Item 6 - 2035 Corridor Committee Meeting Report Southlake 2035 Corridor Planning Committee Meeting Report Meeting 30 – January 25, 2021 MEETING LOCATION: 1400 Main Street, Southlake, Texas 76092 Council Chambers, Town Hall IN ATTENDANCE: • City Council Members: Chad Patton, Shawn McCaskill, John Huffman • Planning & Zoning Commission Members: Gina Phalen, Michael Forman, Austin Reynolds • Park Board Member: Frances Scharli • City Staff: Ken Baker, Dennis Killough, Madeline Oujesky AGENDA ITEMS: 1. Call to Order. 2. Administrative Comments. 3. Review, discuss and make recommendations on three (3) proposed warehouse/distribution center buildings totaling approximately 330,980 square feet on approximately 26 acres generally located at the northwest corner of Mustang Ct. and Southwestern St. 4. Review, discuss and make recommendations on a proposed approximately 8,400 square foot STEAM building and 25 parking spaces to be added to the existing Clariden School at 100 Clariden Ranch Rd. 5. Review, discuss and make recommendations on a proposed proposed commercial sports facility consisting of a 32,550 square foot indoor building, a 28,245 square foot outdoor facility with restrooms, and 132 parking spaces on approximately 3 acres located at 2311 Crooked Lane. 6. Review, discuss and make recommendations on a proposed assisted living development consisting of 80 beds in five buildings on an approximately 5.5 acre portion of the New Day Church property at 101 E. Highland St., generally located at the southeast corner of E. Highland St. and N. White Chapel Blvd. 7. Review, discuss and make recommendations on the proposed development of a HTeaO tea store located at 190 Davis Blvd. being approximately 1.35 acres approximately 625 feet south of W. Southlake Blvd. on the west side of Davis Blvd., just south of Sonic. 8. Adjournment. MEETING OVERVIEW: On January 25, 2021 the Southlake 2035 Corridor Planning Committee held their thirtieth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake 2035 Corridor Planning Committee Item #7 – HTeaO Meeting #30 – January 25, 2020 Page 3 ITEM #3 DISCUSSION – Review, discuss and make recommendations on the proposed development of a HTeaO tea store located at 190 Davis Blvd. being approximately 1.35 acres approximately 625 feet south of W. Southlake Blvd. on the west side of Davis Blvd., just south of Sonic. Staff presentation: Dennis Killough • Future Land Use: Retail Commercial and Flood Plain • Zoning: S-P-2 480-356 • Site has shared driveway access with Sonic • Future Land Use Recommendations (South of Subject Site) o Davis Boulevard Properties – LU1 o Mixed Use • Approved Concept Plan ZA00-133 o Includes up to 4,000 sq ft retail building with drive-thru service • Site exhibit – Tea and retail store o Approx. 2,200 sq ft Questions for staff by the Committee: Shawn McCaskill: We saw a proposal on this piece of property last year, a car wash? Dennis Killough: That’s correct. Applicant presentation by: Todd Bockenfield N/A Questions for applicant by the Committee: Shawn McCaskill: Tell us about the store and concept of the development. Applicant: This business started out in West Texas during the 2008-2009 economic downturn when a couple noticed their tea sales through their restaurant sky-rocketed after introducing different tea flavors regularly. So, they moved the business to Midland and started franchising the concept. I’d say there are about 5 corporate owned stores and about 22-23 franchisee owned stores operating. Shawn McCaskill: I think it looks great and the concept fits well. Chad Patton: I echo Councilmember McCaskill. Over the past couple years, we’ve seen numerous concepts come through for this site and this is by far the best product we’ve seen to-date. Obviously, you have floodplain issues to the back. One thing I’ve seen past applicants do is activate the space in the back as a place for people to hangout – I’d recommend you talk to staff about how that can be better utilized from the City’s perspective. This would be a nice asset to the community, Southlake 2035 Corridor Planning Committee Item #7 – HTeaO Meeting #30 – January 25, 2020 Page 4 John Huffman: One thing you should speak with staff about – TxDOT has a plan for more medians in this area, which will shut down all northbound access for some of these sites. Applicant: We do want to have a median opening. Regarding the shared driveway, we are concerned about people turning into that space and turning left into HTeaO . If you have 2, 3, or 4 cars stacked up from Sonic, it will be hard to crossover to the HTeaO property. Michael Forman: Based on your concept, why would the Taco Bueno location not be a good location for this development? Applicant: This site is a little cheaper than the Taco Bueno one. Also, the logistics dealing with Chick-fil-A were worrisome.
