Hawk, City Manager SUBJECT: Board Meeting -- March 16, 1998 The Board of Directors of the Southlake Parks Development Corporation will meet on Monday, March 16 at 6:00 p.m. in the Council Chamber at City Hall. The following items will be addressed at the meeting: I Executive Session - As has become our practice, we will begin the meeting with a brief Executive Session to discuss the status of land acquisition. I Note that this agenda contains a few "consent agenda" items. The items placed on the consent agenda are those considered to be routine by the staff, including those for which a specific staff recommendation is being forwarded to you. You may pull any item from the consent agenda if you feel deliberation is needed. The consent agenda includes the following: Approval of the February 16. 1998 Meeting Minutes - If you have suggested corrections you I may wish to notify Kim Bush (ext. 702). She will be happy to make the changes prior to the meeting and bring corrected copies to the Board for approval on consent agenda. I Agenda Item No. 5. Change Order #1 to add gates to the contract with Ratliff Iron Works for fence at Bob Jones Park. You will recall awarding the bid for the pipe rail fence at Bob Jones Park to Ratliff Iron Works in December 1997. At that time, we recommended that you award Ithe base bid to Ratliff, recognizing that the bid did not include the gates. Staff was still considering alternatives for the gates, and noted that we would bring forward a change order Ifor the gates at a subsequent meeting. We are now ready to proceed, and recommend your approval of this change order. Note that I the cost of the gates ($2,100) brings the total cost of the fence to $38,725, still below the budgeted amount of$38,750. I Agenda Item No. 6. Budget Amendment -- Development of Koalaty Park. At your last meeting, the schematic plan for Koalaty Park was presented by Park Planning and Construction Superintendent Ben Henry. You approved the conceptual plans, and directed staff to bring back cost estimates for development. Your packet contains the estimates prepared by Ben. 1 IL Southlake Parks Development Corporation Board of Directors Meeting March 16, 1998 sum ..- Note that the conceptual layout included in your packet does not reflect the changes made to the plan by the Park Board/SPDC. Recall that these changes were: • move the restroom facility to the north; ih• • a fence or gate be placed between the northwest and southwest fields to deter access from the west; • a natural barrier be installed on the west side to deter people from parking on Village Green Drive and walking to the fields; • an additional 25 parking spaces be included; • a berm be created on the south side of the school to deter people from entering the creek and possibly crossing into property owners' yards. r. The Board suggested that an issues associated with the berm including drainage, safety, etc., can be worked out later. Although your packet contains no suggested phasing for the project, Ben Henry does plan to divide the project up into pieces that would logically be developed together, allowing you to move forward with portions of the plan in lieu of committing funds for the entire project, if this is your wish. This item has been placed on your agenda as a budget amendment to give you the flexibility to fund its development if this is the direction the Board would like to take. i Agenda Item No. 7. Schematic Plan for Bob Jones Park. Phase II. The first "draft" of the schematic plan was taken to the Park Board on Monday, March 9. They were pleased with the plan, but approved the plan with changes. The consultant is making the changes approved by the Board, and will have a new plan ready for your review on Monday evening. Your packet does contain the architectural plans for the pavilion. Note that the architect, Ron Hobbs will be at the meeting to answer any questions you may have. r Agenda Item No. 8. Future Bond Sale. President Yelton requested that we discuss the future bond sale with Jim Sabonis of First Southwest Company at the March meeting, and we have arranged for him to attend the meeting. Your packet contains the schedule he has prepared in `,,,, conjunction with Director of Finance Lou Ann Heath. Timing, as always, will be a critical element in your decision-making process. According to Mr. Sabonis, SPDC could sell an additional $1.84 million in revenue bonds if it were to issue the debt today. However, if we meet our sales tax projections for this fiscal year, there is a possibility that as much as $4.5 million could be sold. We plan to have him discuss these issues with you on Monday. Agenda Item No. 10. Financial Report/Budget. Your packet contains the updated financial ,... report/budget. Since your last meeting, Director Heath and Director of Parks and Recreation Kim Lenoir have had an opportunity to discuss the various components of the grant projects. Southlake Parks Development Corporation • Board of Directors Meeting March 16, 1998 We hope we have clarified the issues raised by Mr. Martin at the last meeting. If you still have lingering questions, I would encourage you to call either of the directors for clarification. Agenda Item No. 11. Status Report of SPDC Projects. This report contains the latest updates. Please feel free to contact Ben Henry at extension 848 with any questions. Other Items of Interest West Beach Lots. Your packet contains the most recent map illustrating lot acquisition for Bob Jones Park. Placement of log cabin at Bicentennial Park. On Monday, March 9, 1998 the Park Board considered the placement of one log cabin at Bicentennial Park. This item was brought to the Park Board for consideration at the request of Aloha Payne. The Park Board recommended approval of the general placement of the log cabin in an area near the southeast portion of the park. The specific location will be determined by Parks Planning and Construction Superintendent Ben Henry. No SPDC funds are required, therefore, the item will be sent directly to the City Council for their consideration. Award of bid for ballfield lights for fields #1 and #3 at Bicentennial Park. You will recall ... authorizing staff to seek bids for this project during your December meeting. Although we have received the bids, we are not yet prepared to make a recommendation to you. The bids came in somewhat higher than expected, so staff is analyzing the situation to determine the extent of our alternatives. Delay of this item by one month will not cause problems, but will ensure that we take the time we need to make an informed recommendation to you. Smith Park master planning. The Park Board considered the plans for Smith Park at its March 9 meeting, and approved the plans presented by staff. However, there was no "public" present during the deliberations. As such, they have asked staff to advertise for a public hearing for April. Upon final consideration, the plan will be forwarded to you for approval. Note that the approved plans include lighted tennis courts. If this is not changed, it will be necessary to amend our contract with Mr. Smith. We have begun preparation of this amendment, but want to wait until the plans are completed to initiate formal execution. This amendment will need to be approved formally by the City Council. Hawk, City Manager FROM: Kim Lenoir, Director of Parks and Recreation SUBJECT: Schematic Plan for Bob Jones Park with Grant - Phase I LThe Park Board and the staff park development team have reviewed and are recommending the schematic plan for the Bob Jones Grant project. Attached is a sketch of the pavilion/fishing dock design and playground lay-out. Monday Cheatham and Associates and Ron Hobbs Architects will be present to review the overall plan with the SPDC board members. If this plan meets with SPDC's approval, the consultants will proceed with construction documents and bid specifications. The construction documents and bid specifications will need to be submitted to TPWD for review and approval. The TPWD review takes between 30 to 60 days. Our goal is to request SPDC authorization to bid this project in May upon approval and authorization of TPWD. Hawk, City Manager • FROM: Lou Ann Heath, Director of Finance SUBJECT: FUTURE BOND SALE L The SPDC Board has asked for an update on the current and future senior lien debt capacity of the Southlake Parks Development Corporation. Mr. Jim Sabonis of First Southwest Company prepared debt schedules that indicate $1.84 million in additional debt could be issued right now based on SPDC's current sales tax collections. If the SPDC waits until the end of the fiscal year, and the budgeted sales tax for the remainder of the year is received, SPDC could issue $4.5 million in bonds. The schedules assume a 25 year amortization at a 6% interest rate. If the SPDC Board wants to proceed with issuing additional bonds now, staff will develop a preliminary official statement and bring forward to the Board the necessary paperwork for action. If the consensus is to wait until later in the fiscal year, staff will delay until the appropriate time. Mr. Sabonis will be at the Monday night meeting to discuss the SPDC future bond sales. P +r. Award of Bid for Bicentennial Park - Phase II. You will recall authorizing staff to bid Bicentennial Park package #1 (grading and utilities) and #2 (recreational facilities). Unfortunately, the Citydid not receive favorable bids for these packages. The decision to Y P g award the bid is further complicated by the manner in which MESA wrote the specifications, which allowed bidders to either submit one bid for both packages, or separate bids. It was staff's intent that the bid packages would be bid separately (which is why we convinced you to bid them in packages). In any case, we have attempted to provide you with a number of options to review, including 1) awarding the bid to the low bidder for package #1 (Pittman Construction) with dirt hauling to be performed under the current contract with James Arnold, 2) awarding both packages to the lowest combined bid (Inform) with certain alternates, 3) award of both packages to the lowest combined bid (Inform) with more alternates, or 4) reject all bids. The memo from Kim Lenoir describes the options in more detail. Note that your decision regarding dirt hauling will potentially affect the change order item to follow on the agenda. When considering alternate #2 for (2) basketball courts, you need to add $80,937 to the budget. SPDC had budgeted these exact estimates. Ten (10) qualified companies submitted bids. The bids have been reviewed and references checked (bid tabulation attached). All bids were over budget but within range of each other; Ltherefore, staff believes we have true cost bids. Unfortunately, MESA wrote the specifications so that if bid packages #1 and #2 were received together in one envelope, the bid would be considered together, but if a single bid package was received in a separate envelope, it could be considered alone. Seven bids were received with bid packages #1 and #2 in a single envelope. Three bids were received for bid package #1 only. One bid was received for bid package #2 only. The Park Development Review Staff Committee of Ron Harper, Chris Carpenter, Shana Yelverton, Lou Ann Heath, Ben Henry and myself met to outline options for SPDC to consider. Option One: Award bid package #1 to the low bidder Pittman Construction for $590,646 without alternate #1 and award a change order to James Arnold Construction to haul the fill material needed from Bob Jones Park to Bicentennial Park. Total Cost: $678,771; $311,106 over budget. (*Note: estimate by J. Arnold Construction does not separate out excavation costs directly attributable to Bob Jones Park. Presumably the cost for dirt hauling $88,125 could be charged to either Bob Jones Park or Bicentennial Park.) Option Two: Award bid packages #1 and #2 as a combined package to the low bidder Inform Construction with alternatives #1 (hauling dirt from Bob Jones), #2 (two basketball courts), and #6 (deduct PVC coating on tennis court fencing). Total cost $1,399,147; $273,520 over I l City of Southlake,Texas budget. (*Note: The MESA estimate of $80,937 for (2) basketball courts has been added to the budget estimates.) Option Four: Reject all bids andbi d b d again with all three bid packages combined and/or redefine the scope of the project. Contributing factors to the bids being overbudget are partially determined to be the cement shortage affecting all projects and the extensive drainage system as designed and bid. The down side with options two and three is that within bid package #2, the tennis complex is only partly built (8 courts instead of 13) and the concrete hike and bike trail (that would replace the asphalt trail) around the park is not included. Hawk, City Manager FROM: Kim Lenoir, Director of Parks and Recreation SUBJECT: Approval of Change Order #1 to the contract with James Arnold Construction for grading work at Bob Jones Park SPDC is considering this request Monday, April 20 and it is on the Tuesday, April 21 City Council agenda for City Council to consider SPDC's action. James Arnold's grading contract for Bob Jones Park included a rope barrier and four foot shelf under the lake. Staff raised concerns about the safety of the rope barrier and shelf under water on a lake that is for recreational fishing. Cheatham and Associates shot existing grades of the lake as built. Upon review of the issues Cheatham and Associates agreed that the rope and shelf should be removed but that the slope of the lake should be graded to an 8:1 slope. The net decrease result of that change in plans was $19,800. SPDC also requested that James Arnold continue grading to include two of the four ballfields for practice which would be located south of the existing soccer fields. The City Attorney has said that SPDC could consider a change order not to exceed 25% of the original contract to transport dirt from Bob Jones Park to Bicentennial Park. The dirt transporting option is estimated at $88,125 and be 23.8% of the original contract. If SPDC decided to grade the ballfields and haul the dirt the cost can not exceed 25% of the original contract. Change order #1 option one: Includes grading the lake and ballfields only. Change order #1 option two: Includes grading the lake and ballfields and hauling dirt from Bob Jones Park to Bicentennial Park. Depending on what action SPDC determines to take on the Bicentennial Park bids will determine which of these two change order options SPDC should select. Phase I with TPWD Grant- $1 568 735 (Budget) Design - Phase I Contract Began: March 18, 1997 Consultant: Cheatham and Associates Completed: June 1997 Contractor: James Arnold Construction Began: August 29, 1997 Completion of Construction (Phase I): Status: James Arnold Construction has substantially completed the Phase I contract. A change order will be presented to SPDC April 20, 1998 for consideration to address the perimeter slope of the pond and practice ballfield improvements. SPDC approved phase I grant project on October 20, 1997 to include: a cultural resource survey, construction plans, site plan,pavilion,picnic tables and grills, soccer fields, hike and bike trail,fishing dock foundation,practice ballfields,playground(50%). A design contract was approved by SPDC and Council with Cheatham and Associates. .r► Park staff submitted a 3 month continuance request for signing the grant contract. The cultural resource survey onsite investigation was completed on Dec. 11, 1997. Clearance has been granted by the Texas Historical Commission. A schematic plan for Bob Jones Park Phase I with grant elements will be presented to SPDC April 20, 1998. Nature Center Planning-$20,000 (Budget) Status: A committee has formed to define the scope of the Nature Center for Bob Jones Park. Park staff has provided program information to assist in the design and development through the Audubon Society. The Nature Center Committee toured the site Sept. 8, 1997 with Mrs. Tucker. The contract is being revised by TxDOT, Southlake, Colleyville and North Richland Hills. The cities entered into an interlocal agreement with each other to design and construct the trail under one contract with a more cost effective and efficient approach. C C C L I 9-3 C NEIGHBORHOOD PARKS Master Planning Noble Oaks Status: Design has been held pending coordination of adjacent improvements with CISD. Master Planning Koalaty Status: A public hearing was held February 5, 1998 with Park Board. The layout of the Master Plan was approved with the inclusion of relocating the restroom facility, creating a berm south of the school,providing a natural barrier to Country Walk Estates, and providing 25 additional parking spaces. Primary elements include four unlighted ballfields and two practice soccer fields, both sized for elementary-age use; one larger practice soccer field and adult practice ballfield. A trail loop is planned which would tie in with the anticipated Continental Blvd. trail. Master Planning Royal and Annie Smith Status: A public hearing was held February 5, 1998 with Park Board. Approval ar was tabled pending definition of a community park versus a neighborhood park. KISD plans to construct a parking lot this summer and has inquired as to our participation. KISD also plans to construct a new 3,500 sf. library adjacent to the southeasterly g corner of the school. Traffic concerns were addressed through a prior traffic study. Park staff will continue to make seasonal site improvements (i.e.; winter-pull carpet from house and tree trimming) throughout the planning process. Building Inspection has reviewed the house. Foundation contractors have been contacted and no improvements are necessary. CONTINENTAL TRAIL DEVELOPMENT Planning for Continental Boulevard Trail(White Chapel to Davis)-$9,000 Completed Design - Phase I Contract Completed: November 25, 1997 Consultant: Dunaway Associates, Inc. Status: Upon acquiring all necessary right-of-way, construction to improve Continental Blvd. will begin. Current funding is not available for the estimated$318,800 needed for trail construction.
