BACKGROUND INFORMATION
OWNER: Venus (Drews) Partners, V, L.P.
APPLICANT: Off the Vine
PURPOSE: The purpose of this request is to obtain a Specific Use Permit for the sale of
alcoholic beverages.
PROPERTY SITUATION: The property is located at 601 E. Southlake Boulevard, in the Village at
Timarron, Phase II.
LEGAL DESCRIPTION: Lot 4, Block 60, Timarron Phase 5.
LAND USE CATEGORY: Mixed use
CURRENT ZONING: "R-PUD"Residential Planned Unit Development District with"C-2"Local
Retail Commercial District uses.
HISTORY: -The zoning change was approved by the City Council on May 21, 1996.
-The development plan and preliminary plat for phase 5 were approved by
the City Council on May 7, 1996.
-The City Council approved a concept plan and revised preliminary plat for
the Village at Timarron on November 5, 1996.
-A final plat for the Village at Timarron was approved on November 7, 1996.
-An amended plat was approved by the City on November 21, 1997.
-The site plan for Village of Timarron was approved by the City Council
on February 17, 1998.
P&Z ACTION: April 18, 2002; Approved (4-0)
STAFF COMMENTS: Due to the limited scope of this request and the fact that no changes are to be
made to the previously approved concept/site plan,no new review letter was
generated. This site is subject to all conditions of the previously approved
plans. Attached is a site location exhibit.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE,TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
THE SALE OF ALCOHOLIC BEVERAGES ON PROPERTY WITHIN
THE CITY OF SOUTHLAKE, TEXAS, BEING LEGALLY
DESCRIBED AS A PORTION OF LOT 4, BLOCK 60, TIMARRON
PHASE 5, AN ADDITION TO THE CITY OF SOUTHLAKE,
TARRANT COUNTY, TEXAS, ACCORDING TO THE PLAT
RECORDED IN CABINET A, SLIDE 3675, PLAT RECORDS,
TARRANT COUNTY, TEXAS,AND BEING APPROXIMATELY 1.02
ACRES, MORE FULLY AND COMPLETELY DESCRIBED IN
EXHIBIT"A",AND AS DEPICTED ON THE APPROVED CONCEPT
PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS
EXHIBIT "B" AND PROVIDING AN EFFECTIVE DATE.
WHEREAS,a Specific Use Permit for the sale of alcoholic beverages has been requested by a person
or corporation having a proprietary interest in the property zoned as "RPUD" Residential Planned Unit
Development District with "C-2" General Commercial District uses; and,
WHEREAS, in accordance with the requirements of Sections 45.1 (1) and 45.6 of the City's
Comprehensive Zoning Ordinance,the Planning and Zoning Commission and the City Council have given the
requisite notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof; and,
WHEREAS,the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for the sale of alcoholic beverages on the property
being legally described as a portion of Lot 4,Block 60,Timarron Phase 5, an addition to the City of
Southlake, Tarrant County, Texas, according to the plat recorded in Cabinet A, Slide 3675, Plat

Records, Tarrant County, Texas, and being approximately 1.02 acres, more fully and completely
described in Exhibit "A", and as depicted on the approved Concept Plan attached hereto and
incorporated herein as Exhibit "B" and providing an effective date, subject to the provisions
contained in the comprehensive zoning ordinance and the restrictions set forth herein. The following
specific requirements and special conditions, if any, shall be applicable to the granting of this
