures, tracking progress. It also helps with planning for the future. The survey results provide a blueprint as the City develops budget, communication and department work plans. Discussion took place. No action taken. Questions were addressed by Lauren LaNeave and Chief Starr. 4C. UPDATE ON CRIME CONTROL & PREVENTION DISTRICT SALES TAX Sharen Jackson reviewed the sales tax report. She informed the Board that the October/November sales tax collections were three percent above the previous year's collections for the same months. Discussion took place. No action taken. Questions were addressed by Sharen Jackson. 4D. UPDATE ON SCHOOL RESOURCE OFFICER PROGRAM Chief Brandon briefed the Board on the SRO program. He reported that there are two vacant SRO positions and that staff is working to fill those positions. Chief Brandon informed that Board that two candidates have been selected to be interviewed as soon as scheduling permits. Discussion took place. No action taken.
