Review, discuss and make recommendations on the proposed Pinstack indoor entertainment venue located along the northeastern side of the 300 - 400 block of W. SH 114. 9. Review, discuss and make recommendations on a proposed mixed -use development including multi -family and retail commercial uses located at 8830- 8900 Davis Boulevard. 10. Review, discuss and make recommendations on a proposed mixed -use development including multi -family office and retail commercial uses located 1835 Shady Oaks Drive and along the southwest side of the 400- 500 block of W. SH114 11. Adjournment. MEETING OVERVIEW: On October 4, 2021 the Southlake 2035 Corridor Planning Committee held their thirty-fourth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City's website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. CITY OF SOUTHLAKE 0 ITEM #4 DISCUSSION — Review, discuss and make recommendations for a proposed a commercial fitness school located at 210 S. Nolen Drive. Staff presentation: Ken Baker • Zoning: S-P-1 • Future Land Use Plan: Retail Commercial • Zoning change and site plan request to all a commercial school as permitted use with a specific use permit (SUP) within Nolen Office Park development o SUP request for a proposed fitness studio in a 1-story, 3,500 sq. ft. lease space of a 7,966 sq. ft. building located at 210 S. Nolen Dr., Suite 100 Questions for staff by the Committee: Chad Patton: As we have done before, will the SUP be tied to lease? Ken Baker: Yes, the SUP approval can be tied to the lease or extension of lease Frances Scharli: Is there enough parking to accommodate this type of use? Ken Baker: City Council and P&Z will look at. This type of school includes more scheduled gym classes, not an open gym concept. Applicant presentation: • About the company (MADabolic) — "Industry's first and only science -based, strength driven interval training facility" o Culture driven / Community focused o New standard in small group fitness o Serving all — from everyday people to seasoned athletes o Sustainable long-term physical and mental results rooted in science, without the burnout effect • Community Impact o As a commercial fitness school - 1 parking spot is required per 3 individuals (25 max capacity for classes = 8.3 spots needed at peak hours) o Only operate 6 to 8 classes a day, which will minimize the impact of parking/traffic in the area o Hours of operation — Mon -Fri (5am — 7pm) / Sat (8am — 12pm) / Sun (gam — 12pm) o Noise level — music will not surpass 85 decibels (sound of traffic) ■ Diminishing wall will reduce 1/3 of the sound ■ Floor has sound absorption properties ■ No barbells, No tires, No sledgehammers at the facility ■ Class instruction occurs indoors Southlake 2035 Corridor Planning Committee Item #4 — MADabolic Meeting #34 — October 4, 2021 Page 3 Questions for applicant by the Committee: Chad Patton: How many people will be in a class? Applicant: Classes will have specific times - max 25 participants. Not an open gym concept. Chad Patton: What are you hours of operation? Applicant: Monday -Friday (5am - 7pm) / Saturday (8am - 12pm) / Sunday (9am - 12pm) Chad Patton: Will you operate outside at all? Applicant: Classes will operate solely indoors Amy Torres-Lepp: Is the parking count the right number? Chad Patton: Recommend you work with staff and parking requirements Chad Patton: Overall the concept is well received. The SUP will be tied to lease and staff can help with parking ratios. Honestly, no news is good news.
