City of Southlake, Texas MEMORANDUM November 13, 1997 TO: Curtis E. Hawk, City Manager FROM: Kim Lenoir, Director of Parks and Recreation SUBJECT: Authorization to advertise for bids for fencing at Bob Jones Park In accordance with our procedures the Southlake Park Development Corporation (SPDC) needs to consider authorizing staff to advertise for bids for fencing at Bob Jones Park. City Council will also need to approve action taken by SPDC at their meeting Tuesday, November 18. Attached are the specifications of a pipe rail fence recommended by the Park Staff Development Team of Shana Yelverton, Lou Ann Heath, Ron Harper, Chris Carpenter, Ben Henry and me. We selected this fence in keeping with the "rural ranch theme" of this northern Southlake park and the function it will offer in stopping stray soccer balls. Pipe rail gates will be installed across the parking lots which will help secure the park while it is under construction and after hours once it is open to the public. The plans enclosed show a deceleration lane that needs to be deleted from the final specifications. The lay -outs have be reviewed and recommended by the Park Staff Development Team. The cost estimate is higher than what was budgeted but Cheatham and Associates feel that the timing of the bid and various options listed give us the flexibility to get a bid below this estimate. The scope of work has not changed from the original contract. Mesa Design Group presented staff and the Southlake Tennis Association with the first refined plan of the tennis center building. Enclosed is a letter from Robin Jones and Laura Suarez in response to that plan. The Park Staff Development Team was not satisfied with the plan presented but did not discuss alternatives as recommended by Jones and Suarez. The City Attorney is reviewing our current contract with Mesa Design Group. Staff will be prepared to discuss options with SPDC Monday. White Chapel Ave. Southlake, Texas 76092 Project: Bicentennial Park Phase II (97043) RE: Additional Services Dear Kim, Pursuant to recent SPDC approval of the schematic design and budget for the above referenced, we respectfully ask you to consider a fee increase for basic services. In our original proposal, we based our fees on a project budget of $1,350,000.00 with scope of work as detailed in cost estimates submitted at that time. Since the construction budget has been increased to $1,910,000.00, we propose a fee increase that is proportional, based on the original basic service and reimbursable fees of 7.8%. This amounts to a fee increase of $43,680.00. Additional surveying, platting, and geotechnical services will not be required. Drawing on past experience, we have found that it will require these additional fees to produce the additional drawings and details that will surely result from this budget increase. We sincerely appreciate your careful consideration of this request and will be happy to discuss it with you in more detail. ,.-- fe 3100 McKinnon Street / 7-6 ► / Dallas, Texas 75201 214/8714 -1507 November 13, 1997 Ms. Kim Lenoir, Director City of Southlake Parks and Recreation Department Dear Kim: On behalf of the Southlake Tennis Association, Laura Suarez and I would like to express our thoughts and give a recommendation regarding the proposed Tennis Center Complex. First, we would express our dismay and disappointment at the plan sample sent by MESA Design for the pro shop. Even after spending several hours with MESA over the past few months as well as at countless Park Board meetings discussing design and concept, the plan sample represents absolutely nothing of our discussions. From dimensions, to layout, to internal facilities to exterior facade, it is evident that nothing was accomplished or passed on by MESA to the designers. I am certain that the City of Southlake was billed for those meetings, of which the results are virtually nonexistent, as indicated by the architectural plans. Second, we would like to recommend, as discussed at the SPDC meeting which Laura and I attended, that the City save itself untold dollars by directly contracting out design and construction of the pro shop as well as the courts themselves. This will be beneficial for the city for several reasons: 1. The design and construction would be handled by one entity, enhancing the communication and overall uniformity of the project. 2. By taking this project in-house, the 15% and 10% contracting and design fees would be saved on the project. This could mean upwards of $60,000 on the pro shop alone. We already have willing volunteers who will be instrumental in the development of this project, so why pay a third party to muddy the waters? 3. The Southlake Tennis Association would like to recommend Paul Canup of Retex Corporation to give a design and construction bid on the project. I have forwarded his name and number to you under separate cover. We will also be happy to recommend several tennis court construction companies for bids which will also cut out the middleman costs. It is our hope that implementation of this plan can go smoothly with as few unneccesary levels of communication to decipher as possible, but at a significant cost savings to the City of Southlake. The commission awarded the owner 8847, 000. On May 13, the Brunson' filed an appeal of the ruling. A countersuit trial has been scheduled for December 10, 1997. Phase II construction - $1,900,000 (as amended Sept. 29, 1997 = Prior budget $1QSO,OaO) Design - Phase II Contract Began: June 17,1997 Estimated Completion of Design: September 1997 Consultant: MESA Design Group Status: Design layout and budget were approved by SPDC on Sept. 29, 1997. Construction documents are currently being prepared with initial emphasis being given to grading l drainage, hockey development alternatives, and schematic architecture. Date to bid is tentatively set for January 1998. Adventure Alley Fence Extension - $5,000 (Budget added. Oct. 1, 1997) Status: Fence to be installed after completion ofgrading. Estimated construction date is June 1998. Grass Sod Field 2 - $14,000 (Budget added Oct. 1, 1997) Status: Grass to be installed during the month of June 1998. Phase I construction - $1,500,235 (Budget) 1�esign - Phase 1 Contract Began: March 18,1997 Consultant: Cheatham and Associates Completed: June 1997 Contractor: James Arnold Construction Began: August 29,1997 Completion of Construction (Phase I): November 10,1997 Status: James Arnold Construction has completed the Phase I contract. A fourteen day extension was granted due to rain. KSB has located boulders that could be potentially moved to Bob Jones Park. Park staff is currently searching for a no cost means to relocate and implement. SPDC to consider change order no. 1. Nature Center Planning - $20,000 (Budget) Status: A committee has formed to define the scope of the Nature Center for Bob Jones Park. The Nature Center Committee toured the site Sept. 8, 1997 with Mrs. Tucker. The committee will prepare a plan for review. Phase II construction grant request - $500,000 Status: SPDC approved phase I-b grant project on October 20, 1997 to include: a cultural resource survey, construction plans, site plan, pavilion, 15 picnic tables and grills, soccer fields, hike and bike trail, fishing dock foundation, practice ballfields, playground (50%). Formal requests and submittals are in progress to execute a lease with the U.S Army Corps of Engineers, and to enter into contract with the Texas Parks and Wildlife Department. All documentation must be completed prior to February 28, 1998. ii a Hike and Bike Trail Construction - 548,000 (20% of project costs) (Budget) Status: A contract is being revised with TYDOT at the request of Southlake, Colleyville and North Richland Hills. The cities entered into an interlocal agreement with each other to design and construct the trail under one contract with a more cost effective and efficient approach. Meetings with TxDOT have resulted in construction administration being conducted by each city, and construction plans being prepared in English units in lieu of required Metric units. MESA Design Group was recommended by the interviewing committee. N. Richland Hills is reviewing the design proposal and will forward for staff review. Contract to be considered by SPDC in December 1997. CISD Parking Lot at Carroll Middle School Gym - $70,000 (Budget) Status: CISD has completed plans through Cheatham and Assoc. for a 50-car parking lot in front of the gym, south side facing Dove Road and east of the circle drive. Low bid was approximately S108, 000. TPM will approach CISD to fund the balance. Soccer Practice Fields - $6,000 (Budget added Oct. 1, 1997) Status: Plans are being prepared. Softball Field 1 Lights - $45,000 (Budget added Oct. 1, 1997) Status: Plan to bid during the month of December 1997. Joint -Use Equipment - $5,000 (Budget added Oct. 1, 1997) Status: Available as needed. Signage for all Parks - 57,000 (Budget added Oct. 1. 1997) Status: Available as needed Master Planning Noble Oaks - $7,000 (Budget) Status: Design has been held pending adjacent improvements. Master Planning Koalaty - $9,000 (Budget) Status: I Fil/1 has been contacted as to the availability of'survey information on Carroll Elementary. Pending their response, survey information may be requested. Conceptual plans were presented to Park Board Oct. 13. 1997 and to SPIN #10 Oct. 14, 1997. Primary elements include four unlighted ballfields and practice soccer fields. Both sized for elementary age use. A trail system is planned which would tie in with the anticipated Continental Blvd. trail. Master Planning Royal and Annie Smith - $9,000 (Budget) Land Acquisition Budget - $300,000 Actual Cost - $369,120.54 Status: Conceptual plans based on preliminary feedback were presented to Park Board Oct. 13, 1997 and KISD staff Nov. 12, 1997. KISD does plan to construct a new 3,500 sf library contiguous with the southeasterly corner of the school. Traffic concerns are being addressed through a prior traffic study. Park staff will continue to make seasonal site improvements (i.e.; autumn - tree trimming) throughout the planning process. Building Inspection has reviewed the house (report attached). Foundation contractors will be contacted and asked to submit a proposal for improvements. Planning for Continental Boulevard Trail (White Chapel to Davis) - $9,000 (Budget) Design - Phase 1 Contract Began: April 1, 1997 Estimated Completion of Design End of September Consultant: Dunaway Associates, Inc. Status: Road alignment options are being finalized to complete construction plans. Upon acquiring all necessary right-of-way, construction to improve Continental Blvd will begin. Current funding is not available for the estimated $318,800 needed for trail construction. Total Budget Allocated - $100,000 Adventure Alley Pavilion by Leadership Southlake - $25,000 Consider Approval by SPDC: November 1997 Approved by Park Board: February 3, 1997 Status: Leadership Southlake is continuing to raise money and evaluate design options. Goal is for volunteers to construct the pavilion. KSB - Waterscape Project, Bicentennial Park - $5,000 Approved by NFOC: May 19, 1997 Approved by Park Board: May 12, 1997 Status: The $20, 000 project (S16, 000 waterscape - S4, 000 landscape) is to be located near the White Chapel entrance of Bicentennial Park and is scheduled for construction in December 1997. Contracts are awaiting signatures. Park staff will provide water and electrical services to areas designated as discussed with contractor Sept. 12, 1997. Completion of project is estimated at two months. T-ball Field #10 by Southlake Baseball Association - $3,850 Completed 9/5197 Contractor: American Tennis Court Contractors Eubank's House - $118,000 (as amended Sept. 15, 1997 Prior budget $50,000) Status: Volunteer work is continuing daily. Target date for completion is mid - December. Interior wall framing is underway. The 1Llake a Difference Day kick-off was a huge success with 95 volunteers working on Saturday and 35 on Sunday. Unanticipated Projects - $500,765 (Budget) Status: Funds remains in reserve. City of Southlake, Texas MEMORANDUM November 7, 1997 TO: Ben Henry, Park Planner FROM: Charles Bloomberg, C. B. O., Plans Examiner SUBJECT: House at 3001 Johnson Road This report is based on items noted by Paul Ward and me in our inspection this momtn5. It is our understanding the City would like to make the facility available for public use as a meeting place. The building is approximately 38' x 26' with a projection of 6' x 12' for a total of about 1050 sf. It appears to have been built in the 1950s with central heat and air added some time later. For this size structure one 36" front door is sufficient for the required exit. The entrance would have to be made accessible to wheelchairs by a ramp from the parking area to the porch. Also the primary restroom would have to be rearranged for accessability and new toilet and lavatory provided. The smaller bath could be removed and made into a closet. The following items were noted: 1. The house is not on public water or sewer. There are wells and a cistern on the property that should be filled because they could be dangerous. 2. The house has galvanized water lines that are likely full of rust and.would need to be replaced. The gas piping includes copper pipes and piping to every room for the old space heaters. It is recommended the gas piping be removed and the house be made all electric. The furnace and water heater are in poor condition, lack necessary safety features and are not sized for the need. 3. There is ungrounded electrical wiring, an insufficient electrical service, and the old Federal panel and circuit breakers have been found to be so unreliable that Underwriters Laboratories has withdrawn their listing. A new service sufficient to operate a heat pump and a small water heater should be installed along with the necessary branch circuit wiring. 4. The perimeter beam in the old pier and beam foundation may need some repair to assure the stability of the house. Presently the floors seem reasonably level. 5. The house has asbestos shingle siding. It presents no hazard in its present state however, it can only be removed by an OSHA certified company. I would recommend you have two or three foundation repair companies evaluate the foundation before deciding on this project. I am not sure of the dollar value of the items on this page but it may be questionable if this is a viable project. Good luck.
