Item 4G - NarrativeNarrative Sign Ordinance: The lighting plans for the building were approved in the plans as presented to the city for the permits to begin construction. There are various up lights and down lights on the outside of the structure to illuminate the character of the building and add to the safety in the walkways around the structure. A muted white LED strip is present to accent the top stone parapet of the building and the north and south balconies on the southeast and northeast corner of the structure. These lighting accents have been upgraded with the ability to change color to enhance the enjoyment of the holiday seasons. It was the illumination of this ability to change color being tested, when the building was under construction, which brought this unique quality to the attention of the city. It has been suggested that there might be a need for a sign variance for the use of this mode of the lighting. The ability to change the color of these light strips was incorporated for the soul purpose of holiday lighting. Pursuant to Ordinance No. 704-J Sign Ordinance there is an exemption for Holiday Season Decorations. 5.3.13 “5.3.13 Holiday season decorations, school, religious organizations and college periodic event signs with no commercial message”. There is no commercial message in changing the color other than to bring attention to the Holiday. The light strip is programed to change colors in accordance with the Calendar of events below. Note all dates not listed below will revert to the subtle white light as originally designed. From Feb. 12th - Feb. 15th it is RED For Valentine’s Day From March 15th – March 19th it is GREEN for St. Patrick’s Day From July 1st – July 5th it is RED, WHITE, BLUE for fourth of July From Oct. 28th – Oct. 31st it is ORANGE for Halloween From Dec. 1st – Dec. 30th it is RED and GREEN Sparkle for Christmas Holidays On Dec. 31st it simulates a ball dropping for New Years’ eve If any or all of these dates are not permissible as a Holiday, they may be removed from the schedule or the total schedule can be removed and only the white lights will illuminate. The illumination of the building is only at night. No lighting is on during daylight hours. The intent was to whisper a reminder to the community that various days are upon us in which we celebrate life.
