This is to request a variance from Ordinance #311, Exterior
Masonry Construction Requirements, June 21, 1985, which would
permit the use of a synthetic stucco "outsulation" system for
the modification of the physical education building for the
( J Middle School of the Carroll Independent School District.
DARROW The intent is to make use of this material to enclose that
space damaged by a recent fire, and to face the metal siding
MCSPEDDEN of the existing gymnasium.
SELLARS, INC. The material proposed for use is an acrylic modified cementious
base stucco applied over a non-combustible fiber insulating base
manufactured by American Excelsior Company, Arlington, Texas.
ARCHITECTS The General Contractor for this project, Mr. Charlie A. Offutt,
PLANNERS has made a sample of this material available to Mr. Ron Moraine,
a building official for the city of Southlake, Texas.
FORT WORTH/SAN ANGELO Apparently, a variance for the use of similar material was pre-
viously granted for use in the curtain wall construction of a
proposed religious structure in the City of Southlake.
Your favorable action on this variance request would be greatly
appreciated.

SUBJECT: Gradall
As per your request , I have contacted several New and Used Equipment
Dealers that have a machine of equal size and capacity of a Gradall
Model 440 .
The New Model , Gradall Model G-3-W is available at approximate price
of $120 ,000 . depending on the terms . Leasing is offered by the
manufacturer and the interest rate will vary with the terms and length
of the lease . The current rate is 8% . Six months warranty is offered
0 on the new machine .
The rebuilt machine that is offered by Bill Harp Equipment will be
reconditioned to within 85% of its original condition when it was new,
for $55 , 000 . which includes operator training period and limited
warranty. Leasing is also available at an interest rate of 2% above
prime and will not vary over the length of the lease .
In talking and comparing the selling prices of new and used machines ,
there is approximately 20% depreciation on a new machine at the time
of sale , and they either hold or lose - value depending on their condition
and not necessarily their age .
It is my opinion that the purchase of the rebuilt machine would prove
to be more cost effective to the city. I would further state that in
coming years , as heavier demands and use for this type of machine is
needed, it will be necessary to purchase a large machine such as the
G660 . But even then, the economic defference between a new and used
machine will still have to be weighed at that time .

After receiving the bids and reviewing the task of completing the
project before us at the city park, Greg Last , of Cheatham and
Associates and myself met with the contractor and outlined the time
frame _and scope of work he will be required to do . He feels that
with a quick release to start work, he can meet our requirements
and have the ballfields ready to play on.
It is my recommendation that the contract be awarded to Taylor
Landscape and Lawn Sprinkler Company as soon as possible , and to
allow the Mayor to sign any change order if needed to expedite the
work in and effort to meet the starting date of the ball season of
April 6 ,1987 .

interest and involve people in litter prevention activities . Local
organizations , drawing from government and civic leadership are making
significant progress teaching and developing better solid waste management
practices.

Many cities within Tarrant County are affiliated with Keep American Beautiful,
Inc. and Keep Texas Beautiful, Inc. The Don ' t Mess With Texas campaign
sponsored by the Texas Highway Department is reducing the state's expenditures
on litter pickup while increasing public interest. All these efforts tie
together to help our cities.
An exciting event is being planned specifically to benefit Tarrant County, and
your city is invited to participate.
Youth members of Longhorn Council Boy Scouts of America, Circle T Girl Scouts
and First Texas Council Camp Fire are joining together for a county—wide cleanup
April 25, 1987 . The Don't Mess With Tarrant County, Texas Adopt—A—Spot/Cleanup
will be the kickoff event for Keep America Beautiful Week, April 25, through May
1 , 1987. An • estimated twenty thousand (20,000) youth from the three uniformed
organizations and volunteer adult leaders will select public property to clean,
take the collected debris to designated locations and then join together for a
celebration party.
Your city can participate by:
