Hawk, City Manager SUBJECT: Board Meeting -- June 15,1998 The Board of Directors of the Southlake Parks Development Corporation will meet on Monday, June 15, 1998 at 6:00 p.m. in the Council Chamber at City Hall. The following items will be addressed at the meeting: Executive Session - As has become our practice, we will begin the meeting with a brief Executive Session to discuss the status of land acquisition. Approval of the May 18, 1998 Meeting Minutes - If you have suggested corrections, we encourage you to notify Kim Bush (ext. 702). She will be happy to make the changes prior to the meeting and bring corrected copies to the Board for approval on consent agenda. Agenda Item No. 5. Authorize execution of a contract with Texas Parks and Wildlife Department (TPWD) for grant assistance for Bob Jones Park. Your packet contains a memo from Interim Director of Parks and Recreation Kevin Hugman explaining the details of this item. Staff believes we have met all the obligations necessary for entering into this contract, so we are now ready to move forward. Although we do not yet have a signed agreement from TPWD, this item has been placed on your agenda because it is critical that we sign the contract as quickly as possible and TPWD anticipates sending us a signed contract soon. We cannot be reimbursed for expenditures made prior to the execution of the contract; as such, this item has been placed on your agenda so that the Mayor is authorized to sign the contract when it arrives. Obviously, we do not anticipate that we will be able to make changes to the contract, however, we are having our attorneys review it so that we are completely aware of the conditions under which we will accept the grant funding. Please let Kevin Hugman know if you have any questions regarding this item. Agenda Item No. 6. Election of Officers. Section 3.1 of your bylaws state that officers shall be elected for terms of one year, to expire on May 31. As such, you will need to elect a President, Vice President and Secretary at this meeting. Note that Ralph Evans, Southlake Parks Development Corporation Meeting June 15, 1998 Page 2 who currently serves as Vice President, will preside over this meeting until the new President is elected. Agenda Item No. 7. Award of bid for irrigation improvements at Bob Jones Park. Bids for the irrigation system at Bob Jones Park will be opened at 11:00 a.m. on Monday. As Kevin Hugman notes in his memo, timing issues did not allow us to open them in time to prepare information for your packet, however, we will be prepared to make a detailed presentation to you at the meeting. We apologize for any inconvenience this causes for you, but feel it is important to keep moving forward as quickly as possible so that we can open the soccer fields this fall. The irrigation proposal base bid includes all of the soccer fields and an alternative for drip irrigation to the parking lot internal islands. Also included in the base bid is a variable speed vertical turbine pump. SPDC has budgeted $180,150 for irrigation improvements in Phase I. it Agenda Item No. 8. Award of bid for grass sod of soccer fields at Bob Jones Park. The bid schedule is the same for this item as for the previous item. The grass sod bid proposal is for the playing areas of 11 soccer fields, and a two -foot perimeter strip around each. These fields are located north of the parking lot areas, and 4W midway between the two parking lots. We are currently hydromulching the adult soccer fields that are located south of the southernmost parking lot. A temporary irrigation system will be installed for this area until the permanent irrigation system is installed and functional. Aizenda Item No. 9. Professional Services Contract with MESA Design Grout). As we discussed at last month's meeting, Kevin Hugman is working to mitigate some of the concerns staff and the Board has with Mesa Design. He and Park Planning and Construction Superintendent Ben Henry met with Mesa on Friday, June 5. Both felt the meeting was productive. Kevin and Ben reviewed the design changes for Bicentennial Park with Mesa, and discussed timing of the remaining design work and bid packages. They have set a target completion date of mid -February 1999 for Phase II work, enabling work to be completed prior to the tennis spring season, which begins in March. A letter from Mesa outlines the agreed upon dates and staff has reiterated that the bid packages will be reworked to our satisfaction before they are allowed to be advertised. Expect staff to come to you next month to request to advertise for bid package #2 (courts) and possibly bid package #3 (tennis pro shop and restroom) also. Agenda Item No. 10. Financial Report/Budget - Your packet contains the updated financial report/budget. Note that your commitment to purchase tracts of land last 11 Southlake Parks Development Corporation Meeting June 15, 1998 Page 3 meeting (which was subsequently confirmed by the City Council) has not been incorporated into the report, as this would necessitate a budget amendment. Given that we want to purchase land now, we need to begin tracking future expenditures to occur in future fiscal years. It is our intention to bring you a multi -year capital program for review and consideration in July. Agenda Item No. 11. Status Report of SPDC Projects - This report contains the latest updates. Please feel free to contact Ben Henry at extension 824 with any questions. Other Items of Interest West Beach Lot Acquisition - Your packet contains the most recent map illustrating lot acquisition for Bob Jones Park. Note that acquisition of lots for Phase I is substantially complete, with only two outparcels. One of the remaining lots is currently under contract and one requires condemnation. The condemnation hearing for that parcel is scheduled for June 16. According to our attorneys, approximately 56 parcels remain to be acquired. Nine of these belong to one property owner. We anticipate completing the acquisition process by law October. As always, we appreciate your efforts on behalf of the Southlake Parks Development Corporation. Hawk, City Manager FROM: Kevin Hugman, Interim Parks and Recreation Director SUBJECT: Authorize the Mayor to enter into a contract with Texas Parks and Wildlife for grant assistance for Bob Jones Park As you know, the City was awarded a $500,000 matching grant from Texas Parks and Wildlife in September 1997 for assistance in construction of Bob Jones Park. Prior to entering into a contract agreement for the project, the City needed to provide certain documentation. The City of Southlake has completed the requirements necessary to enter into a contract with Texas Parks and Wildlife for grant assistance. Those requirements were: 1) Cultural resource survey and clearance from the Texas Historical Commission. 2) Executed lease (including metes and bounds description) with U.S. Army Corps of Engineers. 3) 404 permit or clearance from Corps of Engineers for the fishing pier. 4) Site plan/boundary map with metes and bounds of entire project. Texas Parks and Wildlife Recreation grants branch is still reviewing our documentation, but expected to send a contract late Friday, June 12. They have provided a "generic" contract for our review and a copy has been sent to the City Attorney for their review. Once we have entered into the contract, we will be eligible to receive reimbursement for those projects identified in the grant application. We request you place this item on the June 15 SPDC agenda and the June 16 City Council agenda for their consideration. An updated map of status can be made available. a Cl Phase Phase I with TPWD Grant - $1,568,735 (Budget) 3° Design - Phase I Contract Began: March 18,1997 Consultant: Cheatham and Associates Completed: June 1997 Contractor: James Arnold Construction Began: August 29,1997 Completion of Construction (Phase 1): Status: James Arnold Construction has substantially completed the Phase I contract. A change order was approved by SPDC to address the perimeter slope of the pond and practice ballfield improvements. J.L. Bertram Construction has completed parking lot curb and gutter. Final grades are being established for asphalt paving. Ratliff Iron Works has installed 90% of the east/west fence section. Installation will resume with completion of the parking lot curb and gutter. Bids for the irrigation and sodding of soccer fields will be presented to SPDC June 15, ' 1998 for approval. Contractors are currently hydromulching the two adult soccer fields. SPDC approved schematic plans presented in April. Construction documents are being prepared to include: pavilion, boardwalk; picnic tables and grills, hike and bike trail, playground (50%). The design contract was approved by SPDC and Council with Cheatham and Associates. IL 1 Nature Center Planning - $20,000 (Budget) Status: A committee has formed to define the scope of the Nature Center for Bob Jones Park and plans to meet this month. Park staff will provide program information to assist in the design and development through the Audubon Society. The Nature Center Committee toured the site Sept. 8, 1997 with Mrs. Tucker. Phase II with TPWD Grant - $465,750 Status: To begin May 1999. Status: A public hearing was held February 5, 1998 with Park Board. The layout of the Master Plan was approved with the inclusion of relocating the restroom facility, creating a berm south of the school, providing a natural barrier to Country Walk Estates, and providing 25 additional parking spaces. Primary elements include four unlighted ballfields and two practice soccer fields, both sized for elementary -age use; one larger practice soccer field and adult practice ballfield. A trail loop is planned which would tie in with the anticipated Continental Blvd. trail. Master Planning Royal and Annie Smith 4 - Status: A public hearing was held February 5, 1998 with Park Board. Approval was tabled pending definition of a community park versus a neighborhood park. KISD received approved plans through City Council to construct a library and parking lot this summer. KISD's approved plan has necessitated some redesign of park plan. Park staff will continue to make seasonal site improvements throughout the planning process. Building Inspection has reviewed the house. Planning for Continental Boulevard Trail (White Chapel to Davis) - $9,000 Completed Design - Phase I Contract Completed: November 25,1997 Consultant: Dunaway Associates, Inc. Status: Upon acquiring all necessary right-of-way, construction to improve Continental Blvd. will begin. Current funding is not available for the estimated $318,800 needed for trail construction.
