Phone Number (optional): IN SUPPORT OF CARILLON PARC A BIT OF CARILLON HISTORY 2008— City Council approved the Hines Developers "Mixed Use" development of Carillon, which included density, and the Villa District, which is a density project. Hines had developed the Galleria Malls in Dallas and Houston. The financial crash of 2008 caused the mixed -use retail district project to not go forward. 2016 Hines sold the property to different developers. Former Mayor Laura Hill recognized that, if the property was developed in pieces, no one would be building the park and other amenities approved. City Council was able to encourage the different owners to cooperate in the development. The majority owner of the property signed a contract with HCDP (Hunter Chase Development Partners) to sell his portion of the property to HCDP if City Council approved the new, greatly improved plans, so that HCDP could develop the property. In 2016-2018 HCDP worked closely with Carillon residents to get our input on the plans. HCDP made every change to the plans as requested by Carillon residents and, as a result, had an unprecedented showing of support at P&Z and City Council meetings. 2018, June 13 — City Council approved the plans. City Council chambers were packed with Carillon residents who greatly cheered the approval. The majority owner of the property saw the excitement and after getting approval of City Council, refused to honor the contract and demanded more money for his portion of the property. For over a year, negotiations ensued quietly, as not to harm the negotiation process. 2019, November— HCDP closed on the property and were eager to break ground. 2020—COVID shut down the types of businesses planned for Carillon Parc, restaurants and entertainment, and financial backing was lost. 2021, Jan. 26 - HCDP held a virtual meeting with Carillon residents, announcing they are putting the land on the market, but would continue to try to make Carillon Parc happen. 2021, Aug. 10— HCDP held a virtual meeting with Carillon residents, announcing they have taken the land off the market and are proceeding with the development with changes that must be approved by City Council. The new plans eliminated the majority of the approved "for sale" lofts and added more Villa District homes on the north end. The new library, restaurants, retail, carillon bell tower, a fountain, and the park are still in the plans on the south end of the development. All attending were gratefully in favor. 2021, Aug. 23 — HCDP presented the plans to the Corridor Planning Committee, which is comprised of members of City Council, P&Z, Parks & Recreation, and Economic Development. No vote was taken here. Although not an opportunity to speak, Carillon residents were welcome to watch the presentation and hear the comments from the Committee. 2021, Sept. 28— HCDP presented the new plans at a SPIN meeting, where anyone in Southlake could ask questions and comment. We didn't pack the house but, I was very proud that half of the room was filled with Carillon residents and, I was so delighted with those who offered input. The only concerns expressed were parking on Riviera and Palladian. I am so grateful for all the Carillon residents who've been a part of this process over the years, and for the overwhelming support and gratitude of this development group, which has only made the project better. Sincerely, Carl & MaryLee Alford, PO Box 92517, Southlake, TX 76092 Carillon residents at 1812 St. Philip Ave. October 27, 2021 Dear Mayor and City Council, Regarding Carillon Parc, ZA20-0029 7A Generally, I am not in favor of high density in Southlake however, I am in favor of two areas in Southlake which have been approved for "Mixed Use' zoning, which isolates a bit of high density to these areas and meets the needs of the changing demographic of Southlake, while supporting local businesses. Southlake, like everyplace else in America, has an aging population. Baby boomers, once the largest demographic in America, are aging. As we, the people of Southlake age, we have changing needs, and our elected officials should be concerned about the needs of our aging Southlake citizens, those ages 55+. Carl and I sold our 220 acres and approximately 10,000 sq. ft. of living space and purchased a Villa home in Carillon to "right size" because of our changing needs as senior citizens. We and others moved into Carillon because of the live -work -play lifestyle approved by City Council in 2008, which was again approved in 2018. From page 32 of the June 2019 issue of 360 West Magazine, "By 2021, the senior population in North Texas will have increased by 41 percent from 2015 numbers." According to the Community Profile, prepared for the City of Southlake by Esri, in 2010, 18.2 % of the population of Southlake were ages 55 and above. In 2018, 28.7% of the population of Southlake were ages 55 and over; a 10.5% in 8 years. It is projected that by 2023, 34.7% of the population of Southlake will be ages 55+. The senior population of Southlake is increasing at a rapid rate. Our elected officials should be caring and planning for the needs of this huge group of Southlake citizens, which includes age -appropriate, quality housing. By 2023, it is projected that 30.5% of the Southlake population will be between the ages of 55 & 74, whom are typically still very active. This age group is not ready to live in nursing homes. They still want independent living with quality lifestyles. People love Southlake because of the quality of life it provides. Those who've lived here for decades, and sometimes can no longer physically care for, or simply don't want huge homes and tracts of land, but would prefer a simpler, high quality and luxurious lifestyle, need smaller, high quality, luxurious options where they live, here in Southlake. We need more manageably sized luxury living, close to amenities. Many seniors are not enthusiastic about getting in a car and driving. Many love the idea that they can walk out the door and be in the middle of shopping, dining, entertainment, and enjoying friends in a multi -general atmosphere. Although not a specified senior community, Carillon villa homes are perfect for empty nesters and those ages 55+. Providing homes, appropriately sized for senior citizens, within walking distance of dining, shopping, entertainment, and a trolley system may also minimize the vehicular traffic of the aging population. We don't want our empty nesters and senior citizens to move from Southlake. Senior citizens spend their money and donate where they live. People who no longer have the expense of raising children and paying for college have more disposable income. According to data from the Federal Reserve, "Older people, having had more time to accumulate income, are more likely to have higher wealth than younger people, even if they may have lower levels of wage income. Americans 55 and older collectively own 72% of wealth in the United States, with Americans 70 and older owning 28% alone." These folks have the time and money to shop, dine, and support the businesses in their neighborhood, where they live, which could be in Carillon Parc. And, with the r. kids n and more time, they make great local volunteers and, they are voters. We've had some fine people, who've given their heart and soul to Southlake, move out of Southlake because there weren't enough housing options for empty nesters and seniors, including Commissioner Gary Fickes, Mayor of Southlake from 1989- 1996. People living in our mixed -use developments help businesses survive and thrive. Tax revenue from these businesses supports our Department of Public Safety, parks, and amenities, all of which provide for quality of life for all Southlake citizens. Resident owned condos and more Villa's would be good for Carillon Parc businesses and the City of Southlake, economically. The developers of Carillon Parc have stated that they cannot make Carillon Parc work financially without the housing options, for which they are seeking approval.
