Assisted Living and Memory Care facility being a conversion of an existing
office building for up to 16 memory care units located at 1211 S. White
Chapel Blvd., generally located 300 ft. south of the southeast corner of S.
White Chapel Blvd. and E Continental Blvd.
4. Review, discuss and make recommendations on a proposed 7-Eleven
convenience store and gas station, located at 140 W. SH 114, generally
located at the northwest corner of W. SH 114 and N. White Chapel Blvd.
5. Review, discuss and make recommendations on redevelopment of the
Texaco gas station, convenience store and car wash located at 100 W.
Southlake Blvd into a 4,600 sq. ft. retail building for up to three tenants,
which could include food & beverage with drive-thru service, financial and
general retail uses, being a portion of the Suntree Square Shopping Center
generally located at the northwest corner of W. Southlake Boulevard and N.
White Chapel Blvd.
6. Review, discuss and make recommendations on the proposed
development of The Learning Experience daycare located at 112 River
Oaks Drive, generally located north of the northwest corner of River Oaks
Dr. and W. Southlake Blvd.
7. Review, discuss and make recommendations on the proposed installation
of an above grade detention structure for Methodist Southlake Hospital
located at 441 and 451 E. SH 114, generally located between E. SH 114
and E. Highland St., just east of N. White Chapel Blvd.
8. Review, discuss and make recommendations on the proposed installation
of 3 electric generators and 15 ft. tall screening wall at Central Market within
the Shops of Southlake, located at 1425 E. Southlake Blvd, generally
located at the southwest corner of E. Southlake Blvd. and S. Carroll Ave.
9. Review, discuss and make recommendations on the proposed Verizon
Wireless Campus addition located at 2600 W. Kirkwood Blvd. generally
located northwest of the Verizon Network Equipment Center at 500 W. Dove
Rd
10. Review, discuss and make recommendations on the proposed Extra Space
Storage addition of a 107,010 sq. ft., 3-story climate controlled storage
building at the existing storage facility located at 1928 Brumlow Ave.,
generally located on the west side of Brumlow Ave. approximately 700 ft.
north of SH 26
11. Review, discuss and make recommendations on the proposed Southlake
Town Square Garden District Residences Site Plan located at 351 Central
Ave., generally located on the east side of Central Ave. between Meeting
St. and Park Ridge Blvd
12. Adjournment.

On March 30, 2021 the Southlake 2035 Corridor Planning Committee
held their thirty-first meeting. The Committee was sent a packet of
materials prior to the meeting that were to be discussed during the
session. A meeting agenda was posted, and the meeting time was
advertised on the City's website. The following meeting report focuses on
discussion points made during the meeting by members of the
Committee, public and City staff. This report is neither verbatim nor does

proposed development of The Learning Experience daycare located at 112 River
Oaks Drive, generally located north of the northwest corner of River Oaks Dr. and
W. Southlake Blvd.

Michael Springer: Hours of operation
Applicant: Open at 6:00 or 6:30 AM and close at 6:00 or 6:30 PM
Michael Springer: Traffic entrance and exit difficult currently, keep that in mind.
Shawn McCaskill: Okay with it. Use is fine in this location. Traffic flow is awkward.
Applicant: Median along 1709?
Michael Springer: Not a traffic friendly place. Median is on a grade.

square feet on 2.31 acres located at 731 Zena Rucker Road.
5. Review, discuss and make recommendations on Carillon Parc located at
the northeast intersection of E. SH 114 and N. White Chapel Boulevard and
south of E. Kirkwood Boulevard.

Questions for staff by the Committee:
Daniel Kubiak: Looks like this use is consistent with zoning and consistent with prior
concept. Is it consistent with the land use plan?
Dennis Killough: Future land use plan currently has low density residential on it. S-P-2
is not consistent with that. Inconsistency with zoning.
Kathy Talley: Since this is proposed as a daycare/childcare facility, the drop off and
pickup will not cause traffic issues onto Southlake Blvd., correct?
Dennis Killough: Applicant may be able to speak to that.
Applicant presentation:
Drop-off situation - staggered drop off based on age. Parents will walk child in, no
major stacking issues.
Questions for applicant by the Committee:
Amy Torres-Lepp: Entrance to the property is right off Southlake Blvd.?
Applicant: Entrance faces River Oaks Dr. and exits onto Southlake Blvd.
Austin Reynolds: How many full-time staff will there be during the day? How many
students will be on property at one time?
Applicant: Maximum student count by code is approx. 190.
Austin Reynolds: Parking in that capacity - buffer times - it seems like a lot of kids.
Applicant: Typically, they do not have an exact drop-off time. The times are staggered.
We can get more details to you.
Randy Robbins: What are the hours?
Applicant: Potentially open at 7:00 or 8:00 AM and close around 5:00 or 6:00 PM. I can
get you the specific hours later.

Daniel Kubiak: I know we've seen this proposal before, and it looks like you've moved
locations based on the feedback from us. Did you have conversations with other
property owners in the park?
Applicant: Yes, they were supportive.
Daniel Kubiak: If this were to move forward, we would not receive lots of negative
comments from surrounding neighbors?
Applicant: No, you would not.
Daniel Kubiak: Are you owning this site?
Applicant: Yes
Daniel Kubiak: Less than desirable traffic access. Not a special use permit request?
Ken Baker: No, this request is to change the zoning and concept/site plan.
Daniel Kubiak: So, it is a rezoning?
Ken Baker: Drop off and traffic information should be presented at P&Z/CC meetings.
Randy Robbins: What was the negative feedback from the other location? And from
whom?
Applicant: Noise and adjacency. Complaints were from the other office owners in the
park. The use was not allowed from the zoning standpoint. The other property was
zoned 01, so the others thought it should be on a C2 site.
Michael Springer: This is a terrible drive to get out of early in the morning and in the
afternoon. Staggers will not help, people will drop-off and pick-up at the same time. One
way in and out will be tough for traffic and movement - will be a mess.
Daniel Kubiak: Here are some follow-up items — solidify hours of operation, drop-off
and pick-up situation, number of kids total. We will want to see the comfort level of other
owners through the process.
Kathy Talley: Also include how many staff members will be present at one time on
property and parking numbers for site to accommodate everyone.
Michael Springer: Signage - that is not what you will have correct?
Applicant: This is the typical prototype that the business has.
Michael Springer: Might want to think of something calmer than that.
Daniel Kubiak: Suggest you talk to staff about a variance.
