After many conversations with the city and CISD, it has been determined that the developers have
given zero consideration as to where these 70- 600 children will go. I was told by planning and zoning
that that happens after approval. CISD also confirmed they have not been consulted. I am open to
hearing feedback contrary to this.
Walnut Grove Elementary is already significantly overburdened by the approval of Metairie and Knoll
neighborhoods (don't you love the catchy "Mayor's Hill" that came with that one...), both of which are
zoned for Walnut Grove Elementary. Guess who is buying up those homes? Young families...
Walnut Grove just underwent a very expensive remodel to prevent the need for portable buildings.
That school cannot take on any more children. These 3 developments have the potential to increase
one school by 70-600 children and that is being generous. Johnson Elementary is in even worse
shape.
Plus, I think it is worth nothing that when (which will happen if this gets approved!), the school starts
rezoning neighborhoods to accommodate this, you are going to have some very, very angry
parents...
We must start holding developers accountable for more than just beauty and profit... they need to be
extensively including CISD staff, admins and school board in these development plans, so we can
have firm numbers on the impact to our schools. Overburdening even one school will negatively
impact our district ratings and the property values for the homes zoned for that particular school.
I would ask that CISD conducts and present an impact report, with the consideration of the other new
neighborhoods zoned for Walnut Grove, before any approvals are made on this new change. We all
know empty nesters will not be the ones buying up the villas, despite the fact that is how this is being
presented.
Transparency Always! Postponement, if that is an option, or an absolute NO for Carillon Parc,
Texas law re uires all real estate license holders to provide the Information about Brokerage Services form to orospective
clients.

Regarding Carillon Parc, ZA20-0029
Generally, I am not in favor of high density in Southlake however, I am in favor of two areas in Southlake
which have been approved for "Mixed Use" zoning, which isolates a bit of high density to these areas and
meets the needs of the changing demographic of Southlake, while supporting local businesses.
Southlake, like everyplace else in America, has an aging population. Baby boomers, once the largest
demographic in America, are aging. As we, the people of Southlake age, we have changing needs, and our
elected officials should be concerned about the needs of our aging Southlake citizens, those ages 55+. Carl and
I sold our 220 acres and approximately 10,000 sq. ft. of living space and purchased a Villa home in Carillon to
"right size" because of our changing needs as senior citizens. We and others moved into Carillon because of
the live -work -play lifestyle approved by City Council in 2008, which was again approved in 2018.
• From page 32 of the June 2019 issue of 360 West Magazine, "By 2021, the senior population in North Texas
will have increased by 41 percent from 2015 numbers."
• According to the Community Profile, prepared for the City of Southlake by Esri, in 2010,18.2 % of the
population of Southlake were ages 55 and above. In 2018, 28.7% of the population of Southlake were ages 55
and over; a 10.5% increase in 8 years. It is projected that by 2023, 34.7% of the population of Southlake will
be ages 55+. The senior population of Southlake is increasing at a rapid rate. Our elected officials should be
caring and planning for the needs of this huge group of Southlake citizens, which includes age -appropriate,
quality housing.
• By 2023, it is projected that 30.5% of the Southlake population will be between the ages of 55 & 74, whom
are typically still very active. This age group is not ready to live in nursing homes. They still want independent
living with quality lifestyles.
People love Southlake because of the quality of life it provides. Those who've lived here for decades, and
sometimes can no longer physically care for, or simply don't want huge homes and tracts of land, but would
prefer a simpler, high quality and luxurious lifestyle, need smaller, high quality, luxurious options where they
live, here in Southlake.
We need more manageably sized luxury living, close to amenities. Many seniors are not enthusiastic about
getting in a car and driving. Many love the idea that they can walk out the door and be in the middle of
shopping, dining, entertainment, and enjoying friends in a multi -general atmosphere. Although not a specified
senior community, Carillon villa homes are perfect for empty nesters and those ages 55+. Providing homes,
appropriately sized for senior citizens, within walking distance of dining, shopping, entertainment, and a
trolley system may also minimize the vehicular traffic of the aging population.
We don't want our empty nesters and senior citizens to move from Southlake. Senior citizens spend their
money and donate where they live. People who no longer have the expense of raising children and paying for
college have more disposable income. According to data from the Federal Reserve, "Older people, having had
more time to accumulate income, are more likely to have higher wealth than younger people, even if they may
have lower levels of wage income. Americans 55 and older collectively own 72% of wealth in the United
States, with Americans 70 and older owning 2B% alone." These folks have the time and money to shop, dine,
and support the businesses in their neighborhood, where they live, which could be in Carillon Parc. And, with
the kids gone and more time, they make great local volunteers and, they are voters. We've had some fine
peoAU:Zho've given their heart and soul to Southlake, move out of Southlake because there weren't enough
housing options for empty nesters and seniors, including Commissioner Gary Fickes, Mayor of Southlake from
1989-1996.

People living in our mixed -use deve�topments h�lo'Vusinessesk4\.�wk�survive and thrive. Tax revenue from these
businesses supports our Department of Public Safety, parks, and amenities, all of which provide for quality of
life for all Southlake citizens. Resident owned condos and more Villa's would be good for Carillon Parc
businesses and the City of Southlake, economically. The developers of Carillon Parc have stated that they
cannot make Carillon Parc work financially without the housing options, for which they are seeking approval.
No housing means no Carillon Parc.

just wanted to drop you a line to express my support for the proposed Carillon Parc development. I am a resident in
Carillon Parc and selected this location to build my home in part because of this proposed development. Our
community has waited years for this to happen and I believe it will not only add value and interest to our community but
to the city as well.
I love the unique concept of having chef inspired type of restaurants, a culinary school, the library located there among
many other features.
I have always been opposed to high density housing in the city but I do not consider the small number of luxury high end
condo's that are proposed being high density. I believe by definition they are not. In my opinion, the condominiums will
mainly attract retired, empty nesters or single professionals.
I greatly appreciate your consideration of my view and I ask for your vote to approve the development.

location', 12 acres of park space that will save a lot of trees on the north end, parking under

After many conversations with the city and CISD, it has been determined that the developers have
given zero consideration as to where these 70- 600 children will go. I was told by planning and zoning
that that happens after approval. CISD also confirmed they have not been consulted. I am open to
hearing feedback contrary to this.
Walnut Grove Elementary is already significantly overburdened by the approval of Metairie and Knoll
neighborhoods (don't you love the catchy "Mayor's Hill" that came with that one...), both of which are
zoned for Walnut Grove Elementary. Guess who is buying up those homes? Young families...
Walnut Grove just underwent a very expensive remodel to prevent the need for portable buildings.
That school cannot take on any more children. These 3 developments have the potential to increase
one school by 70-600 children and that is being generous. Johnson Elementary is in even worse
shape.
Plus, I think it is worth nothing that when (which will happen if this gets approved!), the school starts
rezoning neighborhoods to accommodate this, you are going to have some very, very angry
parents...
We must start holding developers accountable for more than just beauty and profit... they need to be
extensively including CISD staff, admins and school board in these development plans, so we can
have firm numbers on the impact to our schools. Overburdening even one school will negatively
impact our district ratings and the property values for the homes zoned for that particular school.
I would ask that CISD conducts and present an impact report, with the consideration of the other new
neighborhoods zoned for Walnut Grove, before any approvals are made on this new change. We all
know empty nesters will not be the ones buying up the villas, despite the fact that is how this is being
presented.
Transparency Always! Postponement, if that is an option, or an absolute NO for Carillon Parc,
Texas law re uires all real estate license holders to provide the Information about Brokerage Services form to orospective
clients.
