MAYOR' S REPORT
Mayor Latta read a letter of
resignation written by Stella Pelej ,
who resigned as a member of the
Citizens Select Committee. Mayor
Latta commended Mrs. Pelej for the
time and efforts she gave as a
member of the committee. Council-
person Curry also thanked her for
her work.
A public hearing was held on the FY87
FY87 Budget . Mayor Latta ask for the BUDGET
support of the citizens, as it was a PUBLIC
very difficult budget to prepare HEARING
and many hours have been put into
the preparation. It was a tremendous
challenge. Westerholm and Bradley
also ask for citizen support .

The proposed tax rate was discussed.
Motion was made to approve the FY87
Curry x Tax Rate to 35.28 cents per $100.
Bradley x assessed valuation. The effective
McMahan x x tax rate will be 75.54% increase.

A discussion was held by Council CITY TAX
concerning City Tax Exemptions EXEMPTIO.
given by Southlake to persons over
65 years of age. Currently Southlake
given $3 ,000 for citizens over 65 year,
of age, which is below other
Tarrant County taxing entities.

The 17. 790 acre tract of land out of
the Thomas Easter Survey , Abstract
474 and the P.R. Splane Survey, Abstr-
act 1453 is located on Highway 26 and
was annexed into Southlake as Light
Industrial Zoning.
The action taken by the Planning and
Zoning Commission was noted by
Charles Curry, to be in favor of the
preliminary plat .
Varnel Roberts was present and indicat
ed they have worked out all the items
recommended for correction by City
Engineer, Eddie Cheatham.
They are requesting that no additional
improvements be required of them.
Eddie Cheatham had questions on off-
site water, he added it is to the
cities advantage to not have Continent. l
Blvd paved at this time but they
should proceed with the railroad

A discussion and public hearing was
held in regards to the change in
Water Rates. Daivd McMahan , Council-
person explained the need for a
rate increase is primarily the
increase in costs to operate the
system plus the pass through from the
City of Fort Worth. The proposed
increase was explained as being a
$20. base rate with $2 .40 per thousand
for up to 100,000 gallons and $3 .00
per thousand thereafter.

Varnel Roberts of PAWA Winkleman
wanted to be on record as strongly
opposing the development . He ask
that the item be tabled until a
consistant plan can be arrived at
between City of Southlake and City of
Grapevine. He noted that most of
Heritage Industrial Park is in the
City of Grapevine. Roberts stated
they also did a drainage study and
said Stacy ' s plan is unnatural flow
of water that will cause them
problems.
The question as to whether the plat
is a replat or should it have been
presented as a preliminary plat was
discussed. It was the opinion of
City Attorney, Bill Smith, and City
Engineer, Eddie Cheatham that it is
proper being acted upon as a replat .
