Agenda Item Comments for Board Meeting -- August 18, 1997
As has become common practice, your Board Meeting will include an executive session so that
we can bring you up to date on land acquisition. Note that your packet contains an updated
West Beach lot map.
In order to expedite the meeting, we have placed one item relating to the development of the
Cottonbelt Hike and Bike trail on the consent agenda. We discussed the interlocal agreement
with you briefly during the last meeting. Essentially, this item will allow the City of Southlake
to take advantage of the fact that this is a multi jurisdictional project. Please refer to the memo
in your packet from Kim Lenoir for additional details.
Bob Jones Park Construction Plans - Phase I - We will continue our discussion of this project
during this meeting. We anticipate that you will wish to continue discussion of the parking lot
construction at the meeting. As such, we would like to offer the following comparison
between the lot constructed with Phase I expansion of Bicentennial Park near the baseball fields
and the lot proposed for Bob Jones Park:

You will recall the concerns which have been raised by some regarding the quality of the
parking lot: cheaper materials (other than asphalt or concrete) could seriously compromise the
quality of the park; using a gravel material for the parking lot will result in an inferior soccer
complex. We often state that Bob Jones is intended to be our premier park and Phase I of the
project will set the tone for the development of the entire park. Given the quality of the work
we have already completed at Bicentennial Park, we can anticipate questions as to why the City
would be willing to expend the dollars to build a high quality parking lot to serve one user
group, but is not willing to expend the funds to build a parking lot of similar quality for
another.

Board Meeting - August 18, 1997
I offer these thoughts to you as concerns you may want to address during your deliberation of
the Bob Jones project. There are a number of issues to consider, including budget concerns,
the merit to pursuing quality development as we go even if that means that we are unable to
move as quickly on the project as we would like, or considering "temporary" improvements
until you feel comfortable making the financial commitment to "ultimate" improvements.
Bicentennial Park Expansion - Phase II - MESA has presented staff with preliminary concepts
on Phase II expansion, as well as preliminary costs. MESA will present this information to
you on Monday so that we can begin to discuss our approach to the development of this phase.
Enclosed is a master concept plan.
SPDC Budget for FY 97-98 - As in years past, staff will be bringing forward park
improvement items included in the Parks and Recreation budget requests which cannot be
funded through the General Fund. It has been the City's philosophy that, with the citizen
approval of the half -cent sales tax for parks, capital projects of any financial significance
should be funded through the SPDC, if possible. The Park Department's operational budget
has expanded as we add staff, equipment, etc. to manage and maintained the expanding park
system, and cannot always support the requests for improvements to existing facilities or the
small capital projects which are not in the SPDC bond program. As such, we identify items
which we believe are appropriately funded through the SPDC and bring them forward for
review and approval.
Your packet contains a list of the items requested by the Park Department and Park Board in
priority order that staff believes are most appropriately funded through SPDC. We are
proposing that you consider funding for these items through an appropriation of SPDC
operating funds. You may recall that during the development of the SPDC capital project
budget, $590,000 was appropriated from the operations budget. The SPDC adopted a policy
to retain 15 % of budgeted sales tax revenues in reserve. Funds in excess of the reserve may be
appropriated by the Board for capital projects by designating a transfer from operations to the
Capital Projects Budget.
Using this guideline, an additional $550,000 is available for appropriation by the Board.
These funds may also be used for master plan components not funded for Bob Jones or
Bicentennial park, as well as other neighborhood parks. Allocation of the additional $550,000
can be accomplished now or at a subsequent meeting. However, since the City Council is
scheduled to approve the City's budget on September 2, 1997, you should act on the SPDC
operating budget at this time in order to have your budget to City Council prior to its adoption
of the FY97-98 city budget.
Note that several members of the Park Board may be present to answer questions concerning
the need for the new requests, which are included in your packet. We will make a formal

Status Report of SPDC Projects - An updated report has been placed in your packet. Please

have about the status of these projects on Monday. Note that you will receive your quarterly
financial report next month.

SUBJECT: Interlocal Agreement with the City of North Richland Hills and the City of
Colleyville for the Cottonbelt Hike and Bike Trail ISTEA Grant Project on
Highway 26
As yourknow, the City was awarded an 80/20 federal highway grant (ISTEA) to build a hike and
bike trail on State Highway 26. This trail will be known as the Cottonbelt Hike and Bike Trail
extending from downtown Grapevine to North Richland Hills. Southlake's portion of this
project is to begin at Brumlow and continue with a bridge across Big Bear Creek to Colleyville.
The three cities awarded grants this round were Southlake, Colleyville and North Richland Hills.
The staffs of these cities have joined together to work as a team in managing the grant, designing
and constructing the trail in conjunction with the Texas Department of Transportation. North
Richland Hills has several other ISTEA trail grants going on in their city and will provide a
wealth of expertise in dealing with TXDOT. Between the three cities, Southlake's portion is 1%.
Even though our portion is small, we save costs in man-hours, engineering and construction.
Staff recommends approval of this Interlocal Agreement. The city attorney has reviewed and
approved the document.

for any reason held to be invalid, illegal, or unenforceable in any respect,
such invalidity, illegality, or Unenforceable in any respect, guar invalldity

this Agreement shall be constructed as if such Invalid, illegal or
unenforceable provision had never been contained herein.

Continental Linear Trail
Just recently, the bid for Continental Linear Trail came in. The timing of this road being re -paved
is coming at a very bad time, as we know that SPDC budget is very tight. This project is critical
due to economies of scale with the re -paving of this road. The bids will be going out the end of
this year and the project will start around March. Since SPDC is finalizing the budgets, we are
bringing this to your attention now. The total cost of this trail is $320,000.
The sport of walking, running and riding bikes lends itself as more of an individual sport. Although
this group is large, it is not organized and these people do not attend Parks Board meetings in
heavy numbers like soccer, tennis, baseball etc. If you look through this folder, you will see that
the linear trails are consistently a top priority for the citizens of Southlake. The Southlake Citizens
survey of 1995,1996 and 1997 shows that Linear Parks are always in the top three priority.
This trail system starts at White's Chapel and ends at Davis Blvd.; it passes by Carroll
Elementary School. Continental Trail will allow kids to walk to school from Continental Park
Estates, Chimney Hills, Southlake Hills, Monticello Estates, Timberlakes and the Hills of
Monticello. This will connect up to the trail system in Timmarron.
The Southlake Parks, Recreation and Open Space Master Plan suggest that initial construction
should begin within one mile of the schools, because this trail plan was adopted after Carroll
Elementary school was built, there is not a trail or sidewalk. According to this plan, the schools
are the most important place for these trails to be. This plan gives us a guide and because of the
work being done on Continental, now is the time to put the plan to work. (Page 31)
The Parks Board recently had a joint meeting with SPIN. We asked them what they hear most
from their areas, David Baltimore said the two most important things to the citizens of Southlake
are the sewers and the trail system. He stated that everyone wants to know when the trail
system will be in place. We all know that this is a long-term project but we do need to get it
started. If you look at the City of Southlake Master Plan for Parks Recreation and Open Space, by
the year 2001 we need to have 45 miles of linear trail; that is only four years away. According to
this plan, we need to do at least 10 miles each year to meet the City Masterplan goal. (Page 37)
If you cannot fit this project in this budget, please consider it to be a top priority for the next bond
issue and set aside 320,000 for this project.
