Item 5D City of Southlake, Texas MEMORANDUM February 12, 2002 TO: Billy Campbell, City Manager FROM: John Eaglen, Assistant to the City Manager (481-1433) SUBJECT: Resolution No. 02-006, appointing representatives to the SPIN Standing Committee for SPIN areas #1 and #13 Action Requested: City Council approval of Resolution No. 02-006, appointing representatives to the SPIN Standing Committee for SPIN areas #1 and #13 through December 2003. Background Information: The SPIN Standing Committee representatives are appointed for staggered two-year terms. In January of this year, all of the odd-numbered SPIN areas terms expired. The City Council appointed representatives for all of the terms except SPIN areas #1, #9w, and #13 by approving Resolution No. 02- 001 on January 7, 2002. The terms appointed by the City Council at that time ran through December 2003, and this resolution appoints the representatives for SPIN areas #1 and #13 for the same time period as those recently approved by City Council. At that time the former representatives in SPIN areas #1 and #13 elected not to seek another term, and there was not another selection for appointment prior to this time in these areas. SPIN #9w has been vacant since the summer of last year, and work is progressing on finding a representative for this SPIN area. In the interim, there are liaisons in SPIN #9w who are participating but do not wish to be appointed as the representative, and SPIN #9e Representative Brandon Bledsoe has offered to handle issues that arise in SPIN #9w until a representative can be appointed. Financial Considerations: Not Applicable. Citizen Input/ Board Review: Both Ms. White and Ms. Waters have participated in the SPIN Program as Liaisons for former SPIN Representatives Kim O'Brien (#1) and Bill Stone (#13), and have been regularly attending SPIN meetings for the past several months in order to get acquainted with the other Standing Committee members. Ms. White has also previously served as the SPIN #1 Representative on the Standing Committee. Legal Review: Not Applicable. L • RESOLUTION NO. 02-006 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING NEIGHBORHOOD REPRESENTATIVES TO THE STANDING COMMITTEE OF THE SOUTHLAKE PROGRAM FOR THE INVOLVEMENT OF NEIGHBORHOODS (SPIN); PROVIDING FOR TERMS; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Southlake, Texas, established the Southlake Program for the Involvement of Neighborhoods (SPIN) to provide a more available form of citizen participation in the affairs of the City Council; and, WHEREAS, the mission statement of SPIN is to provide a forum which fosters open government and timely communication between the citizens of the City of Southlake and City Government regarding programs, activities, and issues that affect the quality of life in the community and fosters a stronger sense of community; and, WHEREAS, under Ordinance No. 598-A, the City Council created the SPIN Standing Committee to represent each of the designated SPIN areas with residents from each SPIN area selecting a representative; and, WHEREAS, the City Council officially names the SPIN Standing Committee members through a resolution after the SPIN area has selected a representative; now c THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. The following are hereby appointed as neighborhood representatives to the SPIN Standing Committee for the term specified: SPIN Area#1 Cara White Through December 2003 SPIN Area#13 Trish Waters Through December 2003 Section 2.
